PSM19890209PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 9, 1989 The meeting was called to order at 7:20 P.M. by Chairman Taube. Also present were Committee Members Patterson and Sanders, Mayor Salentine, Chief Johnson and Ald. Penovich. The Committee further discussed regulating dangerous or vicious dogs. Chairman Taube reported that he had met with Mrs. Nora Schneider regarding a particular problem which concerned animals running at large, coming onto her property, and assaulting her dogs. The Committee felt that the present ordinance is not specific in regard to animals at large attacking another animal which is on its own property in an unprovoked manner. A proposed ordinance being drafted by South Milwaukee was reviewed and Chief Johnson suggested that an ordinance could be drawn up using the South Milwaukee ordinance as a guide. He further suggested that the proposed ordinance be termed "Vicious or Dangerous Animals Running at Large". Chief Johnson will work with the City Attorney to formulate the proposed ordinance. The Committee felt that definition of the ordinance should include terms such as menacing, aggressively threatening and has a history of this • behavior. Determination could be made by a Police Officer. Ald. Sanders moved that Chief Johnson formulate an ordinance to address Vicious & Dangerous Animals Running at Large. Seconded by Ald. Patterson, motion carried. The Committee noted that they had not received any notification of condemnations from the Department of Planning & Development. Correspondence from Chief Johnson regarding the fact that Union Church Road is not posted for speed limit was discussed by the Committee. In a memorandum dated January 25, 1989, Chief Johnson proposes that the City of Muskego post Union Church Road at 45 mph and that the City request the Town of Norway do the same on their side of the road so that we would have a standard enforceable speed limit. Ald. Patterson moved to recommend posting Union Church Road at 45 mph. Seconded by Ald. Sanders, motion carried. The Committee reviewed correspondence from Scott Krause, Muskego Lakes Country Club, dated January 18, 1989, voicing his concern on the need for turn -out lanes on both sides of Hwy. 36 at the entrance to Muskego Lakes Country Club. The Committee requests that a letter be written to the State requesting that this be added to their plans for widening Hwy. 36, with a copy sent to Mr. Krause for his information. 11 • Public Safety Committee - Page 2 February 9, 1989 Ald. Patterson brought to the Committee's attention a request for a street light at Highway 24 and Kipling Drive. The Committee will review this request and discuss at March 9, 1989 meeting. The Committee discussed light at intersection of Woodcrest Heights Subdivision and Racine Avenue and requests that a letter be sent to the Wisconsin Electric Power Co. suggesting that the light be moved to the other side of the road to better illuminate the Subdivision.
