PSM19770721PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD JULY 21, 1977 The meeting was called to order at 7,08 P.M. by Acting Chairman Wallner. Also present were Committee Member Pienkos, Ald. Van Lanen, Police Chief Kraus, Mr. Robert Falkowski, Mrs. Marie Hanson, Ald. Schaumberg and Mayor Gottfried. • Mr. Falkowski, S72 W17275 Schubring Drive, appeared before the committee to discuss his feelings regarding the operation of the Lakeview Gardens Tavern. He mentioned late hour noises, plus the great number of parked cars on the street. Discussion followed regarding a proposed ordinance regarding the regulating of parking lots for taverns that has previously been in committee since 1974. Ald. Schaumberg arrived at 7:12 P.M. and assumed the Chairmanship of the meeting. Further discussion resulted in the committee informing Mr. Falkowski that noise complaints should be made to the Police Department. Speed- ing on Lannon Drive will be monitored by the Police Department. Tres- passing on personal property will have to be handled by individual residents making a formal complaint. Discussion on the alarm systems within the city was deferred until the next meeting. The committee noted the Welfare Committee has been • involved in this matter. The matter of cars parked on Hillendale Drive on those nights the Mill Valley Baseball Complex is used was discussed. It was noted that Tuesday and Wednesday evenings created the greatest problem. Mayor Gottfried's request that d'No Parking" zone be created on the west side of Hillendale Drive in front of the Mill Valley School and possibly on the east side of Hillendale Drive from School Drive to the southerly edge of the Mill Valley Complex was referred to the Police Department for study and recommendation. The committee noted that an additional parking lot will be constructed this year by the Park and Recreation Department which should help alleviate the problem somewhat. The various methods of disposing of unwanted animals in the city was discussed. The use of euthanasia administered by a veterinarian versus the present method used by the Humane Officer was discussed. Chief Kraus advised the committee that the city's Humane Officer is paid $3.00 for the disposal of all animals. He further suggested that the committee might want to consider an amendment to Section 13.01(9) of the Municipal Code to provide that in the event the owner of a dog wished disposal by euthanasia he would be charged from $3.00 to $5.00 depending upon the size of the animal. The Humane Officer would then be paid $3.00 for transportation of the animal. Ald. Schaumberg moved to refer that proposal to the Rules, Laws & Ordinance Committee for • their consideration. Seconded by Ald. Wallner, motion carried. Discussion on the placement of "No Parking" signs on the south side of S T.H. 24 from Pioneer Drive to Park Drive, at the southeast inter- section of Highways 45 and 36 and in the vicinity of the Kingston lake lot was deferred until the next meeting. Correspondence from the Building Inspection Department was reviewed and placed on file. • The owners of Parkland Plaza's request for a reduction in speed limit on Hwy 24 to 35 mph from Lannon Drive east to Bay Lane was deferred until the next meeting of the committee. • Public Safety Committee July 21, 1977 - P. 2 Humane Officer Reports were reviewed and placed on file. • Tess Corners Volunteer Fire Dept. Rescue Reports from 5/30/77 to 6/30/77 were reviewed and placed on file. Tess Corners Volunteer Fire Reports from 6/4/77 thru 6/18/77 were reviewed and placed on file. An alternative day, possibly a Wednesday, was discussed for the Safety Committee meetings. The new meeting date for August will be set by Chairman Schaumberg. The Safety Committee urged that the Bicycle Trail Committee appointed by Mayor Gottfried at their earliest convenience. Ald. Pienkos requested that the Police Department issue a news release regarding the proper bike riding regulations and also the posting of "rummage sale" signs on traffic signs. • je • Respectfully submitted, Mark E.
