MINUTES OF MEETING HELD NOVEMBER 7, 1991
The meeting was called to order at 6:30 P.M. by Chairman Taube.
Also present were Committee Members Patterson and Simmons, Mayor
Salentine, and Building Director Chuck Dykstra.
The Committee reviewed the attached condemnation report with Chuck
Dykstra.
The Committee reviewed request for a stop sign on Briargate at the
intersection to Parkland Drive. Ald. Patterson moved to replace
the existing yield signs with stop signs. Seconded by Ald. Taube,
motion carried.
The Committee reviwed requests for improvements on Bay Lane. Mr.
Valdovinos, a resident on Bay Lane has requested center stripe,
edge strip on Bay Lane at offset in road, better reflector and
guardrail. The Public Works Department has completed center
stripe and has put up reflectors. No guardrails will be installed.
The Committee discussed existing Dog Ordinance and deferred action
for further review.
The Committee reviewed recommendation from Attorney Molter with
regard to amending Chapter 8, Section 8.02(5) of the Municipal
Code to delete the reference to returning the bond to the
applicant so that we can return the bond to whoever is identified
in the application, which might not be the "applicant". Ald.
Patterson moved to recommend the above amendment and to add to the
ordinance that repairs must be done within fifteen (15) months and
if not complied with, the bond would be forfeited. Seconded by
Ald. Taube, motion carried.
Ald. Patterson moved to go into Closed Session pursuant to
§19.85 (1)(c), Considering employment, promotion, compensation or
performance evaluation date of any public employe over which the
governmental body has jurisdiction or exercises responsibility,
more specifically reviewing applications for Plan Director
position, scheduling interviews and interviewing and will
reconvene into Open Session for purpose of adjournment. Seconded
by Ald. Simmons, motion carried unanimously.
The Committee reconvened into Open Session at 11:28 P.M.
The meeting adjourned at 11:30 P.M.

CITATIONS
S83 W18550 Saturn Drive (A-1 Storage)
Three citations were written for A-1 Storage in September. The
court date was postponed until November 16, 1991. Due to new
information submitted by the architect, the citation regarding the
affidavit will be dismissed. Two citations are still outstanding.
Bob Herriot came before the Plan Commission on Tuesday, November
5, and received approval for revised site and operation plan.

On October 26, 1991, this case was adjourned until February 1,
1992.
CONDEMNATIONS
S99 W21351 Parker Drive (Esther Hartman)
A letter was sent to Mrs. Hartman requesting that she finish
• building removal and pull permits to repair buildings she wishes
to keep.
5102 W18758 Kelsey Drive (Tewes)
On November 6, 1991, I spoke with Elizabeth Tewes regarding the
building to be razed. She stated that her mother-in-law who had
previously lived there had sold the last of her belongings, which
had been stored there, last week. She also stated that they hoped
to begin razing the structure this month. I then informed her
that the permit taken out in March had expired due to the fact
that no work had started within six months. I explained that if
she or her husband were to come down to the Building Department,
we could issue her a new permit to raze the building.
W195 56776 Hillendale Drive (Froelich)
On October 31, I met with Officer LaTour at the Froelich site with
the intention of inspecting the interior of the home. The
building had been padlocked, possibly by Clarence Froelich, prior
to my arrival. I looked through the windows at the interior of
the building, looked at a series of photographs taken of the
inside of the building, looked at the roof of the structure (which
was virtually nonexistent), and red tagged the building as "Not
Fit for Human Habitation." I proceeded from the site to the
Waukesha County Courthouse where I testified that in my opinion
this home was unfit for human habitation.

OTHER MATTERS
Lake Forest Subdivision - Phase I (Terra Development)
On October 28, 1991 Dale Shaver, Senior Land Conservationist for
Waukesha County, met with Jerry Schwarzmeier and the Muskego Park
manager regarding soil erosion problems concerning the area
surrounding Muskego Park. After inspecting a sediment trap within
Lake Forest Addition No. 1, they found the berm failing in several
locations resulting in overflowing sediment being deposited in the
wetland area within the park. This correspondence was sent to
me. I have since forwarded correspondence to Terra Development to
correct the situation.
Job Duties
On October 10, 1991, our planning director, Gene Kovacs, left the
City of Muskego moving on to a position with the County of
Walworth. During his absence and until which time as a
replacement can be found for Mr. Kovacs, his duties are being
assumed by a number of people. The Mayor and I have committed a
segment of time out of each day to review planning details. Jean
Marenda, the city clerk, is currently handling some of the legal
paperwork that Gene used to coordinate. The bookkeeper, Louise,
is working to maintain the letter of credit files. I have assumed
• Gene's position at the Plan Commission and look forward to meeting
the new planning director soon.
