PSM19910912PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO nc� MINUTES OF MEETING HELD SEPTEMBER 12, 1991 The meeting was called to order at 7:00 P.M. by Chairman Taube. Also present were Committee Members Patterson and Simmons, Mayor Salentine and Building Inspection Director Chuck Dykstra. Chuck Dykstra met with the Committee to discuss status of condemnations per attached report. The Committee discussed guidelines for issuance of early start building permits and agreed that no "early start" permits will be allowed for residential, commercial or industrial units. The Committee discussed status of Building and Planning Departments. The Committee will continue to review Department's policies and procedures. The Committee reviewed request to remove parking sign on the Elm Drive cul-de-sac. Ald. Taube moved to direct Supt. Loughney to remove the "No Parking" sign subject to area being accessible for Public Works Department. Seconded by Ald. Patterson, motion carried. The Committee deferred request for signage on dead end road (Pasadena Drive) as referred from the Public Hearing minutes for the Valley View Subdivision Sewer & Water Project. Wisconsin Electric Power Company has approached the City to replace the presenting lighting with energy efficient sodium fixtures. The Public Safety Committee toured the City to look at a light fixture located on Jean Drive and Racine Avenue which directs light downward. This unit was compared to other light fixtures in the City which are globe fixtures. The Committee recommends going with the globe type fixture which more readily identifies intersections. All lighting fixtures on Janesville Road will be 250 watts and all internal subdivisions will remain at the present 100 watts. All intersections throughout the City will be 175 watts except for the intersection to the Fire Departments and City properties which will be 250 watts. WEPCO will convert all of the above from mercury vapor to the energy efficient sodium fixtures. The meeting adjourned at 10:28 P.M. Respectfully submitted, Ald. Patrick A. TO THE PUBLIC SAFETY COMMITTEE SEPTEMBER 12, 1991 CITATIONS W143 56958 Belmont Drive (Radtke) On September 10, 1991, Mr. Radtke paid the remaining installment due on September 11 to the Building Inspection Department. W187 57825 Ja This case was ad (Benson Oil Co.) until October 26, 1991. Lake Forest Subdivision (Terra Development) As reported last month, a citation was issued to Terra Development in an effort to gain compliance regarding soil erosion problems at the Lake Forest site. The date for the initial court appearance is September 14. I will request dismissal with co rt costs due to a lack of appropriate documentation from this department at this time. A certified letter was mailed on September 10 to Mr. Robert Patch of Terra Development Corp. itemizing a number of matters that need to be addressed in the Lake Forest Development. Terra Development was given until the end of September to comply. This letter was sent in an effort to eliminate a lack of documentation in the future. S73 W16511 Janesville Road (Muskego Marine) As reported last month, a citation was issued for failure to move the storage shed. Initial court appearance is scheduled for September 14. I will request dismissal and payment of court costs. An inspection made on September 9 revealed that the whole rear lot area has been paved and the shed has been relocated to an approved location. CONDEMNATIONS S99 W21351 Parker Drive (Esther Hartman) An inspection made September 11 revealed several of the outbuildings were burned on the evening of September 10. The Fire Department was on hand. See the attached sketch for location of the buildings that were burned. Also note that buildings 4 and 6 are still to come down and building 5 and the garage are being requested by the owner to remain. 5102 W18758 Kelsey Drive (Tewes) No change to report on this property since meeting of August B. As reported last month, Mr. Tewes stated that he hoped to have the building razed by sometime in November. i Page 2 Public Safety Committe Report 9/12/91 W179 58204 Reise Drive (Wauer) Mr. Wauer took out a permit on August 20 to disconnect the sewer prior to razing the dwelling. An inspection made on September 11 revealed that the building is gone. W195 56776 Hillendale Drive (Froelich) I have been in contact with Attorney Vollmar and his secretary regarding this situation on several occasions. According to Attorney Vollmer's secretary, it was suggested to Mr. Froelich that he contact a social worker to intervene in the situation in an attempt to relocate Suzzanne. No other changes to report since last meeting. OTHER MATTERS Parkland Mall (Reinspection) A letter was written on September 11 to Mr. Horney thanking him for his cooperation and requesting that he address a few remaining violations within the next 30 days. Copy of the letter is attached. Proposed Changes to Zoning Ordinances 1. Swimming Pools (The Safety Committee submitted for review at meeting of 8/8/91.) 2. Definition of Storage Shed (The Safety Committee submitted for review at meeting of 8/8/91.) 3. Definition of Boathouse (The Safety Committee submitted for review at meeting of 8/8/91.) 4. Forms: Certification of Footings - approved 8/8/91. Procedures for Yard Grade - submitted for review 8/8/91. - New Business Occupancy Form - revision recommended by committee at 8/8/91 meeting. New form enclosed this month. Job Duties- Verbal report to be given. Additional Discussion The Wisconsin Uniform Dwelling Code states that early start permits may be issued by the municipality. Due to numerous Ip problems incurred tracking these early start permits, they have been discontinued and we are no longer issuing any early start permits. Discussed at meeting of 8-8-91. Needs approval.
