PSM19950309• PUBLIC SAFETY COMMITTEE - CITY OF MUSREGO MINUTES OF MEETING HELD THURSDAY, MARCH 9, 1995 The meeting was called to order at 6:30 P.M. by Chairman Misko. Also present were Committee Members Woodard and Sanders, Mayor De Angelis, Building Inspection Director Chuck Dykstra, Chief John Johnson, and those per the attached list. Ald. D'Acquisto arrived at 7:30 P.M. The Committee noted that the meeting was posted on 3/3/95 in compliance with the Open Meeting Law. Building Inspection Director Chuck Dykstra reviewed with the Committee the status of Condemnations/Citations per attached report. There were no updates on existing forms and ordinances. The Committee further reviewed Snowmobile Regulations with various citizens and members of the Icetronauts Club. A written legal opinion from the City Attorney was reviewed which indicated that it is currently illegal to operate snowmobiles on any street or highway right-of-way within the City of Muskego other than adjacent to U. S. numbered highways and state and county highways • at a distance of 10 or more feet from the roadway. The City can, by ordinances, designate specific City street right-of-ways as snowmobile routes subject to the limitations set out in State Statute 350.04(2) (a) through (e), as well as any more restrictive limitations that the City wishes to impose under the authority granted by State Statute 350.18(1). Members of the Icetronauts presented proposed State legislation which would authorize the operation of a snowmobile on a portion of such a roadway if that portion of the roadway lies within the boundaries of a town, city or village that has enacted an ordinance that allow the operation of snowmobiles on that portion for the purposes of personal access; accesses being defined as being the operation of a snowmobile on a roadway for the shortest distance necessary to travel between a residence and the nearest snowmobile trail or route to that residence. Ald. Woodard moved to refer to Rules, Laws & Ordinance as a continuous item on agenda and to wait for legislative action on the proposed bill. Seconded by Ald. Misko, motion carried. A further discussion was held regarding a request for a stop sign on Valley Drive at the intersection of Lions Park Drive. Ald. Sanders moved to approve a stop sign on the west side of Valley Drive at the intersection of Lions Park Drive and to request that the Public Works Department trim the evergreen tree growing adjacent to the northwest corner of the intersection removing the • branches from ground level up to approximately six (6) feet which will allow drivers on Lions Park Drive to see vehicles stopped on Valley Drive at the intersection. The Committee requests that the Public Safety Committee - Page 2 March 9, 1995 • property owner be notified of proposed trimming. Seconded by Ald. Woodard, motion carried. Chief Johnson discussed with the Committee the request for no parking signs on Belmont Drive and reviewed study on area taken by the Police Department. It was the consensus of the Committee to defer action and if Kurth Park is expanded in the future, there may be an increase of traffic in the Subdivision, and cars parked along Belmont Drive may potentially interfere with access to the park. At this time, however, there does not seem to be a problem with the existing parking regulations in the area of Kurth Park and, therefore, no additional no parking zones are required at this time. Ms. Patricia Plennes, Jean Drive, (Woodcrest Subdivision) appeared before the Committee to express her concerns about excessive speeders in the subdivision. Ald. Sanders moved to send a letter to Waukesha County Department of Transportation requesting speed reduction to 35 mph on CTH Y (Racine Avenue) from CTH L (Janesville Road) south to Woods Road. Seconded by Ald. Woodard, motion carried. Ald. Sanders moved to erect more 25 mph signs and Children At Play signs further west on Jean Drive east bound of intersection with Woods Road. Seconded by Ald. Woodard, motion carried. Chief Johnson indicated that the Police Department will do more enforcement. • The Committee deferred review of safety concerns on Durham Drive/Hidden Creek until April meeting. Mr. Tidball (Muskego Transport Company) appeared before the Committee to express his concerns about buses having difficulty turning south on Tess Corners Drive from eastbound lanes of CTH L (Janesville Road) and he submitted a petition signed by numerous drivers indicating their request for improvement of that situation. Ald. Woodard moved to have solid white line (2 to 3 ft. wide) painted on the Thru Lane, on southeast corner of Tess Corners Drive, 10 ft. back from corner. Seconded by Ald. Misko, motion carried.
