MINUTES OF MEETING HELD FEBRUARY 10, 1986
The meeting was called to order by Chairman Taube at 7:00 P.M.
Also present were Committee Members Penovich and Patterson, Ald.
DeAngelis, Mayor Salentine, Building Inspector Lee, Mr. John
Budish and Mr. & Mrs. Thomas Wysocki.
The Committee clarified Public Safety minutes of January 13,
1986, as approved at the Common Council meeting of January 28, to
incorporate two motions. To look at the possibility of up�rading
the road in terms of parking off the road, and to require 'No
Parking" signs on both sides of the street.
Mr. & Mrs. Wysocki appeared before the Committee to review their
claim for $1,125.00 incurred because 35 ft. of additional digging
was required by the Contractor due to the fact the water stub was
not located next to the sewer lateral. The Building Inspector
reported that it is a private water system with junction boxes
located on private property and the City of Muskego does not
require as-builts from the Developer of the Subdivision. Based
on the above information, Ald. Patterson moved to deny the claim
and recommended obtaining possible relief from the developer.
The Committee recommended that additional information be obtained
• as to cost to Developers if as-builts would be required for water
as they are for sewers. Seconded by Ald. Penovich, motion
carried.
Zoning Officer Lee appeared on behalf of Bayside Tavern's
condemnation. Members of the Public Safety Committee were
invited to join him on a tour of the above establishment. Ald.
Patterson moved that the following procedure be adhered to in
regard to any condemnation:
1. No permit be issued until the status of the building is
determined.
2. In any condemnation action, the Public Safety
Committee, property owner and the Alderman representing
the district be notified.
Seconded by Ald. Penovich, motion carried.
The Committee reviewed correspondence of January 31, 1986, from
School Superintendent Matheson requesting No Parking At Any
Time" signs on Racine Avenue & Woods Road to replace the "No
Parking 7:00 A.M. - 4:00 P.M.". Ald. Penovich moved to replace
missing signs on Racine Avenue & Woods Road indicating "No
Parking 7:00 A.M. - 4:00 P.M.". Seconded by Ald. Patterson,

Building Inspector Lee reported on the following projects:
Ruby Drive Garage S65 W18422
The property is in the process of foreclosure and the City
Attorney has advised that until someone has title, no
condemnation order should be issued. The City Attorney also
recommended that when the title is transferred to an owner or
executor, they may tear it down without an order being issued.
House on Highway #24 - S73 W16650
The Building Inspector has been unable to determine whether the
building is vacant and if the present owners intend to have it
burned down or if they will board it up until Spring. Ald.
Patterson moved to defer for more information and legal update.
Seconded by Ald. Penovich, motion carried.
The Committee discussed with the Building Inspector the request
received from the Tess Corners Volunteer Fire Department for
notification of business occupancy permits. Building Inspector
• Lee indicated that the Department will take the necessary steps
to comply with the request.
Ald. Penovich reviewed Parks & Recreation minutes of January 20,
1986 and moved to direct the City Attorney to draft an ordinance
amending Chapter 26 of the Municipal Code to allow snowmobiles on
city -owned property upon approval by the Parks & Recreation
Board. Seconded by Ald. Patterson, motion carried.
The Plumbing fines for Tom Wernette (Flintlock Trail) were
discussed. Ald. Penovich moved that the double fee be applicable
for work done prior to obtaining a plumbing permit. Seconded by
Ald. Taube, motion carried.
The request for a street light on College Avenue & College Court
was discussed. Ald. Taube moved to deny request. Seconded by
Ald. Penovich, motion carried. The Committee reviewed
information supplied by the Clerk's Office indicating that the
cost for installation of street lights varies as to location.
Engineers from the Wisconsin Electric Company would have to make
a study of each request and the minimum installation cost would
be approximately $500. The City must also guarantee that the
light will be there for at least 10 years.
