• MINUTES OF MEETING HELD THURSDAY, FEBRUARY 9 1995
The meeting was called to order at 6:35 P.M. by Chairman Misko.
Also present were Committee Members Sanders and Woodard, Mayor De
Angelis, Chief Johnson, Building Inspection Director Chuck Dykstra
and those per the attached list.
The Committee noted that the meeting was posted on 2/3/95 and
amended agenda posted on 2/6/95.
The Committee reviewed with Building Inspection Director Chuck
Dykstra the attached report on the status of
Condemnations/Citations.
The Committee discussed possible condemnation of the barn on
property addressed S63 W15483 College Avenue. Ald. Misko shared
with the Committee a letter received from Ms. Barbara Harsch
regarding the barn located on College Avenue. Ald. Misko moved to
have Chuck Dykstra write to Ms. Harsch and Fire Chief Wojnowski
advising of time limit and other conditions. Seconded by Ald.
Woodard, motion carried.
The Committee discussed attached report on the status of the
razing of the Smith property at W216 510621 Crowbar Road with
Chuck Dykstra. The report identifies all items of compliance and
• the extension dates for completion. Ald. Sanders moved to approve
proposal submitted by Chuck Dykstra whereby failure to meet these
requirements and respective deadlines will result in the City
taking action to have Mrs. Smith removed from her home and
resuming the razing process. Seconded by Ald. Woodard, motion
carried.
There was nothing to review on updating existing forms and
ordinances.
The Committee review City Attorney Opinion on Municipal Court
Forfeitures relating to Dan Barker properties.
The Committee discussed Snowmobile Regulations. Ald. Sanders
moved to request the City Attorney to provide a written opinion on
State Statute 350.02 as it applies to City highway right-of-way
for snowmobile use. The Committee also would like direction on
how to establish snowmobile routes on highway right-of-ways within
the City as provided in State Statute 350.04. Seconded by Ald.
Woodard, motion carried.
The Committee reviewed possible name change of the section of road
that is current named Valley Drive and with the extension and
connection of Lions Park Drive should be renamed to Lions Park
Drive. Ald. Sanders moved to implement the procedure to change
the name of that portion of Valley Drive that connects to Lions
Park Drive that proceeds to connect with Pioneer Drive so that
Lions Park Drive would then be continuous from Pioneer Drive to
Janesville Road. Seconded by Ald. Woodard, motion carried.

Mr. Tom Nowicki and Ms. Debbie Metzelfeld appeared before the
Committee as a follow up to a written request from Ms. Metzelfeld
to address the safety problem on Woods Road between Durham Drive
and Kathryn Drive and to considering reflectors, guard rails, etc.
along the curve to alert drivers. Ald. Woodard moved to have
reflective diamond arrows installed along the curve and also to
have Chief Johnson and Supt. Loughney review vision obstruction
caused by bushes on a property located adjacent to the curve.
Seconded by Ald. Sanders, motion carried.
The Committee discussed with Chief Johnson request of Ald. Taube
for a stop sign at Valley Drive and Lions Park Drive and deferred
until the March meeting.
Chief Johnson reviewed with the Committee his request for yield
signs in the Industrial Park. Ald. Woodard moved to approve the
following recommendations:
Remove "Yield" sign on the southeast corners of Mercury
and Gemini.
. Place a "Yield" sign on the northeast corners of Mercury
and Gemini Drive for traffic on Gemini, and
Remove or paint over the curve center line connecting
Mercury and Gemini Drive.
Seconded by Ald. Misko, motion carried.
The meeting adjourned at 8:10 P.M.
