PSM19900521• PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 21, 1990 The meeting was called to order at 7:10 P.M. by Chairman Taube. Also present were Committee Members Patterson and Simmons, G. P. Lee and those per the attached list. The Committee reviewed the following report from G. P. Lee on condemnations: Kelly Door Systems - W183 58253 Racine Plan Commission has approved plans for required screening. S75 W18314 Lake Drive Inspection on 5/2/90 - compliance. Kurer - W142 S8028 Durham Dr. Meeting to be scheduled with property owners. Property owners will re -appear at Plan Commission to discuss. 5110 W20544 S. Denoon • Fire Department unable to burn down building because it is too close to trees and other building. Mrs. Benke will contract to have building razed. The Committee further reviewed proposed amendment to Sprinkler Ordinance. Article A - I. Definitions (1)(h) Add to "Fire wall" definition that the method of construction up to roof must comply with State regulations as to extending fire wall above roof. Article B - , Section II (a) Factory -Office -Mercantile Buildings. A 10% increase to chart figures. Article C - I. Fire and Smoke Detection Systems 6. (c) add "New Construction - three-family and above". II. Installation (a) & (b) "Only alarms that affect U.L. and NFPA. (b) Amend to be per State code rather than licensed electrician. Article D - I. Taube moved to recommend the above amendments to the • Sprinkler Ordinance. Seconded by Ald. Patterson, motion carried. The Committee noted that the Fire Departments were not receptive to proposed amendment to Article A, 1 (h) Fire Walls. The Committee is also recommending that the Common Council waive the requirement and have both the first and second reading of the proposed amendments at the June 12, 1990 Common Council meeting. • G. P. Lee discussed with the Committee a proposed amendment to the Soil Erosion Ordinance, Chapter 29 of the Municipal Code. He is requesting that Chapter 29, Section 29.06 be amended to read: A permit fee shall be collected prior to the time a permit is issued under Chapter 30. The permit fee shall be $1.00 per 1000 sq. ft. with a minimum of $25.00 fee. He is also requesting that Chapter 29.06 (7) Surety Bond) state the the $200.00 bond required in Chapter 8.02(3) for driveway and culvert construction be held until all compliances of soil erosion have been met. Ald. Patterson moved to recommend approval of above amendment. Seconded by Ald. Simmons, motion carried. G. P. Lee also requested that the Committee review the Zoning Ordinance as it relates to recertification of footings. Ald. Simmons moved to recommend approval of amendment to Chapter 17, Section 3.03(2)B32d to read: A recertification of the footings must be made prior to the construction of the foundation wall. Seconded by Ald. Taube, motion carried. The Committee reviewed correspondence from Parks Supervisor Peter Theis dated April 25, 1990, stating that the Parks and Recreation Board is requesting permission to erect three (3) signs as part of their bike path project. All three signs will be bike crossing signs. Two will be located on Woods Road and one on Bay Lane (south -bound), approximately 100' before the WEPCO right-of- way. A 30" x 30" standard size is being recommended. Ald. Simmons moved to approve above request. Seconded by Ald. Patterson, motion carried. The Committee reviewed agreement for ornamental lighting submitted by Wisconsin Electric Company for a fiberglass pole with 6 ft. or 12 ft. brackets. Ald. Patterson moved to recommend Council approval of agreement. Seconded by Ald. Taube, motion carried. The Committee requests that the Road, at intersection to Meadow excessive speeding.
