PSM19920507• PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 7, 1992 The meeting was called to order at 7:05 P.M. by Chairman Simmons. Also present were Committee Members Sanders and Misko, Chief Johnson, Building Inspector Chuck Dykstra, Ald. Patterson, Ald. Taube and those per the attached sheet. Chuck Dykstra presented the attached report on Condemnations and Citations. The Committee determined that Chuck would send a letter to Clarence Froelich and the new Developer, Ed Lambert of Landmark Design, Inc., to advise that the City will start condemnation of the house at W193 56776 Hillendale as of May 15, 1992. Ald. Misko will contact Ms. Martin to advise that she has thirty (30) days in which to remove her two smaller barns at property addressed S65 W17844 Martin Drive. Two letters from Mr. and Mrs. Terry Scott owners of the property addressed W188 57658 Oak Grove Drive were reviewed. Mr. and Mrs. Scott are requesting an extension for razing of the house until late 1992 or early 1993. The Committee determined that a ninety (90) day extension will be given and Chuck Dykstra will write to advise property owners. If the structure is not razed within ninety (90) days, the City will take action to remove and cost • will be put on the tax bill. The Committee discussed request to relocate speed limit sign on CTH L near Golden Country Estates. Ald. Sanders moved to request that the 35 mph speed limit zone on CTH L be relocated fifty (50) yards west of entrance to Golden Country Estates. Speed limit zone will be 50 mph thereafter. Seconded by Ald. Simmons, motion carried. This request will be sent to Waukesha County Highway Dept. The Committee reviewed request for temporary warning signs at the entrance to the Parks Garage on Pioneer Drive. This request is a result of the Muskego Volunteer Fire Company temporarily housing their trucks in the Parks Garage during construction of the new fire station on CTH L. Ald. Misko moved to approve and to request Supt. Loughney to install temporary warning signs. Seconded by Ald. Simmons, motion carried. Ald. Taube appeared before the Committee to request warning sign to be installed 150 ft. away from the property addressed W175 57454 Park Drive, on each side of the street, to alert of deaf child in the area. Ald. Misko moved to approve and request Supt. Loughney to install warning sign. Seconded by Ald. Sanders, motion carried. • The Committee discussed request for stop sign on Windsor Road and Saroyan Road. The item was deferred and Chief Johnson will conduct a traffic survey at the intersection and report back to the June meeting. Public Safety Committee - Page 2 May 7, 1992 Ald. Sanders removed his requesx for "Children at Play" signs on Parker Drive -North. The Committee reviewed correspondence from Police Department re traffic survey on Emerson Drive and Hawthorne Road. Chief Johnson and Ald. Patterson will visit the area on May 8, 1992, to review traffic and they will report back to the June meeting. TO • THE PUBLIC SAFETY COMMITTEE MAY 7, 1992 CTTATTONS S83 W18550 Saturn Drive (A-1 Storage) At the April 25 court hearing the case was once again adjourned as correspondence faxed from the DNR indicated clean up of the tires would begin May 3. An inspection made today revealed the tires have not been removed. The case was adjourned until June 6. W187 57825 Janesville Road (Benson Oil Co.) The tanks have been removed. W187 56922 Gold Drive (Dale Kreil) At the March 21 court hearing, Mr. Kreil failed to appear. He was found guilty and ordered to pay $67 by May 6, 1992. He was given until March 25 by the court to remove the boats/trailers in violation or be subject to a daily forfeiture. Mr. Kreil did do so by the court deadline. On March 30, he requested the court to reopen and vacate the matter. The court date was set for April 25. On April 25, Mr. Kreil's request was denied. He was • ordered to pay the $67 to the Building Department by June 3. College and Racine and College and Regency (Ken Miller) On.March 21, Mr. Miller was found guilty. The matter was adjourned until April 25 for disposition. Mr. Miller still needs to have some silt fence dug in at the culvert, but has complied with soil erosion measures agreed upon by Mr. Miller and the Building Inspection Department. He paid a total of $440 in fines for the citation issued in February for failure to comply with soil erosion measures. Racine and College Area (College Square Development Group) Dismissal was requested at the March 21 court hearing. No costs were paid. W193 57905 Anicent Oaks Drive (Watry) Dismissal was requested at the March 21 court hearing. No costs were paid. Meadow Green West Addition 3 (Boehms) At the March 21 court hearing, the matter was adjourned until April 25. On that date, Pam Boehm appeared. Boehm Construction was found guilty. A total of $373 in fines was paid to the Building Department on April 27. According to the soil erosion inspector, the site is now in compliance. Page 2 Public Safety Committe Report 5/7/92 • CITATIONS Continued S78 W19644 Cedar Hill Ct. (Dan Barker Builder) A citation was issued to Mr. Barker for failure to comply with soil erosion measures as specified in numerous correspondence. This matter went to court on April 25. Mr. Barker failed to appear and was found guilty. He is to pay $199 by June 24. W181 59134 Parker Drive (Loebel) At the April 25 court date, Mr. Loebel pleaded no contest. It was stipulated that he remove the manufacturing business from this location by July 1, 1992 or be subject to forfeitures held in advance for daily forfeitures from August 12, 1989 in the approximate amount of $6,000. City to receive $100 in costs for attorney costs by June 24. If not out by July 1, 1992, additional $50 per day forfeitures will occur each day thereafter in addition to the aforementioned $6,000 (approximate). Mr. Loebel reserves the civil option for future action against the city. S99 W21351 Parker Drive (Esther Hartman) I have given Mr. Hartman until May 15 to bring this site into compliance. An inspection made May 6 has revealed nothing has • been done. I will send a letter to Mr. Hartman reminding him of this deadline. 5102 W18758 Kelsey Drive (Tewes) The building has been razed. Wood is still piled up at the back of the property. I will forward a letter reminding Mr. Tewes that this site needs to be cleaned up. W195 56776 Hillendale Drive (Froelich) The police department has confirmed Susan is living at the site, possibly in the garage. I have had a phone conversation with Ed Lambert regarding this matter. See note to file for details. OTHER MATTERS W208 58097 Hillendale I will send a letter to the owner. W188 57658 Oak Grove Drive Attached are letters from Mr. Terry Scott, the owners of this property. They are not able to attend tonight's meeting. S65 W17844 Martin Drive Buildings have been posted with "No Trespassing" signs, but have not been razed. Alderman Hilt never updated me on this situation, other than to request an extension.
