PSM19930513• CORRECTED PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, MAY 13, 1993 The meeting was called to order at 7:02 P.M. by Chairman Misko. Also present were Committee Members Woodard and Sanders, Mayor De Angelis, Chief Johnson, Building Inspection Director Chuck Dykstra, Ald. Patrick Patterson, Ald. Schneider and those per the attached list. The Committee reviewed the attached list of Citations and Condemnations, dated May 13, 1993, with Chuck Dykstra. Chuck Dykstra reviewed with the Committee his proposed amendments to the Code Compliance requirement. He will bring formal amendments to a future meeting which will include guidelines for residential, business, commercial and industrial. Chuck Dykstra presented to the Committee a revised Board of Appeals Application for Variance. Ald. Misko moved to approve new form. Seconded by Ald. Sanders, motion carried. Ald. Patterson appeared before the Committee to discuss signage for intersection of Windsor & Saroyan. He stated that there • have been two accidents and feels that a stop sign should be installed. Chief Johnson reviewed with the Committee the referred to accident reports and stated that the accidents would not have been avoided by stop signs. Three surveys have been taken in this area and all revealed no speeding problem. Ald. Sanders moved to deny request. Seconded by Ald. Woodard motion carried. Chief Johnson reviewed with the Committee a request received from Steven Heyer of W185 59086 Racine Avenue (Racine Avenue and Parker Drive) to install a "Slow -Children Present" sign on Parker Drive (north leg) immediately east of Racine Avenue. He has experienced several near misses with cars and is fearful of his children getting hit. Chief recommends placement of the sign. Ald. Sanders moved to approve installation of sign. Seconded by Ald. Misko, motion carried. Susan Haima appeared before the Committee and submitted a letter that was sent to all Mill Valley students and parents from Principal Barbara Olson advising that on Monday morning, April 25, 1993, there was a near accident with a car and one of their bikers crossing Racine Avenue and the intersection of CTH L. The letter states that the intersection is extremely dangerous and that children who are on this route need to review with their parents how to make this crossing safely. Chief Johnson agreed to research the accident history for the intersection and report back to the Committee. Public Safety Committee - Page 2 May 13, 1993 Property owners from Bridgeport Way appeared before the Committee to discuss proposed bike path and presented the attached handout that listed their safety concerns. Ald. Woodard will work with the residents to formulate a petition to amend the Subdivider's Agreement to delete bike path. The Committee reviewed the condition of Parkland Mall parking lot. Ald. Sanders moved to direct that Building Inspection Director Dykstra send a letter to Mr. Horney (Value Village) pointing out safety concerns of pavement conditions. Seconded by Ald. The cost of the bike path would be $4,150.00 and would be paid from park dedication fees. This path is not to a inst ed until occupancy permits are issued to lots 26, 27 and 28. Residents of the surrounding area have been meeting with the Muskego Park and Recreation Board since November of 1992 strongly opposing this bike path implementation for many reasons including the safety of the citizens using this path as well as the safety of the children living along this path. The Park and Recreation board insists this path be • implemented in spite of these concerns. Safety Concerns: 1. Residents brought to the attention of the P&R Board the fact that several fire hydrants as well as a utility pole would be located in the middle of the proposed asphalt path. One board member suggested that the fire hydrants be moved while another suggested that the path be moved closer to the road. If the path were moved closer to the road would the path have enough clearance from the mailboxes as well as the fire hydrant to ensure the safety of riders? How does the city attorney feel about the potential liability for the city if path does not have adequate clearance? 2. Bike path ends at Bay Lane. This street is known by many to be dangerous because it is so narrow, it is heavily used, and drivers do not obey the posted 25MPH speed limit. In a letter from Principal Thomas Brown to Jerry Hulbert Principal Brown states 'We discourage walkers and bikers as this District has been declared a hazardous area because of the lack of sidewalks." . According to Mr. Hulbert, there are no plans to extend the bike path along Bay Lane. • 3. Eight foot wide path would be wide enough for an automobile. Is this safe for children living in the area? What ordinance would prevent automobiles from driving on this path? What is the associated fine? 4. Bike path should not cross driveways. This is unsafe for riders as well as drivers 5. Have National Bike Path Safety Standards been addressed in the design of this and ALL other Muskego bike paths? 6. A dead-end path can invite loitering to the area. We ask for your consideration to these safety matters. u 0
