PSM19931209• PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, DECEMBER 9, 1993 The meeting was called to order at 7:05 P.M. by Chairman Misko. Also present were Committee Members Woodard and Sanders, Mayor De Angelis, Chief Johnson, Ald. Schneider, Ald. Taube, Building Inspection Director Chuck Dykstra and those per the attached list. Chuck Dykstra discussed with the Committee the status of Condemnations as listed on the attached report. The Committee directs that a letter be sent to the Muskego Volunteer Fire Company inquiring when the barn on Martin Drive (S65 W17844) will be razed. Chuck Dykstra reviewed with the Committee correspondence to the property owner at W136 58355 Holz Drive advising that the building must be razed. Ald. Woodard moved to approve sending of the letter. Seconded by Ald. Sanders, motion carried. Ald. Dumke will be contacted prior to the letter being mailed. There was no discussion on updating of existing forms or ordinances. • Chief Johnson appeared before the Committee to discuss concerns on passing lanes on CTH L, Lannon Drive to Bay Lane. The Committee determined that the passing lanes presented a dangerous condition. Ald. Woodard moved to send a request to Waukesha County to upgrade the eastbound outside lane. Seconded by Ald. Sanders, motion carried. The Committee reviewed intersection of CTH L and Lannon Drive. Chief Johnson indicated that traffic is getting worse and that the accident history is increasing. Ald. Sanders moved to send a request to Waukesha County to install a controlled left hand lane signal similar to the one recently completed at the intersection of CTH L and Tess Corners Drive. Seconded by Ald. Woodard, motion carried. The Committee discussed concerns of Michael Weber on Muskego Dam Road. Ald. Sanders moved to direct Supt. Loughney to extend yellow solid line 100 feet west to 2nd driveway (5107 W16789 Muskego Dam Road). Seconded by Ald. Woodard, motion carried. Ald. Schneider appeared before the Committee to request moving the 35 mph speed regulation on Janesville Road at Park Place West Subdivision west to entrance of County Park. Ald. Woodard moved to request Waukesha County to reduce speed limit on CTH L • from Hillendale to Mercury from 55 mph to 45 mph. Seconded by Ald. Sanders, motion carried. Public Safety Committee - Page 2 December 9, 1993 • Concerned citizens appeared before the Committee to discuss hunting regulations. Ald. Woodard moved to request an opinion from City Attorney Molter as to whether or not the City can enact a "No Hunting" ordinance to prohibit hunting a specific distance around Holz Island; three hundred feet from that shore, or possibly one-half the island (i.e. east shoreline). Seconded by Ald. Misko, motion carried. Ald. Taube appeared before the Committee to discuss concern on Westwood Drive. Ald. Sanders moved to direct Supt. Loughney to install an advisory sign indicating a 45° curve sign and solid center line and edge drop-off with gravel. Ald. Taube is to be contacted for exact placement. Seconded by Ald. TO THE PUBLIC SAFETY COMMITTEE December 9, 1993 CITATIONS North end of Overlook Bay Rd. - Terra Development - Bob Patch #000233 Finalized forfeiture of $5999.99 due by December 15, 1993. W143 S7989 Durham Dr. - Dennis Kurer violated #30.05 #000242 Failure to obtain permits to build building. Building supports removed August 6, 1993. Stipulation agreed to on November 13, 1993. Due by January 26, 1993. W183 S8393 Mercury Dr - Delta Group received a citation for #000222 discharging petroleum based products into the roadside ditch. Stipulation agreed to on October 16, 1993. Date paid October 18, 1993. Kaiser Lane - Mr. Senger received a citation for keeping more #000246 livestock on his property than zoning allows. Site currently in COMPLIANCE. Agreed to stipulation with forfeiture of $201.00 Date paid October 11, 1993. W143 S7989 Durham Dr. - Dennis Kurer violated #29.06 failure to #000247 obtain a permit to fill beyond original permitted limits. Stipulation reached on November 13, 1993 Conditions not yet met, permit not yet issued and soils placed illegally in wetlands not yet removed. Letter going out to Kurer informing them additional citations will be issued if compliance is not achieved Stipulation payment due by 1/26/93. CONDEMNATIONS - S65 W17844:��Martin Drive z173,g91 No change since letter was sent. Pile of debris still on site. We have been attempting to get this pile removed since April. I suggest a letter from the Safety Committee to the Muskego Volunteer Fire Department asking them to confirm if they will burn the debris and if so when. Perhaps Safety can provide a deadline. - W188 S7340 George Island, Little Muskego - To date the Building Department has not yet provided Ald. Taube with information • requested.
