PSM199501054k PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, JANUARY 5, 1995 The meeting was called to order at 7:05 P.M. by Chairman Misko. Also present were Committee Members Sanders and Woodard and Police Chief John Johnson. The Committee noted that the meeting was posted on 12/29/94 in accordance with the Open Meeting Law. The Committee reviewed the attached report submitted by Building Inspection Director Chuck Dykstra on the status of Condemnations/Citations. Ald. Sanders moved to further extend the condemnation process for the barn on the property addressed S63 W15483 College Avenue until the end of January allowing Ald. Misko time to work with the Building Inspection Director. Seconded by Ald. Misko, motion carried. The Committee had nothing new to report on request for amendments to existing forms and/or ordinances. The Committee further discussed sign requests for Belmont Drive with Chief Johnson. Ald. Sanders moved to defer to February meeting to allow Ald. Woodard to discuss alternatives with petitioners. Seconded by Ald. Misko, motion carried. The Committee Review request for "Caution -Cars Backing Out of Driveway" signs on Woods Road (south of CTH L and North of Plum Creek Subdivision with Chief Johnson. Ald. Sanders moved to install sign on Woods Road for northbound traffic, north between Bendingbrae and the property addressed W199 58466 Woods Road. Seconded by Ald. Woodard, motion carried. Hearing to determine if permanent restraining order or razing order should be upheld took place January 31, • 1995. Razing order upheld by Judge. Restraining order dissolved. Property in process of being sold, proposed buyer desires to bring structure up to minimum standards only. Chapter 30 (Building Code), requires entire structure to be brought up to current day codes. Buyers intent is to allow Helen to stay on property till she is no longer capable of living alone. • Building Department has taken position that sanitary tanks, pump and alarm must be installed so that they can be utilized as a temporary holding tank (permitted by County during winter months). A contract for the balance of the mound system work, along with a bond in the amount to fulfill the contract shall be deposited with the City. New plumbing must be installed from approved well to point of use, to provide hot and cold running water to all required fixtures. Work to install tanks must be started by February 22, 1995, to qualify for March 1st extension. If these items can be installed, inspected and approved by March 1, 1995, Mrs. Smith will be allowed to continue her occupancy of this structure with the condition that regular inspections be allowed and continuous progress be made on the remaining code violations. Permit to construct addition will be allowed if sanitary system (tanks) installation, is substantially underway, plumbing permit is obtained and work is underway. Local holding tank approval required prior to new plumbing being connected to holding tanks. Structural roof upgrades per Strauss -Maguire and Associates letter of July 12, 1994, must also be completed prior to March 1, 1995. • The following items will have priority and shall be completed no later than April 1, 1995. Rewiring of electrical systems within home from new panel to point of use, all wiring to meet current code, including countertop area. Insulate dwelling per 30.15(9), after structural roof upgrades, electrical upgrades and wall/ceiling repairs have been completed. (Wall/ceiling repairs required to ensure insulation does not fall down or out of walls, see 19.09(1)). Provide code compliant heating system complete with all required duct work and other connections (energy or heat loss calculations required). Test existing well to ensure safe water and provide certificate to verify same, or drill new well and provide safe water report for same. Provide handrail at stairs to basement per 19.07(2), see also 30.15(5). One exterior door to be 36" wide, per 30.15(7), (verify • compliance). Failure to meet these requirements and respective deadlines will result in the City taking action to have Mrs. Smith removed from her home and resuming the razing process.
