PSM19770804PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO 0INUTES OF MEETING HELD AUGUST 4, 1977 he meeting was called to order at 7:11 P.M. by Acting Chairman Wallner. Also present were Ald. Pienkos, Police Chief Kraus, Mayor Gottfried, Mrs. Dorothy Van Lanen, Mrs. Gerri Nelson, Mrs. Sophie Hoppe and Mr. John Krahling. Mrs. Nelson, Mrs. Van Lanen and Mrs. Hoppe appeared before the committee to have explained Chief Kraus's recommendation regarding the disposal of un- wanted animals being brought to the City Humane Officer. *Ald. Schaumberg arrived at 7:18 P.M. and assumed the Chairmanship of the meeting. Discussion centered on the possibility of having only strays taken care of by the Humane Officer, with a possible savings in money. Chief Kraus has been requested to bring in several budget possibilities for the Humane Officer in the 1978 city budget. The committee noted that the matter has been referred to the Rules, Laws & Ordinance Committee for consideration. The minutes of the previous meeting were reviewed and placed on file. Ald. Pienkos moved, seconded by Ald. Wallner, that "No Parking" signs be placed in the S6430 to S6632 area of Hillendale Dr. and in front of Mill Valley School. It is recommended that the signs be of a temporary nature and read "No Parking" between the hours of 4:00 P.M. to 11:00 P.M. during the baseball season. "No Parking" signs on the south side of Highway 24 from Pioneer Dr. to •ark Drive were discussed and it was the committee's decision that they would not pursue the matter at this time. The main reason for this was the limited parking that is presently available in that area. Ald. Pienkos moved, seconded by Ald. Wallner, to recommend to the Common Council that "No Parking" signs be placed on the southeast corner of Highway 36 and Highway 45 on the State right-of-way in front of Dick's Farm Market. Motion carried. The request for signs near the Kingston lake lot was deferred to the next meeting and will await a recommendation from the Police Dept. Mr. John Krahling appeared before the committee to request that a "Hazard Warning Area" sign be installed at the south end of Muskego Lake in the area of the spillway and that a "Hazard, Shallow Area" be placed west of Georg'e's Island. Following discussion the committee felt these warning buoys were necessary. Ald. Schaumberg moved, seconded by Ald. Pienkos, to recommend to the Common Council that a "Warning Area" buoy be installed at the south end of Little Muskego Lake in the area of the spillway and that a "Hazard - Shallow Area" buoy be placed at the west end of George's Island. Motion carried. The committee discussed the request of the owners of Parkland Mall Shopping Center for 35 mph speed limits in the vicinity of the mall. It was noted that there is a 35 mph speed limit on the south side of Highway 24 and a 45 mph speed limit on the north side, Chief Kraus 11 determine if there is improper posting of speed signs on Highway 24 front of Parkland Mall. Correspondence from Building Inspection Department from 7/22/77 to 8/3/77 and Rescue Reports from 7/1/77 to 7/31/77 were reviewed and placed on file. Correspondence received from Mrs. Bea Kraemer, W18215 Martin Dr, indicating that certain signs on that street, although authorized, have not been erected. Chief Kraus will check on this matter, Id. Pienkos moved, seconded by Ald. Wallner, to refer to the Rules, Laws nd Ordinance Committee a proposed ordinance presented by Chief Kraus for the purpose of developing a burglary alarm system for the City of Muskego for private businesses. Motion carried. It is the consensus of the committee that any ordinance should provide for the development of a burglary alarm system by private contractors and provisions made for requiring competitive bidding. Public Safety Committee Page 2. • Correspondence received from the Dept. of Transportation regarding a Possible controlled intersection of Highway 24 and Tess Corners Dr. The committee feels that this intersection is very dangerous and that it should be continued to be monitored. Mayor Gottfried was directed to correspond with Mr. Jorgenson, State Highway Dept. to this effect. Correspondence from Ald. Van Lanen regarding a petroleum product floating in the creek south of Highway 24 was received and placed on file. Ald. Pienkos moved to adjourn, seconded by Ald. Schaumberg, motion carried.
