PSM19900607. PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 7, 1990 The meeting was called to order at 8:00 P.M. by Chairman Taube. Also present were Committee Members Simmons and Patterson, G. P. Lee, Assistant Fire Chief Zahn (Tess Corners Volunteer Fire Dept.) and Carl Mack (Muskego Volunteer Fire Company). The Committee further reviewed the revisions to the Sprinkler Ordinance with G. P. Lee. After complete review, Ald. Patterson moved to recommend adoption of the revised Sprinkler Ordinance. Seconded by Ald. Simmons, motion carried. G. P. Lee reported on the following condemnations: 1. Kurer (W142 S8028 Durham Drive) - Kurer to appear at the Plan Commission on June 19, 1990 to discuss original intent and clarification of Resolution 39-89. Court date of June 30, 1990. 2. Lobel (W181 S9134 Parker) - Judge will be setting new court date. New citation to be issued for June 27, 1990. • 3. Benke (S110 W20544 So. Denoon) - Call made to Mrs. Benke on June 6, 1990. Mrs. Benke is checking into her insurance and stated that A. Guhr will take down building as soon as possible. 4. Fischer (W172 S7513 Center Drive) - Duplex will be down sometime between July 1 and August 1, 1990. G. P. Lee reviewed with the Committee a revised form for Erosion Control for new construction (attached). This new procedure will incorporate a fee of $1.00 per 1,000 sq. ft. because of more inspections to be made to assure compliance. The meeting adjourned at 9:20 P.M. Respectfully submitted, Ald. Simmons Secretary ca Attachment: Soil Erosion Exhibit • For: Erosion Control Chapter 29 of the Municipal Code Dear Owner ------------------------------------------------------- This letter is to inform you of the new policy for enforcing the Erosion Control Ordinance. The ordinance was adopted at the end of 1986. The purpose of that ordinance was to minimize the amount of sediment and other pollutants carried by run off from some contruction sites into the lakes and streams or drainage facilities and a Jacent lands. When the ordinance was passed we had adopted an agreement that stated step by step what should be done during the course of construction. This agreement was used to gain compliance. It has become apparent that many of the owners were unaware of the requirements and the builders would install silt barriers, charge the owner and then remove them prior to the final grading on the lot. This generally left the entire lot subject to erosion. inis new policy will incorporate a fee because of more inspections to be made to assure compliance. CITY OF MUSKEGO EROSION CONTROL ORDINANCE (or 1/2 acre or less disturbance) retain soil on lot sites during construction, the following control devices d techniques shall be used: 1. Before Excavation, Foundation and Basement Construction. a. TO minimize erosion trom the site, preserve existing vegetation or provide and maintain a solid wall of hay or straw bales as necessary or until stabilization of the lot as per 3.b. b. The stockpile of excavated soil shall be protected from eroding from the site. C. Use only minimum routes over the curb and sidewalk for truck and heavy equipment. d. Backfill basement walls, rough grade the lot and remove excess soil from the lot as soon as possible. e. Provide for streeet cleaning. 2. Before Framing, Roofing, and Siding Construction. a. or construction access, provideavel surfaced driveway. b. Provide for street cleaning. 3. Before Finishing Phases a. F-InIsHea grade of lot shall conform to approve drainage patterns as shown on the plat, unless change approved by the Building Inspector, in writing. b. Stabilize lot by temporary or permanent seeding and mulching, or sodding after fine grading. C. Where eaves and downspouts are used, provide extenders and diffusers to spread out and direct water to vegetation areas. d. Provide for street cleaning.
