PSM19840711• PUBLIC SAFETY COMMITTEE — CITY OF MUSKEGO MINUTES OF MEETING HELD JULY 11, 1984 The meeting was called to order by Chairman Nilsson at 6:30 P.M. Also present were Committee Members Hilt and Dumke, Alderman Gaetzke, Lt. Johnson and those per attached list. The Committee discussed Little Muskego Lake Activities. Mr. Gilbert Spieler appeared before the Committee stating that the high powered boats were ruining the lake and he suggested limiting the horsepower of motors on boats entering the lake. Mr. Mike Fitzgerald added that there was no problem during the week; the problem is mostly on week —ends and holidays. Lt. Johnson stated that limiting the launching at Idle Isle would help eliminate the problem. Ald. Nilsson suggested that the Clerk could once again check out some surrounding lakes to see what ordinances they have that might help solve the problems resulting from speed boats, waterskiing and fishermen. Ald. Dumke suggested either a restriction on motor size or hours for skiing and he recommended that this matter be sent to Rules, Laws and Ordinance for determination. Ald. Nilsson moved that the following recommendations be sent to Rules, Laws and Ordinance Committee: limit waterskiing from 10:00 A.M. to 6:00 P.M. on weekends and holidays, restrict waterskiing to the same direction • on the lake, and limit launching at Idle Isle to the amount of parking spaces at Idle Isle. Seconded by Ald. Hilt, motion carried. The Committee discussed the Petition received on the Noise Complaint —Pick & Save. Several of the petitioners appeared before the Committee. Mr. Schlei stated that the noise is intolerable since Pick & Save started their 24 hour service. Mr. McAdams of Pick & Save appeared to respond to the complaints. He stated that his deliveries must be done in the evenings and said he would take a hard line on his employees to help control the noise. He added that some of the noise is caused by other people going through his garbage. Ald. Nilsson stated that people should be allowed to sleep between 11:00 P.M. and 6:00 A.M. and if this could not be accomplished an ordinance might have to be prepared. Mr. McAdams stated his deliveries would not be done between 11:00 P.M. and 6:00 A.M. Ald. Gaetzke stated that in the past he felt that the Manager of Pick & Save was not too interested in solving the problems of noisy compactor, trucks blowing horns, racing engines and unattended garbage containers. Mr. McAdams stated that the noise is within the legal decibel readings. The Committee suggested giving Mr. McAdams another month to curtail his deliveries and if the problem isn't solved, it would be given to Rules, Laws and Ordinance Committee. • • Public Safety Committee 7/11/84 — Page 2 The Committee discussed No Parking Areas — Muskego Drive. Lt. Johnson suggested putting no parking signs on one side of the street only and putting "No Parking 10:00 A.M. to 6:00 P.M. on Weekends & Holidays" on the other side. Mr. Hamon Coe appeared before the Committee stating that on weekends cars and boat trailers are parked on both sides of Ranch Drive and rescue vehicles could not get through. He is worried about safety and would like to see parking restrictions in this area. Lt. Johnson stated if restrictions are put up, cars just park further down the road. He felt that the best way to handle this was by restricting the amount of boat launching at Idle Isle and limit parking only on one side of the street. The Committee requested that the Public Works Department install temporary "No Parking" signs on Ranch Drive and on Martin Drive from Ranch Drive to Jewel Crest on the north side for this weekend of Funfest. The Committee discussed the Tornado Warning System. Ald. Nilsson stated there have been two meetings on this subject with the Fire Department Chiefs and the Police Department Chief. They are in the process of checking with disaster warning systems companies to determine cost and where the funding would come from to install a proper system which would alert every citizen in • Muskego. Ald. Nilsson stated that he should have more information to report at the next Safety Meeting. Lt. Johnson stated that Ingersoll Cable is in the process of connecting to the Police Station so they can cut into TV Broadcasts to alert people of tornados, etc. The meeting adjourned at 8:45 P.M. ca 0 Respectfully submitted, Ald.
