PSM19860610PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 10, 1986 • The meeting was called to order by Chairman Taube at 7:02 P.M. Also present were Committee Members Penovich and Patterson, Mayor Salentine and Chief Johnson. The Committee reviewed the Building Inspector's report on the following condemnations: Bayside Tavern - Ald. Taube reported to the Committee that there is an extensive number of items in need of repair; however, the building structure is sound and salvageable. This information was received as a result of an inspection by Building Inspector Lee and Ald. Frank DeAngelis. This matter will be further reviewed with the Building Inspector at the April meeting. S73 W16650 Janesville Road - This matter will be further reviewed with the Building Inspector at the April meeting. W192 57207 Hillside - Ald. Penovich moved to grant a 2 month extension instead of 6 month extension. Seconded by Ald. Patterson, motion carried. The Committee reviewed information supplied by the Building Inspector on costs to the Developer in supplying as-builts for water laterals. Ald. Penovich moved to defer in order to discuss the matter further with the Building Inspector. • The Committee reviewed request for stop signs to be installed on Parkland Drive at the intersection of Avon Court and at the intersection of Eaton Court, which was deferred from the January meeting. Chief Johnson reviewed results of Parkland Drive Speed Survey. He does not recommend placement of stop signs. Ald. Patterson moved to deny request and to instruct Chief Johnson to run regular radar patrols in that area. Seconded by Ald. Penovich, motion carried. The Committee reviewed the request received from the Public Works Department to install 25 mph signs on Woods Road between Durham and Bay Lane Road. Ald. DeAngelis requested 15 mph signs in hopes of controlling dust. Ald. Penovich moved to implement Resolution #159-84 which established a temporary 25 mph on Woods Road in the area of sewer construction projects, and to instruct Superintendent Bertram to install four signs, two on each side of Woods Road. Seconded by Ald. Patterson, motion carried. The Committee reviewed the minutes of the previous meeting. Regarding parking signs on Racine and Woods Road, Ald. Penovich moved that "No Parking At Any Time" signs be placed 500' south of the Muskego High School driveway on Racine Avenue on both sides of the street and the remaining signs will be as stipulated in the minutes of February 10, 1986. Seconded by Ald. Patterson, motion carried. The "No Parking 7:00 A.M. to 4:00 P.M." signs that are removed in that area will be • used to replace missing signs around the perimeter of the High School. Respectfully submitted, Ald. Salentine Members of the Public Safety Committee FROM: Chief Johnson RE: Memo of March 17, 1986 Weight Limitation Enforcement After reviewing the City Ordinance and State laws, the Police Department would take the following position if a businessman operating a vehicle over 6000 pounds were using Class "B" city roads to ingress and egress his residence for which he was granted a variance to park his business vehicle there. • If the City would allow such a zoning variance, we (the Police Department) would interpret the variance as a message from the Common Council that they also understand that the businessman will operate an overweight vehicle on city roads. The applicable weight statutes could be broadly interpreted to allow for this situation, and, therefore, the Police Department would allow this business now to operate overweight vehicles for the purpose of ingress and egress to his residence. I do, however, feel the need to state that such a variance Policy would bring other business people who operate overweight vehicles and park them in other than residential areas to ask for the same consideration. Not only would this be a problem keeping track of who has permission and who doesn't but it's been our experience that neighbors would object very strongly to such variances. JRJ/cs L1
