MINUTES OF MEETING HELD DECEMBER 9, 1992
The meeting was called to order at 7:30 P.M. by Chairman Simmons.
Also present were Committee Members Sanders, Chief John Johnson,
Building Inspection Director Chuck Dykstra, and those per the
attached list.
The Committee reviewed with Chuck Dykstra the attached report on
status of condemnations and recommended that a copy of the letter
to Mrs. Ethel Martin be sent to her son, Richard Martin.
Chuck Dykstra presented to the Committee the following update on
existing forms and ordinances:
Erosion Control & Other Procedures for 1993 - A revised
hand-out to be mailed to Contractors, with exhibits, alerting
Contractors of the need to submit an appropriate erosion plan and
informing Contractors of several other procedural changes for
1993. The Committee approved hand-out.
Zoning Information - A revised exhibit showing the Basic
Districts and the specific requirements was presented and the
Committee recommended that this be reviewed and approved by the
• Plan Commission.
Deck Permit Information, Submittal Requirements for New One
And Two Family Homes, and Basic Residential Outbuilding
Information - The Committee started reviewed and deferred until
January meeting.
Correspondence from Richard Bolte, Waukesha County Department of
Transportation, dated November 12, 1992, was reviewed. Mr. Bolte
was responding to Ald. Simmons' request for left turn signals for
the arterial lights at the intersection of CTH L and Tess Corners
Drive and gave several alternatives. Ald. Sanders moved to go
with Mr. Bolte's alternative which would be to remark the
intersection to create a separate left turn lane on CTH L, with a
trip sensor control of eastbound and westbound left turn lanes. A
request will also be made to upgrade the pavement in right lanes
as a result of needed repairs to the storm sewers. Seconded by
Ald. Simmons, motion carried. It was noted that notification of
this meeting and discussion of the above was sent to businesses
affected by this decision (Open Pantry, E. J. Salentine Buick,
Club 24, Schaumberg Suburban House, Choir Practice, Prestige Auto,
Country Trader and Casanova's Country Lakes Marine). The
Committee acknowledged that in order to implement the above, that
parking would be prohibited on both sides of Janesville Road for
300-400 feet in each direction.
. The Committee reviewed communication from Parks Director Peter
Theis requesting permission to place approximately ten (10)
bike -crossing signs on the roadways which intersect the Muskego

• Recreation Trail between Woods Road and Durham Drive. The roads
include Bay Lane Place, Sandy Beach, Ludwig Drive, Mystic Drive
and Durham Drive. Signs will be placed on both the east and west
side of the roads, warning motorists that a bike trail crosses the
road ahead. The Committee approved signage to be paid out of the
Park Dedication Account.
The Committee tabled discussion on control of intersection on Joel
and Haven as action was taken at last Council.
The Committee reviewed the present Sprinkler Ordinance with those
in attendance and discussed Mercantile, Assembly, Multi -Unit
sleeping quarters and garages. It was determined that various
points needed to be clarified. Chuck Dykstra will secure correct
definition of "access to buildings" and this will be further
discussed at the January meeting. A proposal to create a
definition for Day Care Centers, which would allow up to twenty
(20) children without requiring a sprinkler system, was also
discussed. Ald. Simmons moved to approve the following sections
to be part of the overall amendments to the Sprinkler Code:
1. Amend Section 32.02 (c) to include 32.02 (e), 32.02 (f),
32.02 (g), 32.02 (h) and to state: Hotels/Motels, Hospitals,
Nursing, Convalescent, Old Age and Institutional Schools,
. Colleges, Universities, Medical Centers, Dormitories, Fraternity
or Sorority Houses, and any other sleeping type occupancies,
require sprinklers throughout, regardless of construction.
2. Amend Section 32.02 (d) - To include table containing
Square Footage requirements for places of Assembly (attached)
(replace existing text).
3. Amend Section 32.02 (g) to state Day Care Sprinkling
required with over 20 children, regardless of construction class
(replace existing text).
4. Remove Section 32.03 (d)
Seconded by Ald. Sanders, motion carried.
The Committee discussed request referred from the Common Council
meeting of November 10, 1992 regarding establishing a policy for
Subdivider Agreements to stipulate that Developers are responsible
for the cost of all traffic control signs within a Subdivision;
including stop signs and yield signs. Ald. Simmons moved to
direct the Plan Director to add to format the requirement for
traffic signage, as recommended by the Police Chief, for all
Subdivider Agreements. Seconded by Ald. Sanders, motion carried.

• S65 W17844-88 Martin Drive
In May Ald. Brian Misko sent a letter informing owner, Mrs.
Martin, that 2 of the smaller barns on property were in dangerous
condition and were to be razed within 30 days. Numerous
extensions have been granted. Recently a letter was sent by the
Building Department requiring owner to remove buildings as
required in Mr. Misko's letter by January 8th, 1993.

OTHER MATTERS
S65 W17860 Martin Drive
Mr. Dan VerHalen appeared before the Judge on 12-5-92. He stated
he needed more time. I stated I was not willing to grant
additional time; this issue was set for trial 1-16-93. The
property must be in compliance by then.
