PSM19910307PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 7, 1991 The meeting was called to order at 7:00 P.M. by Chairman Taube. Also present were Committee Members Simmons and Patterson, Mayor Salentine and G. P. Lee. The Committee reviewed the Status of Condemnations listed on the attached report with G. P. Lee. It was noted that W182 S8450 Racine Avenue had repaired door on 3/7/91, and that one of the three cottages located on Mystic Drive, owned by Walter Lawdanski, had been removed. The Committee discussed tippage fees and Ald. Taube will confer with Attorney Molter and report back to the Committee. G. P. Lee discussed with the Committee rate increases for permits issued in the Building Inspection Department. Ald. Simmons moved to recommend approval of the attached list of permit increases; as well as the increase of the Soil Erosion Permit to $50.00 and Code Compliance to $50.00. The present fee is $40.00. Seconded by Ald. Patterson, motion carried. Ald. Simmons moved to go into Closed Session pursuant to §19.85 (1)(c), Considering employment, promotion, compensation or 46 performance evaluation data of any public employe over which the governmental body has jurisdiction or exercises responsibility, more specifically, as to replacement of Director of Planning & Development. Seconded by Ald. Patterson, motion carried. The meeting reconvened at 11:25 P.M. The interview schedule was set for Tuesday, March 19, starting with a 12:00 P.M. appointment and ending with a 4:00 P.M. appointment; and Wednesday, March 20, 1991, starting with a 7:00 P.M. appointment and ending with a 9:00 P.M. appointment. LEE TO THE PUBLIC SAFETY COMMITTEE MARCH 7, 1991 CITATIONS W143 56958 Belmont Drive (Radtke) Mr. Radtke was scheduled for trial on February 16 and he had met in my office with the Assistant City Attorney, Rick Trindl, and Judge Lenz. Inasmuch as this had been his second ticket, and his failure to completely clean up his yard, we were prepared to go to trial. Mr. Radtke had stated that the remaining items would be cleaned up and the reason they were not cleaned up is that they were frozen in the ground. However, he would have those cleaned up shortly. We have been making weekly inspections and the cas was adjourned until March 23. At that time, Judge Lenz informed Mr. Radtke that he would favor whatever the city requested such as a fine. W151 57762 Mystic Drive An inspection was made on February 16 with Leigh Peterson, the trustee for the estate. It was to be her initial appearance in court and she stated that she would do whatever is necessary to conform to the ordinance. The case was adjourned until March 23. The inspection showed that the sink and the upstairs kitchen had been removed but there still remained a stove and microwave oven. A letter was sent to Rick Trindl regarding that inspection and a copy was forwarded to Leigh Peterson. She then called the office and stated that the room would be converted back to a bedroom by March 23 and that she would arrange for an inspection prior to that time. I have heard from the tenant and she stated it would take her about two weeks to convert the room and that she would be calling me for an inspection when it was completed. W187 57825 Janesville Road (Benson Oil Co.) I have discussed this matter with Assistant City Attorney Rick Trindl who has been in contact with U.S. Oil, the representative for Benson Oil. There still has not been a request for or issuance of a permit to remove the underground tanks. This case is due to go back to court on March 23. W182 58450 Racine Avenue (Apt. owned by M. Heise) The owner of the apartment building, Mike Heise, was issued a citation regarding failure as the owner to comply with a letter regarding the tenant's door under Chapter 19 - The Minimum Housing Code. This was done after direction from the City Attorney as to how to proceed to answer the complaint of the tenants regarding their inability to get the necessary corrections made to their rental unit. Mr. Heise called our office today and stated that 1P the door was fixed. An inspection will be made today to verify this. Page 2 3/7/91 CONDEMNATIONS Mystic Drive - Craig Lawdanski Cottages Two cottages requested to remain until spring, one for storage and the other for the caretaker. A request to extend until the occupancy for the first dwelling which may be in the fall. Lane Place (Walter Lawdanski rom last report. S94 W14580 Groveway Lane (Hampel) No change from last report. S70 W16211 Martin Drive (Ed Lindemann et al) Mr. Lindemann came in and requested more time to remove the building until warm weather. We will continue to monitor same. W179 58204 Reise Drive Mr. Carl Wauer took out a razing permit and at this time the dwelling is still there. W193 56776 Hillendale Drive Sometime ago, Attorney James Vollmer had stated he would write an agreement to be presented to the city for the removal of the farmhouse on this property. To date, we have not heard from Mr. Vollmer regarding this matter. I wrote him a letter on March 5, 1991 asking him to contact me. This letter was faxed to him. OTHER MATTERS 5104 W15103 Loomis Drive (Wieselmann) Our department had been making daily inspections regarding the ton and one half van and the Police Department will be monitoring this situation and issuing any necessary citations. a
