MINUTES OF MEETING HELD OCTOBER 210 1982
The meeting was called to order by Chairman Colburn at 7:00 P.M.
Also present were Committee Members Tomc4yk and Nilsson, Mayor
Salentine, Police Chief Scholz and those 'persons as per the attached
list.
Chairman Colburn reported on Water Patrolman Warda's report of
Monday night before the Park and Recreation Board. Mr. Warda had
stated that previous problems between boaters and fishermen seem
to have subsided. In regard to boats with exhaust above transome
and the resulting noise, Ald. Colburn has registered three complaints
this summer and he has researched other municipalities ordinances
regarding this and finds these communities all require muffler
systems on all motors. The committee unanimously requests the
city attorney to review the other communities ordinances and add
similar wordings to our appropriate ordinance. This revised ordinance
will also have to be added to water regulations to be posted at lake
accesses.
Two citizens, Debbie O'Neil, W180 S7979 Pioneer Dr. and Nora Schneider,
W180 S7997 Pioneer Drive, appeared to request the 40 mph speed limit
on Pioneer Drive be reduced to 30 mph from W. Tower Drive to Racine
Ave. because of the number of children who now live and play in the
• area. This would make the entire length of Pioneer Drive at 30 mph.
Ald. Tomczyk moved, seconded by Ald. Nilsson, to recommend a chagpin speed
limit from 40 mph to 30 mph from W. Tower Drive to Racine Ave. as per
a resolution to be adopted at the next Council meeting. Motion carried.
Ald. Colburn reported no new developments regarding the city's request
for traffic signals at the intersection of Lannon Dr. and S.T.H. 24.
The committee discussed the large number of false alarms (100) which
the police department has responded to in a six month period in 1982.
A study of eight surrounding municipalities shows the majority of
these have fines for false alarms. The committee is requesting the
city attorney review a rewritten ordinance and fine schedule as
follows:
1st alarm in each calendar year: No charge
2nd, 3rd and 4th in each calendar year: $25.00 each
5th or more in each calendar year; $50.00 each
The committee discussed traffic on Kristin Drive where the speed
limit presently is 25 mph. Ald. Klenz will contact the police
department to discuss the matter further.
Discussion took place regarding a citizen's request for a street light
