PSM198901120 PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 12, 1989 The meeting was called to order at 7:30 P.M. by Chairman Taube. Also present were Committee Members Sanders and Patterson, Mayor Salentine, Director and Land Use Administrator G. P. Lee, and those per the attached list. Fire Chief Phil Dibb appeared before the Committee to withdraw his request to amend the Municipal Code to require additional fire detectors in all residential homes pending State of Wisconsin legislation which proposes to require as many as three (3) detectors in every home. The Committee was in agreement and recommended that a 25 minute tape on the importance of fire detectors be aired on the local TV channel which would be provided to the Cable Club by Chief Dibb. Mayor Salentine updated the Committee on Police Chief Johnson and Superintendent Loughney's meeting with the State Department of Transportation regarding the installation of a stop light at the intersection of Woods Road and Racine Avenue. The State has followed -up with a letter to Chief Johnson that this project will be put on a priority list and will be acted upon in approximately • two to three years. The Committee discussed the present Burning Ordinance. An article appeared in the City's official newspaper advising residents that if there was any concern in regard to the present ordinance that they should contact the Public Safety Committee. None of the Committee had been contacted so it was determined that there would be no change recommended to the present burning ordinance. Mrs. Papke appeared before the Committee to request that a Vicious Animal Ordinance be adopted for the City of Muskego due to a potentially dangerous situation which she believes exists in their neighborhood with pit bull dogs running loose. Presently a citation may be issued if a dog is allowed to run and does not stay on its own property. Due to the documented history of these animals with previous attacks to neighbor dogs, the Committee moved to direct the City Attorney to draft legislation which would allow the City to destroy animals which are deemed to be vicious. The Committee also recommended that Chairman Taube meet with the Police Chief to enact emergency powers to demand that pit bulls be required to be on a chain at all times.
