PSM199203120 PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 12, 1992 The meeting was called to order at 7:00 P.M. by Chairman Taube. Also present were Committee Members Patterson and Simmons, Building Inspection Director Chuck Dykstra, Mayor Salentine and Chief Johnson. The Committee reviewed attached update on Citations and Condemnations with Chuck Dykstra. Ald. Patterson moved to send a letter to Mr. Mort Bailey to advise that the City is proceeding with condemnation procedure with the Froehlich property at W195 56776 Hillendale Drive. Seconded by Ald. Simmons, motion carried. Ald. Taube will contact the property owner at W188 57658 Oak Grove Drive to determine if a voluntary removal of the structure could be accomplished before the City would proceed with condemnation procedures. The Committee reviewed existing forms and ordinances. No changes were determined at the present time. Chuck Dykstra indicated that the ditch bonds were still being reviewed. The Committee reviewed Waukesha County's proposed "No Parking" regulations on CTH L between Tess Corners and Durham Drive as addressed in Waukesha County Transportation Department's Ordinance #146-99, dated February 6, 1992. Ald. Simmons moved to recommend a resolution be adopted, and mailed to Waukesha County, indicating the following: "No Parking" zone on the north side of CTH L, west of Tess Corners Drive be left as presently signed; which is a "No Parking" zone 33' from curve west on CTH L to present "No Parking" sign. Seconded by Ald. Taube, motion carried. The Committee reviewed correspondence from Waukesha County dated March 2, 1992, requesting the City to review two "No Parking" zones; one on CTH L (Janesville Road) and one on CTH Y (Racine Avenue). Ald. Simmons moved to send a letter to Waukesha County recommending the following: In regard to parking restrictions on CTH L in the area of Park Drive (vicinity of former Dandelion Park) the Committee believes that existing "No Parking" zone should remain as presently posted. In regard to CTH Y (Racine Avenue) "No Parking" zones at Woods Road (vicinity of the High School), the City wishes to have the zone remain as it. Seconded by Ald. Taube, motion carried. • Public Safety Committee - Page 2 March 12, 1992 Correspondence from Chief Johnson was reviewed regarding a request for a stop sign at Hawthorne and Emerson. A study was done in November of 1990, and it is the Police Department's opinion that since there have been no appreciable change in traffic patterns, the request for a stop sign at that intersection should be denied. Ald. Patterson moved to approve installation of a stop sign. The motion failed for lack of a second. Ald. Simmons moved to deny request. Seconded by Ald. Taube, motion carried. TO THE PUBLIC SAFETY COMMITTEE MARCH 12, 1992 CITATIONS S83 W18550 Saturn Drive (A-1 Storage) Mr. Dennis Pippin of the DNR has advised our department that the DNR will be removing all of the tires at A-1 Storage no later than April 15, 1992. The matter was again in court on March 7, 1992 and was adjourned until April 25 in light of the information received from the DNR. W187 57825 Janesville Road (Benson Oil Co.) This property was purchased by Jenkel Oil Co., 425 South Washington Street, Combined Locks, Wisconsin. A letter has been sent to Jenkel Oil Co. informing them that they must remove the abandoned tanks. The original citation issued to Benson Oil was dismissed on March 7, 1992. If the new owner does not comply, a new citation will be issued to Jenkel oil. W187 56922 Gold Drive (Dale Kreil) On February 20, the Board of Appeals denied Mr. Kreil's appeal of the Plan Commission determination that he could not park more than two boats 15' in length at his residential site. The Board has given him until June 15 to remove the boats. I sent Mr. Kreil a letter on March 4, 1992 informing him that he has still not proven that any of the boats on the property are his personal boats. I have instructed him to contact Officer Gary Mrotek of the Muskego Police Department sometime this week to go over the paperwork and the I.D. numbers to verify his personal ownership of the boats. At the last court date, the case was adjourned until March 21. College and Racine and College and Reoencv (Ken Miller A citation was issued to Mr. Miller for failure to remove illegal signs and failure to obtain Plan Commission approval and purchase the necessary permits for temporary signs at the above locations. At the court date of February 15, 1992, Mr. Miller did not appear. He was found guilty and fined $67. As of this date, he has paid the court fine and has taken out the necessary permits for the temporary signs, which were approved by the Plan Commission. Mr. Miller was issued another citation on February 14 for failure to comply with approved soil erosion measures within the specified time. Court date is set for March 21, 1992. • Page 2 Public Safety Committe Report 3/12/92 • CITATIONS Continued Meadow Green West Addition 3 (Boehms) A citation was issued to the Boehms for failure to comply with approved erosion control plan and failure to install protective measures per submitted plan. Court date is set for March 21, 1992. This site is still not in compliance. Racine and College Area (College Square Development croup) A citation was issued for failure to remove illegal signs and failure to get Plan Commission approval to keep signs and pull permits for same. Court date is set for March 21, 1992. Following the issuance of this citation, the signs were removed. I will probably ask for dismissal of this case. W193 57905 Anicent Oaks Drive (Watry) A citation was issued to Matthew Watry for failure to comply with soil erosion measures as specified. Court date is set for March 21, 1992. Our soil erosion inspector has stated that this site is now in compliance. Another inspection will be made prior to the court date. CONDEMNATIONS S99 W21351 Parker Drive (Esther Hartman) • As reported last month, I have given Mr. Hartman until May 15 to bring this site into compliance. 5102 W18758 Kelsey Drive (Tewes) The building has been razed. We will be monitoring the site to ensure adequate clean up. W195 56776 Hillendale Drive (Froelich) I have not received any information from the Police Department to verify that anyone is living at the site. OTHER MATTERS W208 58097 Hillendale I have had no additional response from Alderman Dave Sanders or the property owner regarding this site. W188 57658 Oak Grove Drive An inspection was made on Tuesday, February 18 which revealed that this property most definitely could be subject to condemnation. S65 W17844 Martin Drive Alderman Hilt contacted me around the 1st of March and asked for an extension of time to contact Mrs. Martin. Page 3 Public Safety Committe Report 3/12/92 Lembezeder, Hillendale, Gold, College, and Racine Area • Regarding Ron Ford's concerns about soil erosion in this area, letters were sent out on the 19th of February to property owners who may have trails located on their property. The letter requested that they post "No Trespassing" signs on the trails, and make an effort to try to restore some vegetation in these areas. Response has been less than spectacular. • 11
