MINUTES OF MEETING HELD MAY 2, 1991
The meeting was called to order at 7:05 P.M. by Chairman Taube.
Also present were Committee Member Simmons, Ald. Patterson, Mayor
Salentine, Director of Building Inspection Chuck Dystra and those
per the attached list.
The Committee directed the City Clerk to order business cards for
the Director of Building Inspection and the Director of Planning.
The Committee reviewed the attached report on the status of
condemnations submitted by the Director of Building Inspection.
The Committee further discussed a previous decision regarding
signage at intersection of Mercury & Apollo Drive. The Committee
is receptive to the Highway Superintendent's recommendation that a
"cross taffic does not stop" sign be installed on Apollo Drive at
the intersection of Mercury & Apollo Drive.
The Committee discussed soil erosion permit fees and recommended
that a new resolution be introduced which would clarify Resolution
#48-91 to state that the new fee is $50.00 plus $6.00 per acre
over four (4) acres. Ald. Taube moved to recommend above
• clarification. Seconded by Ald. Simmons, motion carried.
The Director of Building Inspection informed the Committee of the
recent inspection done at Parkland Mall which resulted in many
violations.
Ald. Taube advised the Committee that a "No Parking" sign that was
originally installed on Elm Drive in front of the property
addressed W179 56945 has been removed and the Committee agreed to
direct the Superintendent of Public Works to replace.
The Committee is requesting a written report from both the
Planning & Building Departments, on a monthly basis, to advise
Committee on status of defining departmental responsibilities.
The Committee reviewed correspondence from Chief Johnson
indicating that Waukesha County is assuming the responsibility for
any costs incurred for the installation of stop lights on the
corner of Woods Road & Racine Avenue that are billed to the City
of Muskego as part of the matching grant requirements.
The Committee reviewed request for establishing a lower speed
limit on Durham Drive. Ald. Simmons moved to recommend that the
speed limit be reduced from 40 mph to 35 mph on Durham Drive, from
Woods Road to McShane. Seconded by Ald. Taube, motion carried.

The stop lights on Lannon Drive were discussed and Richard Schlei,
a resident on Lannon Drive, expressed a safety concern to the
Committee. The Committee discussed the feasibility of installing
turning signals and request the Police Department to provide an
accident history and recommendation for the Committee to review at
their June meeting. Mr. Schlei was advised to contact his County
Supervisor because Hwy. L - Janesville Road is a County highway.
The Committee reviewed request of Mr. Foelkner on Tess Corners
Drive for a "Deer Crossing" sign. The Committee requests the
Police Department to provide a report for the June meeting
responding to Mr. Foelkner's concerns.
The Committee reviewed request to reduce speed limit on College
Avenue to 25 mph and requests the Police Department to review.
The Committee reviewed ingress/egress concern on Lions Park Drive
and Ald. Taube will contact property owner.
The Committee discussed double permit fees and established a
policy whereby double permit fees will be charged whenever
• construction has commenced where a permit would have been required.
The Committee reviewed a "No Parking" sign request on Lions Park
Drive, abutting the Willow Pond Apartment complex, right-hand side
off of Highway L. The Committee directs that a letter be sent to
the Developer informing him that the Committee is receptive to the
request providing that the cost of purchasing the signs is borne
by the Developer.
The Committee reviewed request for a "Slow - Children Present"
sign on Gaulke Drive and request that the Police Department
provide a recommendation for the June meeting.

CITATIONS
W143 56958 Belmont Drive (Radtke)
This case went to trial on April 27, 1991. Mr. Radtke was found
guilty and is required to pay a total of $330 in fines to the
Building Department by August 24, 1991. Our department will
inspect this property in a few weeks to determine if it remains
cleaned up.
W187 57825 Janesville Road (Benson Oil
This case was adjourned until April 27, 1991 for review. On
April 27, the case was adjourned again until June 29, 1991 (9:00
A.M.) for review.
W151 57762 Mystic Drive (A. Meinerz Trust)
Court date was March 23, 1991. Dismissal was requested by the
Building Department because the parties involved complied with the
order to convert the two-family dwelling back to a single family
dwelling. Court costs in the amount of $15.00 were receipted by •
the Building Department.
W182 58450 Racine Avenue (Heise)
Court date was March 23, 1991. Dismissal was requested by the
Building Department as an inspection revealed that the tenant's
door was repaired. No court costs were charged.
W126 59485 North Cape Road (Kenneth Brown)
A citation was issued after Mr. and Mrs. Brown did not comply with
a letter sent on March 6 giving them 10 days to apply for a
building permit for a shed already on their property. On April 9,
Alderman Dumke contacted the Building Department and requested
that we forward the application to Mr. Brown. Mr. Brown has since
taken out a permit for the shed. The Building Department
recommended that the case be dismissed in court on April 27, 1991
since Mr. Brown did comply. Mr. Brown was given a $5 court fine
which he paid to the Building Department.
Esther Hartman
On April 2, 1991, we sent a memo to Alderman Dave Sanders
regarding a complaint we received about a barn being blown down at
the address indicated above. The property is owned by Esther
Hartman and there are numerous outbuildings on the farm that are
• all in bad condition. Attached is a diagram of the approximate
layout of the buildings and photos for your information.
Additional information can be found in a copy of the memo sent to
Alderman Sanders, which you have all received. I made an

• inspection of this property on April 30, 1991.
S102 W18758 Kelsey Drive (Tewes)
On March 6, a permit was taken out to raze the structure. The
structure would have been subject to condemnation. As of May 1,
1991, an inspection I made revealed the building is still standing.
S79 W16099 Bay Lane Place (Lawdanski)
As of April 11, 1991, an inspection made by our department
revealed that the outhouse was removed, the hole was filled and
the area is fairly clean. The house is also gone.
S82 W15880 Mystic Drive (Lawdanski)
Only one cottage is visable. Some cleanup is required. Excessive
filling taking place in two locations: at location of first
cottage and beyond at limits of gravel road which involves
possible filling in Wetlands.
S94 W14580 Groveway Lane (Hampel)
In April we received a phone call from Alderman Dumke. Upon an
inspection I made on May 1, there is no change. I will be
contacting Alderman Dumke regarding this matter.
S70 W16211 Martin Drive (Lindemann)
IS An inspection made on May 2, 1991 revealed that the building is
down. Approximately 70-75% cleaned up, some debris remains.
W179 58204 Reise Drive (Wauer)
On December 27, 1990 a permit was taken out to raze the building.
It was last inspected on April 29 and the building is still
there.
W195 56776 Hillendale Drive (Froelich)
The last correspondence to Attorney Vollmer was sent to him on
March 5 asking him to contact us. We received an answer from
Attorney Vollmer and his letter is enclosed for your information.
OTHER MATTERS
5104 W15103 Loomis Drive (Wieselmann)
An inspection made on May 1, 1991 revealed the area is fairly
clean. There still are a few vehicles there and the fence needs
to be secured. Lt. Daley will be in court in Waukesha regarding
citations on the vehicles that were removed.
Truck Parking
We are still looking to the Plan Commission for additional
information regarding parking of commercial vehicles in
residential areas. A resolution (#48-91) regarding Mr.
• Wieselmann's truck parking is on the Plan Commission agenda for
the May 7 meeting. A Common Council Public Hearing will be held
on May 14 regarding truck parking in general.

is S71 W14888-90 Westcot Drive (Tretow)
After receiving a letter from our department regarding obtaining a
permit for new siding that is being installed at the above
address, Mr. Tretow came in today and took out a permit for the
siding.
S65 W18402 Ruby Drive (Wietinq)
On April 22, we issued a letter to Mr. Jeffrey Wieting concerning
a pile of concrete blocks in his yard. The blocks had been tipped
over and strewn about his yard. We asked that the blocks be
removed within 10 days or a citation would be issued. Mr. Wietinq
called at 10:00 A.M. today (May 2) and requested an extension of
time to clean up the blocks. We had already scheduled a follow-up
inspection which was being made even as Mr. Wietinq called our
department. We informed Mr. Wietinq that we would get back to him
as to whether or not we could give him an extension of any more
time. The inspection revealed that the blocks were piled up
neatly in a stack next to a garage wall.
W197 57355 Hillendale Drive (Betz & Wilkens)
A letter was sent on March 6 informing Mr. Betz of his violation
of Section 10.03(11) and Section 17:5.02(5) citing open storage of
junk and keeping setback and offset areas clean from the
accumulation of debris. He was given a 10-day period to correct
this matter. A follow-up inspection on April 19 found garbage and
• junk still a problem. A second letter was sent April 22 regarding
the same violations cited originally. He was again given 10 days
to correct this problem. An inspection on May 2 reports that a
fair attempt at junk removal had been made but that there is still
more debris that should be cleaned up.
