MINUTES OF MEETING HELD JANUARY 3, 1991
The meeting was called to order at 7:10 P.M. by Chairman Taube.
Also present was Committee Member Simmons, Chief Johnson, Mayor
Salentine, Ald. Hilt, Ald. D. Sanders and G. P. Lee (Director of
Planning & Development).
The Committee reviewed the attached list of condemnations with G.
P. Lee.
The Committee further reviewed request for stop sign at
intersection of Prospect Drive and Westlyn Drive along with a
report from Lt. John Daley. Ald. Simmons moved to request Supt.
Loughney to implement the suggestions in Lt. Daley's report dated
November 30, 1990, to erect yield signs, 15 mph advisory speed
sign, and "S curve" signs. Seconded by Ald. Taube, motion
carried.
The Committee further reviewed request for stop sign at
intersection of Emerson and Hawthorne along with Lt. Daley's
report dated November 28, 1990. The Committee denied the stop
sign request and will review in sixty (60) days.
The Committee further reviewed speeding concern on Garnet Drive
and will check to see if Supt. Loughney as erected the "No Lake
Access" sign.
Police radar report on speeding concern on Somerset Drive was
reviewed and felt that no action was warranted at this time.
Report dated November 30, 1990, from Lt. Daley was reviewed
regarding concern on curve in the West 18700 block. Ald. Taube
moved to request that Supt. Loughney replace the existng 20 MPH
curve sign with larger, reflective warning signs which would
greater warning to drivers approaching that area and would
significantly reduce number of accidents. Seconded by Ald.
Simmons, motion carried.
The Committee reviewed request to amend Section 32.02 of the
Municipal Code (Sprinkler Ordinance) as follows:
Amend Section 32.02 (2)(b) 2. Multifamily Private
Entrance to add "and Rowhouses".
Amend Section 32.03 (1)(b) 6. c. "Multifamily Common
and Private Entrance" to read, "Multifamily Both
Common and Private Entrance and Rowhouses".
Amend Section 32.03 (1)(b) 6. d. "57.19 Rowhouses" to
VP remove the "57.19" and to amend 32.03 (1)(b) 6. d. 4.
to remove "and 57.17" and to add in 32.03 (1)(b)

6. d. 5. which will read, "ROWHOUSES shall have an
interconnected A.C. powered smoke detector in locations
as listed in 32.03 (1)(b) 6. c.
Ald. Simmons moved to recommend adoption of the above amendments
to Chapter 32. Seconded by Ald. Taube, motion carried.
Ald. Taube moved to go into Closed Session pursuant to §19.85
(1)(c), Considering employment, promotion, compensation or
performance evaluation data of any public employe over which the
governmental body has jurisdiction or exercises responsibility,
more specifically as to replacement of Director of Planning &
Development. Seconded by Ald. Simmons, motion carried.
The meeting reconvened at 9:45 P.M.

Judge Zick had or eyed that all the tires and the pile o ground
up tires be removed from the property. A letter was written
stating that the regular parking of commercial trucks was in
violation of the ordinance and that periodic inspections would be
made and a citation issued if the trucks were found to be parked
I'�F on the premises. During one of those inspections, it was noted
r Of- that the pile of ground up rubber had not been removed. Based on
r✓Y Judge Zick's order that permitted the city to remove the tires, I
asked John Loughney to remove same. Under the directive of the
ayo , I was told this was the wrong procedure. Since two
artments were involved, it should have been his decision to

At the time t e storm sewers on the Schaefer property were being
installed along the north lot line next to the Benson Oil Co.
vacated land, a field tile was hit carrying what appeared to be a
lot of gasoline or oil. The inspector informed the contractor to
block up the tile and I contacted DNR regarding the contaminated
soil. The DNR stated that they had letters going to Benson Oil
Co. and that they had monitoring wells on the site. I reviewed
the file and decided to cite Benson Oil for failure to remove the
tanks in accordance with a letter sent on October 9, 1989. Prior
to mailing the citation, I received a call from the Vice -
President of Benson Oil, Mr. Lee Hucker, stating that he had
received a letter from the DNR stating that he had moderately
contaminated soil. The letter did not inform him of what is
necessary when soil is moderately contaminated. He stated that
without knowing what was permitted by the DNR, he could not
remove the tanks. Therefore, the citation was not sent. I wrote
a letter to Attorney Molter on December 13 requesting his
direction and as of this date, I have not received an answer.
Schaefer Outbuildings
Alvin Schaefer took out a permit to remove the cattle barn, silo
and one machine shed. A permit was taken out after the fire to
remove and level the lot. There are still outbuildings between
Racine Avenue and Lions Park Drive that should be removed. Those
are the large metal building to be removed by May 15, another
building used for drying corn and two garage structures. It is
my understanding that the residences can remain and are being
rented to the Schaefers.
