PSM19900802• PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 2, 1990 The meeting was called to order at 7:10 P.M. by Chairman Taube. Also present were Committee Member Patterson, G. P. Lee and Steve Tietz (Community Newspaper). G. P. Lee, Director of Planning & Development, updated the Committee on the following citations and condemnations: CITATIONS W142 S8028 Durham Drive (Kurer) Citations have been dropped and property owner has adhered to agreement with Plan Commission. W181 S9134 Parker Drive (Loebel) Property Owner has stipulated to an $8 .00 fine and has been given 120 days to relocate or pay fine of $85.00 per day for every day after that. CONDEMNATIONS • S110 W20544 South Denoon Rd. (Benke) Building razed - 90% cleaned up. W172 S7523 Center Drive (Fischer) Duplex - windows and porch removed, upstairs gutted out. Lumber will be recycled. S94 W14580 Grovewa Lane (Hampel) Cottage - An inspection was made and pictures taken on 7/10/90. Alderman Dumke was requested to contact owner. S79 W16099 Ba Lane Place (Lawdanski) Letter to Ald. Dave Sander on 0. Mr. Lawdanski informed Ald. D. Sanders that he plans to remove cottage this Fall. The Committee further reviewed traffic problem on Highway L & Pioneer Drive (Checker's Pizza) along with correspondence from Chief Johnson dated August 1, 1990, recommending that the property owner provide parking for the Pizza Shop either in the tavern lot or possibly behind the building with an entrance off of Pioneer Drive. Eliminating the parking directly in front of the Pizza Shop, and providing parking in the tavern lot would end any safety problem for people turning to get in front of the Pizza Shop. Ald. Patterson moved to table. Seconded by Ald. Taube, motion carried. • The Committee deferred action on turning lane congestion on Highway L & Martin Drive until Waukesha County has responded to their concern. • Public Safety Committee - Page 2 August 2, 1990 Mr. Schwulst, S74 W17648 Lake Drive, appeared before the Committee and submitted a petition from residents requesting that "No Parking" signs on Lake Drive, west of Park Drive, be removed. Ald. Taube moved to recommend removal of the "No Parking" signs. Seconded by Ald. Patterson, motion carried. The Committee discussed fencing to screen cars referred from Rules, Laws & Ordinance Committee and reviewed correspondence dated August 1, 1990 from Chief Johnson. Chief Johnson advised that Chapter 10, Section 10.06 (16) of the Municipal Code states that junked vehicles must be kept in an "enclosure which houses such property from public view". He further indicated that this language has been interpreted to mean within a building such as a garage, barn or shed. The Municipal Judge has generally upheld this interpretation, but on occasion has agreed to an arrangement less than a fully enclosed building to house a hobby or stock car. Chief believes that to water the ordinance down or allow the outside storage of junk behind a fence would be a serious mistake and would result in less of an image to would-be property owners and reduce our property values as a whole. G. P. Lee • stated that he saw no problem with using fencing to screen property. The fencing must be solid. Ald. Patterson moved to allow fencing, either solid or chain link with inserts, so items are not visible through fence. Fence must be upright and properly installed. Seconded by Ald. Taube, motion carried. 0 The Committee reviewed correspondence from Parks Supervisor Peter Theis advising of the extension of the recreation trail in an easterly direction, from Woods Road/Bay Lane intersection, to Bluhm Farm Park. The trail will run along the WEPCO right-of- way; however, there is one obstacle between Woods Road and Bay Lane Place where there is no bridge across the drainage way and Supervisor Theis is seeking approval to bypass the area by using Bay Lane Place for approximately 150 ft. and marking it as a bike route. Supervisor Theis is also seeking approval to mark the roadways (Ladwig Drive, Mystic Drive, and Durham Drive) with bike symbol signs. Ald. Patterson moved to approve. Seconded by Ald.
