' MINUTES OF MEETING HELD JANUARY 9, 1980
The meeting was called to order by Chairman Tomczyk at 7:35 P.M. Also
present were Committee Members Ald Pietruszynski and Ald. Weed and
Mayor Gottfried.
Mayor Gottfried introduced to the committee Mrs. Gilbert Hough,
President of HAWS and Mr. Mark Hess, Manager of HAWS. Mrs. Hough
presented a proposal to the committee whereby HAWS would be willing
to serve the City of Muskego, without contract, until April of 1980.
She indicated that service would include accepting unwanted animals
as well as stray animals and their disposal by euthanasia if they
are not claimed or could not be adopted. She also presented a survey
of an 8-month period from March through October of 1979 which indicated
that a total of 90 unwanted animals from Muskego were taken to HAWS
and that three stray animals were taken to HAWS. She stated that many
citizens from the City of Muskego have used the facilities at HAWS
for adoption purposes. Mrs. Hough then presented the committee with a
sample contract which is used by them indicating that the cost to the
municipality for sheltering an animal is $3.50 per day up to a maximum
of seven days. The committee discussed with Mrs. Hough the procedures
used by other communities for picking up and the delivering of stray
animals. She indicated that in some communities this was done by the
• police department and in others by a dog catcher. Mrs. Feldman who
was present at the meeting stated she would be willing to serve the
community as the dog catcher. She felt she had adequate facilities
to house the animals for a short period of time. In answer to several
questions Mrs. Feldman indicated that she has a vehicle which could
handle the dogs which would be picked up and she would make trips to
HAWS daily, if necessary, so that stray animals would never be held
more than a full 24 hours. She would also be willing to accept 15�
per mile for the cost of picking up stray animals and delivering them
to HAWS.
The committee discussed at length the different alternatives available
and agreed that the use of police officers or public works employees
would not be in the best interest of the city.
Ald. Pietruszynski moved to recommend to the Common Council that the
City accept the offer of HAWS to provide shelter for unwanted and
stray animals, without contract, until April 1, 1980. Seconded by
Ald. Tomczyk. Motion carried.
Mayor Gottfried was requested to determine the best way to utilize
Mrs. Feldman's offer of service without jeopardizing the city as far
as liability, etc is concerned.
The committee discussed Ald. Ford's comments on the need for a traffic
control signal at the intersection of S.T.H. 24 and Lannon Drive. Ald.
Weed will contact Senator Adelman to invite him to the next Public
Safety Committee meeting to discuss the matter.
The matter of reconstruction of the Lannon Blvd, in the vicinity of
S.T.H. 24 was referred to the Public Works Department.
Ald. Weed moved to adjourn. Seconded by Ald. Pietruszynski. Motion
carried. The meeting adjourned at 9:45 P.M.
