PSM19950615PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JUNE 15, 1995 The meeting was called to order at 6:40 P.M. by Chairman Misko. Also present were Committee Members Salentine and Rasmussen, Ald. Suhr, Ald. Sanders, Police Chief Johnson and those per the attached list. The Committee noted that the meeting was posted on June 12, 1995, in accordance with the Open Meeting Law. The Committee reviewed the attached update on status of Condemnations/Citations provided by Building Inspection Director Chuck Dykstra. Update on existing forms were supplied to the Committee to review and discuss at the July meeting. Chief Johnson reported on the status of the traffic study and cost estimate for installation of guardrails on Hillendale Drive as requested by Mr. Quartullo. He noted that the study showed the trees would stop car from hitting the house and his recommendation is to post large arrows on the curve. Ald. Rasmussen moved to direct Supt. Loughney to confer with Chief Johnson as to type and • location of arrows. Seconded by Ald. Salentine, motion carried. The Committee reviewed Wausau Ins. opinion on liability for signage on Recreational Trails and the Committee feels that the trails should stay unmarked at the present time. This information will be forwarded to the Parks Director so that he can advise the petitioner. The review of request for "No Parking" signs on east side of Crowbar Road was removed at the request of the petitioner, Parks Director Peter Theis. Committee Member Salentine reviewed with the Committee a request received for a stop sign at the intersection of Bay Shore Drive and Richdorf Drive. Chief Johnson reported that the intersection did not have a safety problem and suggested that the tree or bush be looked at for possible trimming to increase vision on the corner. The Committee will further discuss at the July meeting. Committee Member Salentine discussed with the Committee a request to review speed limit on CTH Y at the High School. Ald. Salentine moved to send a request to Waukesha County to reduce the speed limit on CTH Y (Racine Avenue) from CTH L (Janesville Road) south to Woods Road to 35 mph (currently 45 mph). Seconded by Ald. Rasmussen, motion carried 3-0. Ald. Suhr and Tom Roberts appeared before the Committee to discuss request for striping on Daisy Drive. Ald. Salentine moved to request Supt. Loughney to restripe Daisy Drive the next time they • PUBLIC SAFETY COMMITTEE - PAGE 2 June 15, 1995 are painting in the area. Seconded by Ald. Rasmussen, motion carried 3-0. Chief Johnson reviewed with the Committee his suggestion to continue the "No Parking" zone on the west side of Bay Lane, from Hilltop to Woods Road. Letters will be sent to the homeowners on the west side of Bay Lane inviting them to the July meeting to discuss this issue. Committee Member Salentine discussed with the Committee speed limit on Lannon Drive, south of CTH L, at crest of hill. Ald. Salentine moved to request Chief Johnson to do a traffic survey and return to the July meeting with a recommendation and to place a request on the Public Works Agenda to pave the ditch on the east side of Lannon Drive at the crest of the hill., Seconded by Ald. Rasmussen, motion carried 3-0. The Committee reviewed the safety issues on Little Muskego Lake referred from the Parks & Recreation Board. Ald. Rasmussen moved to refer the Water Bug Wednesday night practice around Holz Island back to the Parks & Recreation Board. Also, a letter will be sent to the Little Muskego Lake Association inviting them to share any concerns and make recommendations for increasing boating safety on Little Muskego Lake. Seconded by Ald. Salentine, motion carried. Under Communications and Other Business, the Committee discussed their intent to pursue all avenues on Awareness Programs for speed and traffic concerns. Ald. The monies owed in unpaid forfeitures totals $13,590.29, which the City will most likely be unable to collect. Meadow Green #3 - Gregory, Gloria, Gary and Pam Boehm #244513 Performing land disturbing activities without permit. Boehms posted bond and obtained permit January 27, 1995. Judge Lenz has removed himself from case due to conflict of interest. Issue is set for initial appearance at City of Waukesha. Boehms' have refused City's reduced forfeiture offer. City Attorney has a court date from Waukesha Court Clerk set for July 21, 1995. W179 S8246 Pioneer - James and Christine Hirschboeck #22516 Illegal structures without permit. Appeared in Court on June 10, 1995, $5,000.00 forfeiture imposed, due in $1,000. payments monthly through November. W128 S7110 Flintock Trail - Thomas Wernette #244518 Performing land disturbing activities without a valid permit at S75 W14071 Restfull Lane. Mr. Wernette appeared in court on 6110195, a $2,400.00 forfeiture was imposed, due by July 1, 1995. $538.00 citation was paid June 12, 1995. He has obtained a fill permit to bring this area into compliance. S83 W20411 Janesville Road - Walter Bohrer #244519 Failure to provide required occupancy separation between Chapter 54 use and Chapter 59 use. June 10, 1995 court adjourned to July 1, 1995. CONDEMNATIONS itT=ITY/COUNCIL SAFETY -W188 S7340 Georae Island. Little Muskeqo - Island was recently sold to Tom Chiconas, he plans to have debris neatly stacked within 30 days. He will have the materials hauled off as soon as possible. W216 S10621 Crowbar Road - BOA denied exemption for insulating basement and kitchen floor. Permit for new furnace has been applied for. Insulation upgrade in progress.
