MINUTES OF MEETING HELD JULY 18, 1983
The meeting was called to order at 7:05 P.M. by Chairman
Colburn. Also present were Committee Members Gaetzke and
DeAngelis, Mayor Salentine, Chief Scholz and those persons per
the attached list.
The Committee discussed the problems in Freedom Square Condo-
miniums relating to stealing, trespassing, etc. as requested
by the Board of Directors of Freedom Square Condominiums.
Ald. DeAngelis discussed the problem of parking on Racine Ave.
from North Shore Drive to South Denoon Rd. with the possibility
of posting "No Parking" signs.
Ald. Colburn discussed the traffic problem on Center Drive. The
Police Department will check at night to determine the source of
the traffic.
The Committee discussed the parking of trucks along the road
right-of-way. No action taken.
The Committee discussed "No Parking on Road" on Racine Avenue
near the high school. Ald. Colburn will talk with the School
Board before any action is taken.

The speed limit on Woods Road from Racine Avenue to Janesville
Rd. was discussed and referred to Rules, Laws and Ordinance
Committee for review.
The Committee discussed possible amendment to Chapter 9.01 of the
Municipal Code to add "Humane Officer". No action was taken.
The Committee discussed Guidelines for Humane Officer. Ald.
Gaetzke moved, seconded by Ald. Colburn to establish the follow-
ing "Guidelines for Humane Officer":
1. More Responsibility Relating to Animal Pick-up.
The Committee has directed the Humane Officer to respond
to all calls from citizens except for Cats at Large.
(only injured cats will be picked up)
2. Apprehension of Dogs At Large.
The officer will pick up all Dogs at Large
3. Apprehension of Cats at Large.
The officer will not pick up Cats at Large.
The Committee recommended that the Rules, Laws and
Ordinance Committee review the licensing of cats,
and will submit a copy of New Berlin's ordinance to them.
4. Adequate Salary
The Committee recommended an increase to $11.00 per
pick-up and 200 per mile for the Humane Officer.
5. Impoundment of Animals.

Animals will be kept in the City for 24 hours while
every attempt is made to find the owner, then they
will be transported to HAWS for another 6 days.
6. Method of Disposal.
See No. 5 above.
7. Trapping.

Only live traps will be used in the trapping of animals.
8. Future Use of HAWS.
The Committee recommended that the Council enter into
a contract with HAWS.
9. Fine Structure.
The Committee recommended to the Rules, Laws and
Ordinance Committee to change the Daily fee from
$3.00 to $5.00 and to change the Apprehension Fee
from $10.00 to $15.00, and to add a fine structure
as follows:
1st Offense - No charge
2nd Offense - $25.00
Each Offense Thereafter - $35.00

• 10. Method of Apprehension (Tranquilizer Gun)
Committee does not feel a tranquilizer should be
used at this time, but will review this in the
future.
11. Patrol in High Complaint Areas.
Committee directs the Officer to patrol at his
convenience those areas of high complaints.
12. Licensing of Dogs (and other animals)
See No. 3 above. Sent to Rules, Laws and Ordinance
Committee regarding Cats.
Due to lack of information, no discussion took place regarding
the hazardous curve on McShane Dr.
The Committee reviewed the minutes of the previous meeting and
correspondence received.
The meeting adjourned at 10:00 P.M.
