MINUTES OF MEETING HELD MAY 20, 1982
The meeting was called to order at 7:00 P.M. by Chairman Colburn.
Also present were Committee Members Tomczyk and Nilsson, Mayor
Salentine, Police Chief Scholz and those persons as per the attached

list. Supt. Bertram at the meeting at 7:30 P.M.
New business
Police Chief Scholz spoke regarding the exit from the police building
onto Racine Avenue which is presently unlit. Chief Scholz advised
that funds for this purpose could be used from Account #55600-6100,
Street Lighting Utilities. Ald. Tomczyk moved that Chief Scholz
check with a company that installs an illuminating type of sign.
Seconded by Ald. Nilsson. Motion carried.
Fire inspection fees were discussed. Since the committee lacked
information at this time it was the decision of the committee to
have Ald. Nilsson investigate fire department costs vs. potential
billing for the city and advise the committee at their next meeting
of his findings.
The committee discussed the possibility of installing traffic signal
lights at the intersection of Highway 24 and Lannon Drive. The
committee noted that this project was located in TIF District #4.
Chief Scholz advised the committee that the pavement of the south -
bound lane on Lannon Drive is marked "right lane for right hand
turn". He further advised the committee that in order for this
directive to be legal a sign will also have to be installed. Chief
Scholz cited a study made in 1980 of 1,170 vehicles and that the
vehicles had a wait averaging 1 to 16 seconds. He indicated that with
traffic lights the vehicles would have to wait a longer amount of
time. He also stated that by the criteria that the State uses based
upon accident pictures and reports that lights are not justified.
Ald. Nilsson moved that the Safety Committee recommends approval
based upon the city's financial advisor's review of TIF funding for
stop and go lights at Lannon Drive and Highway 24. Seconded by Ald.
Ald. Tomczyk. Motion carried.
Communications and Miscellaneous business
Ald. Colburn stated that a draft of an ordinance on water skiing
regulations will be read at the next Council meeting on May 25th.
The committee reviewed a communication from Mr. Joe Paczesny
requesting the committee hold a public hearing on this matter so
the citizens of Muskego may have an opportunity to be heard.
The committee discussed a traffic problem in the area of Tennyson
and Hawthorne Drive. The committee recommended Council approval of
the installation of a "Yield" sign be installed on the southwest
corner of Tenneyson Lane at its intersection with Hawthorne Drive.
Supt. Bertram suggested to the committee that street lights be
installed at the following intersections:
Victoria Dr. and Kelsey Dr.
Tina Dr. and North Shore La
Janis Lane and Kelsey
Dr.
Martin Dr. and East Dr.
i• Police reports and rescue reports were reviewed and placed on file.
Mrs. Ruth Hough, representing HAWS, spoke regarding the city's policy
regarding injured or stray cats. She suggested the city adopt a
policy where the injured cats be transported to Dr. Elger during the
day and to the emergency shelter at night. HAWS would pay costs of
care. Dennis Kranz would pick up injured cats during his hours of
7:00 A.M. to 9:00 P.M. for the fee of $4.00 plus mileage (See Mrs.
Hough's attached recommendation). The committee by a vote of two
opposed and one in favor moved to recommend the policy to the Finance
Committee for a study of possible costs.
Ald. Tomczyk moved to adjourn. Seconded by Ald. Nilsson. Motion
carried. The meeting adjourned at 8:30 P.M.
