PSM19910808PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 8, 1991 • The meeting was called to order at 7:05 P.M. by Chairman Taube. Also present were Committee Member Simmons, Mayor Salentine, Building Inspection Director Chuck Dykstra, Kathy Kaupla and Fred Washa. Chuck Dykstra met with the Committee to discuss status of condemnations per attached report. The Committee agreed to grant a 30 day extension to Esther Hartman to remove all outbuildings on her property addressed S99 W21351 Parker Drive. Chuck will send her a letter advising her of the 30 day extension which is subject to the condition that prior to August 15, 1991, the original deadline, she provide in writing a statement from the Fire Department stating that they will be present on the site on the specified date that the outbuildings will be removed. The extension date is September 15, 1991. The Committee reviewed status of Building and Planning Departments. The Committee discussed guidelines for issuance of building permits and determined that, effective August 8, 1991, no "Early Start" building permits will be issued. The Committee continued review of existing forms and ordinances. A petition dated August 3, 1991, from the residents of Golden • Country Estates was reviewed requesting "Slow -Children" signs to be installed. Ald. Simmons moved to installed two signs; one on Golden Country Drive before KOSO Court and one on Golden Country Drive at curve before Golden Court. Both signs should be mounted on the right side of Golden Country Drive. Seconded by Ald. Taube, motion carried. Mr. Fred Washa appeared before the Committee with a petition requesting a reduction in the speed limit on Hillendale Drive, north of Hwy. L., as well as installation of a dangerous curve sign (location as shown on Exhibit A) and a truck entrance sign (location as shown on Exhibit B). Ald. Simmons moved to direct the Superintendent of Public Works to install a dangerous curve sign and truck entrance sign as shown on the attached sketch. The truck entrance sign will be billed to Mr. Jeff Yaeger, W136 S6597 Conrad Court. Seconded by Ald. Taube, motion carried. TO THE PUBLIC SAFETY COMMITTEE AUGUST 8, 1991 CITATIONS W143 56958 Belmont Drive (Radtke) Mr. Radtke paid the second installment of $100 due on July 31 and was granted an extension to September 11, 1991 to pay the remaining $150. 7 57825 Janesville s case was adjourn son O 91. Lake Forest Subdivision (Terra Development) Terra Development has been given numerous warnings regarding soil erosion problems on the Lake Forest site. A majority of these problems have been brought to the attention of the developer at various meetings by the mayor, aldermen, concerned citizens and myself. The developers have addressed a very small percentage of these problems and; therefore, in an effort to gain compliance, a citation was issued in this matter. Court date is scheduled for September 14. S73 W16511 Janesville Road (Muskego Marine) A citation was issued to Muskego Marine for failure to relocate a storage shed after numerous notifications and previous extensions by the Board of Appeals and the Building Inspector. CONDEMNATIONS S99 W21351 Parker Drive (Esther Hartman) An inspection made on August 7 revealed that all the outbuildings that need to be removed are still on the property. A memo was forwarded to Alderman Dave Sanders asking that he contact Esther Hartman and remind her of the August 15 deadline. 5102 W18758 Kelsey Drive (Tewes) On August 8, I spoke with Bill Tewes who owns the property. He stated that his 79 year old mother who had previously lived in the structure and has now relocated out of town still has belongings stored in the structure and was in the process of sorting through what she wanted to keep and what was to go in a rummage sale scheduled for sometime in September. He intends to start razing the building soon after the rummage sale, and hopefully have it razed by sometime in November. S94 W14580 Groveway Lane (Hampel) A letter was sent to Hazel Hampel on July 1 giving her 30 days to complete the razing of the cottage located on the property. An ` Page 2 Public Safety Committe Report 8/8/91 inspection made on August 1 revealed that this has been done. W179 58204 Reise Drive (Wauer) There has been no change on this property. An inspection made on August 7 revealed that the building is still there. Mr. Wauer stated previously that he expects to have the building down by or before the end of August. A letter will be sent to him reminding him of this commitment. W195 56776 Hillendale Drive (Froelich) I have been in contact with Attorney vollmar regarding this situation on several occasions. I contacted his office on the 7th of August and spoke with his secretary. She stated that Clarence does not have sufficient funds available to relocate Suzzanne. Mr. Mort Bailey has an option on the property which will expire on May 20, 1992. However, real estate taxes will come due October 1 so if Mr. Bailey does not excercise his option to purchase before October 1, it is likely that Waukesha Co. will end up with this property, at which time the structure will hopefully be removed. OTHER MATTERS Parkland Mall (Reinspection) A recent reinspection of Parkland Mall revealed the following: 1. 98% of the parking lot has been repaired. There is an area approximately 10' x 15' that requires repair to the northeast of the rear door. 2. A cardboard bale needs to be removed at rear. 3. Primary exit lights operational. Some secondary exits lights are not. 4. Waste not capped in Men's Room. 5. Extension cord in ceiling, west wall northwest corner hallway. 6. Cover plates required on electric switch and outlet boxes. 7. Fire extinguishers in place where brackets are located. Proposed Changes to Zoning Ordinances 1. Swimming Pools 2. Definition: Storage Structure (Shed)- A structure of 120 square ft. or less in size and no more than 9 ft. in height measured to the peak of the roof intended to be used for the storage of materials incidental to the permitted principal use of the property. On lots of 120,000 sq. ft. to 400,000 sq. ft., a 240 square ft. structure would be allowed with a maximum height of 12 ft. Plan Commission approval would be required for structures exceeding 240 square ft. 0 3. Definition: Page 3 Public Safety Committe Report 8/8/91 Is Boathouse- A boathouse is currently defined in Chapter 17 Section 8.175 8.2(2) as follows: "Boathouse" as defined in Section 30.121(1), Wis. Stats., means a perma- nent structure used for the storage of watercraft and associated materials and includes all structures which are totally enclosed, have roofs or walls or any combina- tion of structural parts. Zoning limitations currently limit the height of a boathouse to 10 ft. The DNR information for a boathouse is as follows: 1. Structure with one or more walls. 2. Must be located above high water mark. 3. No wet boathouses allowed. 4. Only water related items to be stored. 4. Forms (Copies of the following are attached) 1. Certification of Footings with changes recommended at last Public Safety Committee meeting. 2. Procedures for setting yard grade. 3. "New Business" form for occupancy. Job Duties- Current copies last revised 6/20/91 attached. Additional Discussion The Wisconsin Uniform Dwelling Code states that early start permits may be issued by the municipality.
