MINUTES OF MEETING HELD MARCH 9, 1989
The meeting was called to order at 7:00 P.M. by Chairman David
Taube. Also in attendance were Committee Members Patterson and
Sanders, Police Chief Johnson and Genevieve Brown.
The Committee reviewed parking problem at Williams Supper Club as
a result of a complaint made that visibility to the west was
impaired, as a result of parked cars in the parking lot, for
motorists entering Highway L from Kristin Downs Subdivision.
Mrs. Brown, proprietor of Williams Supper Club, has agreed to
have parking lanes established in lot so as to allow better
visibility and relieve potential danger.
No condemnations were reported.
The request for street light on Highway L & Kipling was deferred
for further study.
Chief Johnson reviewed with the Committee a proposed ordinance
for Vicious or Dangerous Animals running at large which he has
been working on with Attorney John Macy and briefed them on
recommended changes. The present ordinance only allows for one
• (1) bite and/or nip determined by the severity of the
laceration. Under (2) Definitions, Chief Johnson prefers the
definition "serious injury" as compared to minor nips. This, in
effect, would clarify the definition of a dangerous dog or
animal; a dangerous dog which is unprovoked and in a malicious
fashion attacks another animal or person on public or private
property. A judge may have to eventually determine if an animal
is dangerous should an officer issue a citation. Section (3),
(4), (5) & (6) were reviewed with no recommended changes. Under
(7), "Guard Dog" will be modified. Once a dog is determined to
be a "dangerous dog", the proposed ordinance will describe what
conditions must be conformed with to continue to have that animal
in the owner's possession. The remaining portions of the
proposed ordinance were very similar to the existing ordinance
except item (17) will have the addition of "previously determined
vicious by Municipal Court or any City".
