PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 9, 1992
The meeting was called to order at 7:10 P.M. by Chairman Taube.
Also present were Committee Members Patterson and Simmons,
Building Inspection Director Chuck Dykstra, Chief Johnson, Mayor
Salentine, Ald. Harold Sanders and Martin Goodson.
The Committee reviewed the attached report supplied by Chuck
Dykstra dated January 9, 1992.
Chuck Dykstra discussed with the Committee the following proposed
changes to existing ordinances:
Chapter 30 - Building Code - Schedule of Permit Fees for
1992 (Table No. I) amended as follows:
J. Heating, Incinerator Units and Wood Burning
Appliances increased from $25.00 to $30.00/unit.
K. Commercial/Industrial exhaust hoods & exhaust
systems - increased from $25.00 to $30.00/unit.
M. Air Conditioning - increased from $25.00 to
$30.00/unit.
• N. Wrecking or razing - added "with $250.00
maximum fee for building".
R. Plan Examination: Addition of No. 6 -
Decks, Swimming Pools - $20.00.
X. Addition of: Erosion Control Fees:
1. 1 & 2 Family Lots - $75.00/Lot
2. Multi Family Units - $75.00/Bldg. plus $5/1000
sq. ft of lot area.
3. Commercial Lots - $150.00/Bldg. plus $5/1000
sq. ft. of lot area.
4. Industrial Lots - $$150.00/Bldg. plus $5/1000
sq. ft. of lot area.
5. Institutional Lots - $150.00/Bldg.plus $5/1000
sq. ft. of lot area.
6. Land Disturbing Permit - Increased from $50.00 to
$75.00 plus $6.00 for each acre over 4 acres
to be disturbed.
7. Utility annual permit fee - $200.00
8. Other - $30.00 Minimum
• Y. Signs - $1.00/square foot with $30.00 minimum.

• As a result of the above changes, the Committee recommends the
following amendments to the Municipal Code:
Chapter 31, Section 31.03(4)(a) (Signs) shall be amended to
read: Fee as listed in the "Schedule of Permit Fees for 1992
(Table No. I)" Y. - Section 31.03 (4)(b) to be deleted.
Chapter 29, Section 29.06 (Soil Erosion):
(1) amended to delete reference to amount of permit fee.
(1)(b) delete "for a fee of $200.00" and replace with
"for a fee as listed in the Schedule of Permit
Fees for 1992 (Table No. I) X".
(1)(c) to read after Common Council "Fee as listed
in the Schedule of Permit Fees for 1992 (Table No.
I) X".
Chuck Dykstra will work with the City Attorney to update Chapter
23 (Flammable Liquids).
Ald. Taube moved to recommend the above amendments to the
Municipal Code. Seconded by Ald. Simmons, motion carried.
• The Committee deferred discussion on amendments to Chapter 8,
Section 8.01(5) (Ditch Bonds) was deferred in order to do further
research.
Ald. Taube is in the process of contacting Waukesha County in
regard to request for speed limit reduction on Racine Avenue.
The Committee discussed street light for entrance to Meadow
Green -West Subdivision at the intersection of Lannon Drive & Haven
Drive. Ald. Patterson moved to direct the Plan Department to
process the necessary paperwork for the street light and
determined that all future subdivision entrance lights be handled
by the Plan Department as outlined in the City's policy. Seconded
by Ald. Taube, motion carried.
Mr. Martin Goodson appeared before the Committee to discuss a
traffic problem on Tess Corners Drive and Claredon Place. Mr.
Godson lives at S70 W13775 Tess Corners Drive and is requesting
that something be done to prevent cars crossing the corner of his
yard. Ald. Simmons moved to direct the Public Works
Superintendent to temporarily install two (2) diamond shaped signs
on the road right-of-way in front of Mr. Goodson's property and
refer to the Public Works Committee January agenda discussion on
possible cutting of existing ditch to four (4) feet. Seconded by
. Ald. Taube, motion carried.

CITATIONS
REPORT BY CHUCK DYKSTRA, SR. TO

S83 W18550 Saturn Drive (A-1 Storage)
A final inspection was made on December 26 by one of our
inspectors with a few items cited that require correction. Mr.
Bob Herriot has contacted our department and requested the results
of that inspection. Our department has outlined the results in a
letter forwarded to A-1 Storage on December 31. We have not been
called to do a reinspection as of this date. A-1 Storage cannot
obtain a certificate of occupancy until an inspection verifies
that there are no violations. Two citations are still outstanding
and have been adjourned until January 18, 1992.
W187 57825 Janesville Road (Benson.Oil Co.)
On October 26, 1991, this case regarding the underground storage
tanks was adjourned until February 1, 1992. I have still not
issued the razing permit for the structure that was on this
property. The structure, however, is down. A plumbing permit was
just requested on January 8, 1992 to verify disconnection of
sewer. Our department has received confirmation through Fax
correspondence that gas and electric utilities have been
disconnected.
S99 W21351 Parker Drive (Esther Hartman)
As reported last month, I had contacted Mr. Hartman in writing
giving him until January 15 to restore the two buildings he
desired to keep. I will make another inspection of this property
at that time.
5102 W18758 Kelsey Drive (Tewes)
I spoke with Mr. Tewes at the end of December. He stated that he
has begun to take the structure down. He has been contacted by
Agnes Posbrig of the Muskego Historical Society who requested
lumber from the structure. Mr. Tewes was not sure when he spoke
with me if he would have the time to grant Mrs. Posbrig's request
when razing the structure.

OTHER MATTERS
Lake Forest Subdivision - Phase I (Terra Development)
Problems incurred in the first section of Lake Forest regarding
soil erosion enforcement have been addressed via a new conditions
of approval letter which give the department more control over
contractors. This is working very well so far.
W188 57598 Oak Grove Drive (Ed Lyon)
An inspection made by our department on January 3, 1992 revealed
that Mr. Lyon has completed siding 75% of the lower 8' of his home
as outlined in my letter to him dated November 22, 1991. By
February 1, 1992, 100% of the lower 8' of the structure must have
siding installed. Another inspection will take place after the
February deadline.

On December 18, 1991 I sent a memo to Alderman Harold Sanders
regarding the garage at this address being subject to
condemnation. It is my understanding that the alderman has 30
days to attempt to get the building removed voluntarily. I have
not had a response from Alderman Sanders as of this date.
W188 S7658 Oak Grove Drive
On January 8, I spoke with Attorney Jack Wisniewski. He is the
attorney handling the estate that owns this property. I will be
in contact with him next week to make an inspection of the
dwelling. Through a memo from the assessor's office dated
December 13, 1991, I have been informed that the equalized value
of the building is $17,200.
