PSM19941208. PUBLIC SAFETY COMMITTEE - CITY OF MUSREGO MINUTES OF MEETING HELD THURSDAY, DECEMBER 8, 1994 The meeting was called to order at 7:05 P.M. by Chairman Misko. Also present were Committee Members Woodard and Sanders and Mayor David De Angelis. The Committee noted that the meeting was properly posted on December 2, 1994, in accordance with the Open Meeting Law. The Committee reviewed the attached report from Building Inspection Director Chuck Dykstra on the status of Condemnations/Citations. The Committee noted the extensive fines for the Barker Development on Gregory Drive and request an opinion from the City Attorney as to how to proceed in collection. Ald. Misko discussed with the Committee the possible condemnation of the structure on the property addressed S63 W15483 College Avenue and has requested a thirty day (30) delay in condemnation processing in order for him to work with owners. The Committee reviewed memorandum from Chief Johnson in regard to • parking on Michi Drive in the area of. Muskego Elementary School. Chief Johnson pointed out that Wisconsin State Statute 346.52 prohibits parking during the hours of 7:30 AM to 4:30 PM on school days on the near side of through streets adjacent to schools used for children below the 9th grade. When school is in session, parking is prohibited on the west side of Michi Drive even though there are no signs posted. The Police Department is recommending that the Department of Public Works post signs along the west side of Michi Drive prohibiting parking during school hours so that the Police Department will not be ticketing drivers who are unaware they are violating the State Statute. Chief Johnson is recommending adoption of a resolution that would prohibit parking along the west side of Michi Drive at all times as it is a narrow street with no shoulders and it would be safer for children who cross Michi Drive to use the playground of Muskego Elementary during non -school hours if no vehicles were allowed to park on the west side of the street. Ald. Sanders moved to recommend that a "No Parking At Any Time" restriction be enacted for the west side of Michi Drive. Seconded by Ald. Woodard, motion carried. The Committee reviewed correspondence from Plan Director Matt Sadowski addressing the status of the noncompliance items for the Mediterranean Gardens Restaurant that the Committee requested at their last meeting. The Committee requests that the Plan Director follow through with issuing of citations if all items have not • been taken care of by the December 16, 1994 deadline. Ald. Woodard discussed with the Committee a request received for a "No Parking" sign on the south end of Belmont Drive. The Public Safety Committee - Page 2 December 8, 1994 is Committee requests that Chief Johnson review the area and report to the Committee at their January meeting if a sign is warranted. The Committee reviewed memorandum dated November 30, 1994, from Chief Johnson regarding safety concerns on the intersection of Ladwig Drive, Audrey Court and Aud-Mar Drive. In addition to the stop sign recently recommended for the northwest corner of that intersection, Chief is recommending that a "Yield" sign be placed on the southeast corner of Ladwig Drive, Audrey Court and Aud-Mar Drive. The yield sign would enable the much larger volume of traffic on Aud-Mar Drive to flow onto Ladwig Drive without having to yield for the minimal traffic volume coming from the five homes on Audrey Court. Presently eastbound traffic on Aud-Mar Drive must yield to northbound traffic on Audrey Court according to state traffic law. A yield sign would legally modify that problem. Ald. Sanders moved to recommend a "Yield" sign on the southeast corner of Ladwig Drive, Audrey Court and Aud-Mar Drive. Seconded by Ald. Woodard, motion carried. The meeting adjourned at 7:45 P.M.
