MINUTES OF MEETING HELD JUNE 4, 1992
The meeting was called to order at 7:30 P.M. by Chairman
Simmons. Also present were Committee Members Sanders and
Misko, Mayor Salentine, Chief Johnson, Building Inspection
Director Chuck Dykstra, Ald. Schneider, Ald. Taube, Ald.
Patterson, Plan Director Larry Kirch and those per the attached
sheet.
The Committee reviewed the Public Safety Committee minutes of
May 7, 1992, and placed on file.
Chuck Dykstra reviewed with the Committee the attached report
on condemnations and citations.
The Committee reviewed existing forms, ordinances and
policies. Ald. Simmons moved to recommend approval of
Ordinance #757 to amend Chapter 8, Sections 8.02 and 8.025,
Streets and Sidewalks; Driveway and Culvert Construction.
Seconded by Ald. Misko, motion carried. Ald. Simmons moved to
recommend approval of Ordinance #768, Chapter 12, Section
12.16, Regulating of Swimming Pools, deleting the following
sentence in (4) Location: "or nearer than 4 feet to any wall,
• fence, or structure", and to request the City Attorney's
opinion on the following sentence, "Subdivision deed
restrictions must also be conformed to." Seconded by Ald.
Misko, motion carried.
The Committee discussed early start policy and determined that
an approval for early start will be given to the Muskego
Volunteer Fire Company Station #1 and the Muskego/Norway School
District for school addition.
The Committee further discussed request for stop sign on
Windsor Road and Saroyan Road. Chief Johnson will conduct a
traffic survey on Windsor, west of Saroyan, and will report
back to the July meeting.
The Committee further discussed traffic on Emerson Drive and
Hawthorne Drive. Ald. Sanders moved to approve installation of
yield sign at the southeast corner of Hawthorne Road at its
intersection with Emerson Drive and requests that the Public
Works Director install sign. Seconded by Ald. Simmons, motion
carried.
The Committee discussed request for stop sign on Weslyn and
Prospect. Ald. Simmons moved to approve the recommendation of
Chief Johnson that "Four -Way Stop" signs be installed at the
. intersection of Prospect Drive and Westlyn Drive; with the stop
sign on Prospect Drive (westbound) to be installed higher than
normal to make it visible from bottom of hill. Seconded by Ald.

• Misko, motion carried. The Public Works Superintendent is
requested to install the stop signs.
Hours of operation for the Building Inspection Department and
the Planning Department were discussed. Ald. Misko moved to
approve new closing time to be Noon to 3:00 P.M. effective June
15, 1992. Seconded by Ald. Simmons, motion carried.
As a follow-up to Resolution #80-91, the Committee reviewed the
status of the split between the Building Inspection Department
and the Planning Department. Ald. Sanders moved to recommend
that the departments stay divided with a Director of Building
Inspection and a Director of Planning. Seconded by Ald. Misko,
motion carried.
Mayor Salentine advised the Committee that he had met with a
representative from the Wisconsin Electric Power Company
regarding additional service needed in the Industrial Park
Addn. and the Committee reviewed status of intersection street
lights in the Industrial Park. It was the Committee's
determination that no additional lights are required at the
present time.
Chief Johnson reviewed with the Committee the accident history
. on College Avenue which had been requested by Ald. Patterson.
Ald. Sanders moved to request Waukesha County to replace the 2'
x 3' signs that have arrows on them with larger signs and to
erect "Dangerous Curve" signs on the approach for east and
westbound vehicles. Seconded by Ald. Simmons, motion carried.
Ald. Sanders requested that "Deaf Child" warning signs be
installed 150 ft. away from the property addressed W186 S8645
Douglas Drive, on each side of the street, to alert of deaf
child in the area. Ald. Misko moved to approve request and to
request that the Public Works Superintendent erect the signs.
Seconded by Ald. Sanders, motion carried.
The Committee discussed speed limit on C.T.H. L, from Tess
Corners to western city limits. The Committee recommends that
a letter be sent to Waukesha County asking them to enforce the
agreement between the County and Mr. Alvin Basse which requires
the closure of the original driveway on Martin Drive and CTH L
the culvert removed and the right-of-way restored and further
that the Committee recommends that Waukesha County install
shadow lanes on each side of CTH L and at the entrance to
Basse's Country Delight. The Committee determined that the
speed limit remain the same. Seconded by Ald. Sanders, motion
carried.

The tires have been removed. An occupancy permit has been issued.
The court case was adjourned until June 6.

Mr. Kreil was to pay $67 to the Building Department by 4:00 P.M.
June 3 for the citation issued to him in January. Mr. Kreil did
not pay the required amount by the due date. The court clerk was
notified by our department prior to last night's court hearing.

Mr. Barker is to pay $199 by June 24. As of this date, he has not
paid the required amount due.

Mr. Hartman has been very cooperative. The site is very much
improved. An extension was granted until early June.

The building has been razed. Wood is still piled up at the back
of the property. No change from last month.

Attorney Macy recommends holding off on condemnation until closing
so the City does not end up having to place Susan. A phone call
to Attorney Vollmar on June 4 revealed the closing has been put
off until June 9. Susan is to be out seven days after closing.
Her personal possessions must be out within 30 days of closing.
Clarence has the option to dismantle the garage and take it.
