MINUTES OF MEETING HELD JUNE 13, 1991
The meeting was called to order at 7:01 A.M. by Chairman Taube.
Also present were Committee Members Patterson, Mayor Salentine,
Chief Johnson, Building Director Chuck Dykstra, Plan Director Gene
Kovacs, Craig Lake (Village of Big Bend), and Stella Dunahee.
Committee Member Simmons arrived at 7:30 P.M.
The Committee reviewed attached list of condemnations. Ald.
Harold Sanders is requested to contact Mr. Clarence Froehlich to
check on status of agreement that was suppose to be signed and
return to the City.
Chuck Dykstra and Gene Kovacs reviewed with the Committee status
of the Building & Planning departments. Job descriptions for
department employees should be finalized for the July meeting.
Chief Johnson discussed with the Committee the proposed turn
lane/signal at the intersection of Janesville Rd. and Lannon
Drive. Chief Johnson reported that while the turning lane and
signal may result in a more orderly traffic flow and less wait
during rush hours, it didn't appear that there is a serious safety
problem without those controls at this time. The future with
increased traffic may change this reasoning.
Chief Johnson reported that the deer crossing sign is not needed
on Tess Corners Drive.
Chief Johnson reported that there appears to be no reason to lower
the speed limit on College Avenue. He stated that even if we
requested the County to do so, it appears the City of New Berlin
and probably the County Department of Transportation itself would
balk at that request as not justified.
Chief Johnson reported on request for review of a proposed
"Slow -Children Present" sign on Gaulke Drive. The Committee
debated the need for this sign and request that Ald. Simmons
review and report back to the Committee.
Craig Lake appeared before the Committee to discuss inspection and
zoning services to the Village of Big Bend. Ald. Patterson moved
to approve time to be billed to Big Bend at a rate of $35.00/per
hour as outlined on attached report from Chuck Dykstra. Seconded
by Ald. Taube, motion carried.
The Committee reviewed parking concern on Martin Drive as a result
of activities on Idle Isle. Ald. Patterson moved to post "No
Parking" signs on both sides of Martin Drive, from Hardtke Drive
. to College Avenue. Seconded by Ald. Taube, motion carried.

Chuck Dykstra reviewed proposed update and clarification of
existing forms for the Building Inspection Department. The
Committee will discuss further at the July meeting.
The meeting adjourned at 9:20 P.M.

trip charge will be billed.
All times will be added together including trip time and then
rounded up to the next 1/2 hr.
Example: 1/2 hr. inspection, 1/4 hr. trip time = 3/4 hr.
1 hr. will be billed.
1/4 hr. inspection, 1/4 hr. trip time = 1/2 hr.
1/2 hr. will be billed.
These times are approximate. Special circumstances may arise and
additional time may be billed beyond these figures when necessary.
All times include filling out reports and reasonable phone time
related to inspection activities.
Administrative and clerical time for Big Bend reports, Plan
Commission or Board of Appeals research will be billed.
Board of Appeals and Plan Commission meetings to be billed 3 hours
minimum with any time over 3 hours billed in 1 hour increments.
All time to be billed at a rate of $35/per hour.

CITATIONS
W143 56958 Belmont Drive (Radtke)
At the April 27 trial, James Radtke was ordered to pay (to the
building department) a $330 fine. This amount was to be paid in
three installments, the first one due June 12 in the amount of
$130. Since Mr. Radtke could not pay the entire payment of $130,
he appeared in court on June 12. He made an $80 payment which was
brought over to the building department today by Debbie, the court
clerk. The judge added the $50 not paid on 6/12/91 to the last
installment of $100. Mr. Radtke now owes the following: $100 due
7/31/91 and $150 due 8/24/91. If the remainder of the fine is not
paid by August 24, Mr. Radtke's driver's license is to be
suspended for five years. A drive -by inspection made by me on
June 13, 1991 revealed that the property remained cleaned up to an
acceptable condition in the front yard area.

S99 W21351 Parker Drive (Esther Hartman)
After discussion with Alderman Dave Sanders regarding this
property and the outbuildings that need to be removed, I wrote a
letter to Esther Hartman dated May 30, 1991. A copy of this
letter was provided to the Public Safety Committee members.
The letter stated to Ms. Hartman that Alderman Sanders has granted
her 90 days to remove the buildings per a diagram provided to her
also. She has until August 15, 1991 to accomplish this and an
inspection will be made by our department following that date.
An inspection made today revealed no work has been done as of this
date.
5102 W18758 Kelsey Drive (Tewes)
On March 6, a permit was taken out to raze the structure. The
structure would have been subject to condemnation. An inspection
made June 13 revealed the building is still standing. I spoke
with Elizabeth Tewes and she stated that the woman who lived in
the structure was in the process of selling the furniture and
appliances from inside the building and that she lives out of town
at this time. When I asked Elizabeth Tewes for a time frame on
the razing of the building, she stated that the building should be
taken down by the end of July.

• An inspection today revealed all the cottages are now removed.
There has been substantial amounts of filling done on this
property and I will be checking to see if permits have been taken
out for this filling.
S94 W14580 Groveway Lane (Hampel)
An inspection made revealed that the razing of the cottage has
started and is about 50% completed. I will send a letter urging a
prompt completion of this demolition.
S70 W16211 Martin Drive (Lindemann)
An inspection made on June 13 revealed that there has been no
change since May 2. Approximately 75-80% of the debris has been
cleaned up, some debris remains.
W179 58204 Reise Drive (Wauer)
On December 27, 1990 a permit was taken out to raze the building.
It was last inspected on April 29 and the building is still
there. I made an inspection of the property on June 13 and the
building is still there. I spoke with Mr. Carl Wauer and he
stated that he has done some minor preparation for the razing of
the building and he expects to have it down by or before the end
of August.
W195 56776 Hillendale Drive (Froelich)
• A conversation with Attorney Vollmer's secretary on June 13 (Mr.
Vollmer was not available) revealed that neither Suzzanne nor
Clarence have signed this agreement as of this date. The
secretary mentioned that she did not feel that there should be any
problem getting Clarence's signature but that Suzzanne was going
to be a problem. Based on the above mentioned conversa-
tion, it would appear that this letter and document was used as a
stall tactic to get the city off of their back for a few months.
I will be following up with Mr. Vollmer sometime the week of June
17.
OTHER MATTERS
5104 W15103 Loomis Drive (Wieselmann)
A letter was written to Mr. Wieselmann on June 11 stating that the
fence has been anchored properly as verified by inspection made on
May 22, 1991. This letter was written in response to a request by
Mr. Wieselmann.
Truck Parking
The question we had regarding truck parking has been resolved re -
Ordinance #716 amending Chapter 17, Section 6.04(4) G.2.c. Mr.
Wieselmann's parking was denied based on the 800' radius decision
that was made.
Parkland Mall (Reinspection) Please see the attached for
information regarding this matter.
