PSM19910207PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 1, 1111 The meeting was called to order at 7:05 P.M. by Chairman Taube. Also present were Committee Members Patterson and Simmons, Mayor Salentine, G. P. Lee, Steve Tietz (Community Newspapers, Inc.) and those per the attached list. The Committee reviewed the status of Condemnations with G. P. Lee. The Committee reviewed written request received from Edward H. Lanke, Wisconsin Coil Spring, Inc. to convert the intersection of Mercury & Apollo Drive to a 4-way stop, along with a memorandum from Police Chief Johnson dated February 5, 1991, stating that the Police Department does not believe a 4-way stop is needed at this time based solely on traffic accident history. Chief Johnson suggested that a reduction in the speed limit on Mercury to 30 or 25 mph and/or a "Cross Traffic Does Not Stop" sign for Apollo may be alternatives. Ald. Taube moved to recommend to Common Council establishing a 25 mph speed limit sign on Mercury Drive and to direct the Superintendent of Public Works to install an extra large "Dangerous Intersection" sign on Mercury Drive to identify intersection on Apollo. Seconded by Ald. Simmons, motion carried. Accident records will be reviewed in six months. Deputy Commissioner Leonard Pilak appeared before the Committee . to request certain Bass Bay areas be posted in accordance with Chapter 20, Section 20.07 of the Municipal Code which prohibits operation of motor vehicles on Bass Bay that are in excess of 750 pounds. Ald. Simmons moved to post the following areas: 1. Sobek's Landing 2. Hunter's Nest 3. Black Duck Inn 4. Channel leading into Bass Bay Seconded by Ald. Taube, motion carried. The City will pay for expense of signage. Mr. Ron Ford and Mrs. & Mrs. Dan Kierzek appeared before the Committee to discuss a drainage concern on the Kierzek's property at S64 W18477 Topaz Drive. When the Kierzek's home was built in 1988, the builder, Carl Gratzek, failed to provide for adequate swales along the side of both lot lines. Mr. Gratzek appeared before the Committee to explain that the grading was "rough" grading and no builder provides a finished grade for landscaping. Mr. Gratzek also explained that he had provided $350.00 to Mr. Ron Ford to plant trees along his lot line to aleviate any complaints Mr. Ford had in regard to the construction on the property to the west of Mr. Ford's property. The Committee requested that Mr. Gratzek put a swale along the east lot line of the Kierzek property to a point where It the land had been distrubed during his construction. Mr. Gratzek Public Safety Committee - Page 2 February 7, 1991 agreed to provide this swale subject to Mr. Ron ford signing a statement that this would end all liability on the part of Mr. Gratzek. This swale will be installed in June of 1991. The Committee requests that the City Clerk work with the City Attorney to determine what ordinances would have to be amended in order to institute extractive fees for clay and gravel removal. G. P. Lee advised the Committee that all City building permit fees are being reviewed for update. Ald. Patterson moved to go into Closed Session pursuant to §19.85 (1)(c), Considering employment, promotion, compensation or performance evaluation data of any public employe over which the governmental body has jurisdiction or exercises responsibility, more specifically as to replacement of Director of Planning & Development. Seconded by Ald. Taube, motion carried. The meeting reconvened at 10:00 P.M. The Committee directed the City Clerk to advertise for a and Land Use Administrator listing a starting salary of $32,000.00, certification preferred. The listing should the first week of March.
