PSM19900913PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 13, 1990 • The meeting was called to order at 7:05 P.M. by Chairman Taube. Also present were Committee Members Patterson and Simmons, Ald. Hilt, G. P. Lee and those per the attached list. The minutes of the previous meeting were reviewed and placed on file. G. P. Lee reported on status of condemnations as outlined in the attached report. Ald. Patterson moved to direct the City Attorney to start condemnation proceedings on the Schaefer property (S74 W15010 Woods Road). Seconded by Ald. Taube, motion carried. The Committee requests that Ald. D. Sanders find out when the Lawdanski building will be razed. G. P. Lee was directed to follow-up on the remaining condemnations. The Committee reviewed correspondence from Waukesha County Transportation Department advising that they feel that the intersection of Martin Drive & Janesville Road is functioning adequately. The Committee requests that the Plan Commission research and advise if a letter was sent to Waukesha County Transportation Department to secure an access permit for the driveway to the farm market on Janesville Road. The Committee reviewed correspondence from the Police Chief, Fire • Department and Supt. Loughney on the request to take down the "No Parking" signs on Lake Drive which were established by Resolution #190-72 on September 12, 1972. Correspondence received indicated that parking on both sides of the street would hamper fire protection. Ald. Patterson moved to remove the "No Parking" restriction on the south side of Lake Drive from Park Drive west. The "No Parking" signs will remain on the north side of Lake Drive. Seconded by Ald. Taube, motion carried. A resident from Lake Drive submitted the attached list of roads that are the same size or smaller and have unrestricted parking. The Committee deferred discussion on fencing to screen cars. Ald. Hilt appeared before the Committee to discuss petition received from residents in his district to change the current one-way status of Lake Drive from Lannon Drive to Center to its former two-way status. Ald. Patterson moved to recommend that Lake Drive from Lannon Drive to Center be a two-way street. Seconded by Ald. Taube, motion carried. The Committee reviewed request for stop sign on Scenic Drive. Ald. Patterson moved to recommend installation of a stop sign on Scenic Drive at intersection of Haven. Seconded by Ald. Taube, motion carried. The Committee also requests that the Public Works Department paint the centerline markers on both Haven and • Scenic Drive. Public Safety Committee - Page 2 September 13, 1990 Correspondence from Police Chief Johnson dated September 5, 1990, was reviewed regarding speeding complaint on Scenic Drive. During the months of July and August, officers were periodically assigned to radar posts in the area in response to complaints. To date, no citations have been written for speeding violations on those streets. Speed laws are voluntarily being complied with by drivers in that area. Police will continue to monitor and citizens agreed to allow police to use their driveways. "Slow -Children Present" sign was deferred until the October meeting. The Committee reviewed request for a stop sign on Hale Park Drive at intersection of Bristlecone & Hale Park Drive. Ald. LEE CITATIONS W181 S9134 Parker Drive (Loebel) I reported at the last meeting that the city was granting Loebel 120 days to relocate or he would be subject to a daily fine. I checked with the Assistant City Attorney Macy this morning and talked with his secretary who informed me that she did not know if the stipulation was ever agreed to and will have John get in touch with me when he returns. Trial is scheduled for September 29, 1990 and we will be making daily inspections if the city attorney requests same. S100 W13475 Loomis Road (Tesch) The court has informed Christopher Tesch that he had until August 27, 1990 to clean up the property of any and all auto parts. Starting with August 28, 1990, our department was to make daily inspections of the property and if not in compliance, he would be assessed a daily forfeiture of $67. We have been making daily inspections and nothing has changed in regard to this outside storage. At the first of next week, we will forward a report to the court clerk regardless if it is cleaned up or not. I do not understand his reluctance in light of the daily $67 per day fine. CONDEMNATIONS S74 W15010 Woods Road (Schaefer) This is a vacant building accessible to vandals. The building is beyond anyone trying to salvage, although it is listed for sale by Klenz Realty and we have a red tag on it. He is informing any prospective buyers that the building must be torn down. I am very much concerned with the building as to the time that our policy to have the Aldermen and the Safety Commission approve condemnation prior to the orders being prepared. We have received complaints of people entering the building at night and that the grass was not cut. There is no electricity, open wires, unlocked doors, no water, no handrails, no stairs to basement and the eaves are rotted. • Page 2 S79 W16099 Bay Lane Place (Lawdanski) An inspection was made September 4, 1990 and the building still remains, however, the owner's son has informed the Alderman that it would be taken down in fall. I assume it will be late this fall before it will be removed. W172 S7513-15 Center Drive Duplex (Fischer) A permit has been taken out by Daniel Heine. I contacted Mr. Fischer today and he stated that the contractor, Daniel Heine, has been back the last several days working on the project and has removed a couple truckloads from the inside and has promised that he will stay on the job until completed.
