MINUTES OF MEETING HELD JUNE 25, 100
• The meeting was called to order by Chairman Richard Knudsen at 7:35 P.M.
Also present were Committee Members Steinberg and Van Lanen, Mayor
Gottfried, Ald. Radtke and Police Chief Scholz,
The report of the previous meeting (5/8/80) was reviewed and placed
on file.
The committee discussed with Chief Scholz the request to provide a
4-way "stop" sign at the intersection of Fennimore and Saroyan.
Ald. Steinberg moved to recommend to the Common Council the
installation of such a sign. Seconded by Ald. Van Lanen. Motion
carried.
Ald. Van Lanen discussed his concern over the issuance of a Swimming
Beach Permit and Waterway Marker Permit to Steven Oschmann and his
concern of the safety of the neighbors and the conduct of persons
using the beach on Bass Bay.
The committee discussed at length the amount of vandalism being com-
mitted in the city and particularly in the vicinity of Dandilion
Park. Questions were raised as to whether or not the individuals
involved could be entering Dandilon from the lake. In answer to a
question as to whether or not patrolling by the city's police
department were possible, Chief Scholz explained the problems that
• he would encounter.
The committee discussed with Chief Scholz steps which are being taken
to educate children in the proper operation of a bicycle, Chief
Scholz indicated that educational programs are used on occasion.
He further indicated that many adults were also in violation of the
proper use of bicycles and that citations have been issued when
deemed proper..- Chairman -Knudsen suggested a news- article in the
local paper might_.help.
Mr. John Jewell, W133 S6465 Saroyan Ct „ appeared to express his
concern over a fence which had been constructed on the Richard ScinlzpnpE
He indicated that as an employee of Waste Management as Traffic and
Safety Coordinator he felt the fence created a hazard to the residents
living on Saroyan Ct. Mrs. Rene Kies also appeared to express her
concern. Besides the presence of the fence concern was also expressed
over the graffito on the fence. Mr. Jewell indicated that he and
the neighbors had helped remove the graffito once, however, Mr. Scholz
indicated he had no intention of removing the graffito again. Inasmucl
as the fence apparently meets all city requirements it was the
decision of the city to determine whether or not a homeowner can be
required to remove obscene graffito from their property and whether
or not the fence meets the fence corner requirements of the Zoning
Ordinance, Mayor Gottfried indicated that he would check on the
deed restrictions for Fountainwood Add. fk3 and whether or not they
• have been complied with. It was agreed that once the answer to these
questions have been determined the residents involved in this problem
will be advised.
Chief Schulz discussed with the committee the city is policy regard-
ing pickup of unwanted cats. The committee re -affirmed that the
present policy of the oJmmiifEe not to have the annimal warden to pick
up unwanted cats. Chief Scholz indicated the he would remind the
dispatcher of this policy. Chief Scholz advised the committee that
in the event traps are needed by residents of the city to catch stray
animals they can be rented from HAWS and that the city does have
a few available, if needed. He indicated that the individual wishing
to use a trap would have to pick it up from the animal warden or
HAWS.

Ald. Radtke discussed a parking problem at Jensen Park during basebal
games. After reviewing a report prepared by the police department
it was agreed that Ald. Radtke will monitor the area and bring
the matter back to the committee if he feels it necessary.
The committee reviewed a concern expressed by Lt. Zabel over the park
of cars on Racine Avenue when the baseball diamond at the High School
is in use. It was agreed that Recreation Supervisor, Jackie St. Mary,
will be directed to contact the manager of the different teams and
request them to use the parking lot at the High School.
The committee,discussed the problems being experienced by residents
on Oak Grove who are ajacent or across from Lions Park. Illegal
parking and foul balls are creating hardships for some of the residents
Chief Scholz advised the committee that Jackie, St. Mary has suggested
moving the backstops would alleviate the problem. He indicated that
this suggestion will be presented to the Park Board.
The committee referred a letter regarding the Kettner problem to the
Public Works Committee,
Ald. Knudsen suggested that an officer directing traffic during the
peak hours at the intersection of Lannon Drive and S.T.H. 24 might
be a substitute for traffic signals. Chief Scholz indicated that he•
did not have sufficient manpower to provide that kind of service
particularly since there were other intersections within the community
that had similar problems.
Ald. Van Lanen moved to adjourn. Seconded by Ald. Steinberg. Motion
carried. The meeting adjourned at 10:35 P.M,
