PSM19890713I • PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JULY 13, 1989 The meeting was called to order at 7:05 P.M. by Chairman Taube. Also present were Committee Members Patterson and D. Sanders, Mayor Salentine, G. P. Lee, Police Chief Johnson, Ald. Harold Sanders, and those per the attached list. Ms. Jeanette M. Heckert appeared before the Committee to request that the minutes of the Public Safety Committee of June 8, 1989, be amended to reflect that she was not asking that West Tower Drive be renamed to Ackermann Drive, she was asking that the pathway at the Historical Society be named Ackermann. Ald. Sanders moved to amend minutes of June 8, 1989. Seconded by Ald. Patterson, motion carried. Mrs. Janet Heckert formally withdrew the request to have the Ackermann name placed on the path on city property from Horn Field. The Committee reviewed the following condemnations with Director and Land Use Administrator G. P. Lee: Gene's Club Durham - 12532 W. Loomis Rd. Building is being dismantled • Steinhauer - S80 W16850 Woods Road Notice was given to have building removed by 8/1/89 Lot 6 & 7 Tess Corners Drive Building boarded and area cleaned to satisfaction S83 W16045 Bass Bay 90 day extension still in effect to check for mound system, repair electrical sevice and clean up area. S74 W17314 Lake Drive G. P. Lee will send letter to Ald. Hilt giving him 30 days to clarify situation. S76 W18705 Kingston Building has been torn down and removed W175 S7245 Schubring 0 Owner has secured permit to re -side building Public Safety Committee - Page 2 • July 13, 1989 W172 57441 Center Building is presently in probate. Building should be torn down because fixing would exceed 50% of value. The Committee recommended that the Department of Planning & Development develop a policy whereby an Alderman will be given 30 days to address possible condemnations, and after the 30 days, standard procedure will be followed. Mr. Robert Tomaszewski appeared before the Committee to discuss curve on Earl & Ranch Drive. He stated that the curve comes up all of a sudden and more warning is needed. Mr. Tomaszewski and other neighbors voiced concern about Ranch and Earl being used as a short cut to Muskego Drive and cars are in excess of speed limit. The Committee request report from Police Chief Johnson and Superintendent John Loughney on the following options for the August meeting: 1. One-way street 2. Stop Sign at the end of Ranch 3. Installing rumble strips 4. Making Ranch a dead end street • The Committee reviewed request for signage for Meadow Green Subdivision. Ald. Patterson moved to direct the Public Works Department to erect a 25 mph speed limit sign at the entrance on Lannon and at the entrance on Woods Road, as well as installing a "No Thru" sign at the entrance to Green Street off of Woods Road. Seconded by Ald. Sanders, motion carried. The Committee requests that the Department of Planning & Development include the requirement of 25 mph speed limit signs at all entrances to subdivisions. The Committee reviewed correspondence to the Common Council dated June 12, 1989, questioning the pathway at Horn Field. Ald. Taube will respond in writing. The Committee discussed truck parking in the Tess Corners area and determined that the Public Works Department will be requested to remove the existing signs once the new parking ordinance signs are posted. Mr. Heise and Mr. Dignin appeared before the Committee to discuss problem with cars speeding along Jewel Crest. They are requesting that stop signs be installed on Jewel Crest at Emerald & Diamond. Police Chief Johnson stated that stop signs should not be used for speed control and create more problems for 95% of • the people who are law abiding. Police Chief Johnson stated that he will review existing signage, review enforcement and arrest history of area, increase radar enforcement and report back to the Committee at their August meeting with his findings. Public Safety Committee - Page 3 July 13, 1989 The Committee deferred discussion on parking in 3rd District to the August meeting to obtain input from Ald. Hilt. The meeting adjourned at 9:05 P.M.
