PSM19820617• PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 17, 1982 The meeting was called to order by Chairman Colburn at 8:55 P.M. Also present were committee members Tomczyk and Nilsson, Building Inspector Lee, Ald. Klenz, Police Chief Scholz and those persons as per the 40 attached list. Mayor Salentine and Ald. Dumke arrived at 9:55 P.M. The committee discussed water regulations on Little Muskego Lake. Ald. Colburn advised that he felt that boats dead in water and lengths of tow ropes are two regulations the city had control over. Also discussed was the posting of signs containing the city's boating regulations at various lake accesses. Ald. Tomczyk moved to recommend Council approval of a resolution authorizing installation of such signs at Circle Dr., Wentland Dr., Oak Court and Idle Isle. Seconded by Ald. Nilsson. Motion carried. Ald. Klenz advised that the Little Muskego Lake Association had approved the payment of the cost of construction and printing of signs and the only cost to the city would be the erection of the signs. The committee discussed the operation of power boats behind Holz Island. Ald. Colburn, Gerald Lee or Supt. Bertram will measure width to determine if the width is less than 300 feet which is the minimum with for power boats. It was felt by the committee that with • stricter enforcement and the posting of existing regulations as was the feeling of the majority of the citizens at the informal hearing held on June 7th that no additional restrictive regulations are needed at this time. The matter will again be reviewed at the end of the season. The next Public Safety Committee meeting will be held early in July. The committee discussed possible installation of traffic lights at the intersection of S.T.H. 24 and Lannon Drive. Ald. Colburn advised the committee of Supt. Bertram's recent conversation with officials of the State Department of Transportion. He indicated they are now saying the traffic flow at that location does not justify traffic lights. Police Chief Scholz also feels the traffic count does not justify lights at that location or at the intersection of Tess Corners Dr. and S.T.H. 24. Ald. Colburn will discuss the matter with Senator Adelman on June 22nd. The committee discussed the "Right Turn Only" sign at S.T.H. 24 and Lannon Drive. Chief Scholz advised the present marking is on the pavement only and therefore is not enforceable. Ald. Tomczyk moved to recommend Council approval of the installation of two "Right -Turn Only" signs on Lannon Drive north of S.T.H. 24. Seconded by Ald. Nilsson. Motion carried. The matter of fire inspection fees was tabled by the committee due to a survey taken of surrounding communities. Building Inspector Lee requested a letter be sent by the committee to both fire chiefs requesting copies of all fire reports be sent to the city. Ald. Nilsson moved that the request of Mrs. Illing to have "No Parking" sign removed from in front of her home on Muskego Drive be denied. Seconded by Ald. Tomczyk. Motion carried. The committee recommend the matter of the request for additional "No Parking" signs on Muskego Drive in the areas of Beach #1, #2 and #3 be tabled at this time. The committee reviewed 1980, 1981 and 1982 police accident reports on Muskego Drive between Earl Dr. and Pearl Dr. The committee recommended no changes be made at this location. The committee also discussed a complaint of a hazardous intersection in Muskego Shores Subdivision (Hiawatha Dr. and Forest Dr.) and recommended no changes. The committee discussed the placing of an illuminated sign at the police department exit on Racine Ave. Chief Scholz indicated the cost of such a sign would be between $500.00 and $800.00 and he would • prefer a street light at that location. Ald. Tomczyk moved to recommend Council approval of the installation of a street light on Racine Ave. at the entrance to the police parking area and garage. Seconded by Ald. Nilsson. Motion carried. Building Inspector Lee requested the committee review the city's existing ordinance regarding the parking of trailers in the city. Building Inspector Lee discussed with the committee the sections of Ch. 9 of the municipal code relating to abandoned vehicles and the condemnation of buildings. The committee requested the aldermen have two weeks to try to work out violations with the homeowner prior to the issuance of a citation. The committee requested Supt. Bertram to install a "Slow - Children at Play" sign on Belmont Dr. in the area of Kurth Park. • The committee reviewed rescue reports for the month of May and placed same on file. • The committee will review the request for 4-way stop signs at the intersection of Richdorf Dr. and Bayshore Dr. The meeting adjourned at 10:35 P.M.
