• MINUTES OF MEETING HELD JUNE 161 1976
The meeting was called to order by Chairman Schaumberg at 7:10 P.M.
Also present were Mayor Gottfried, Aldermen Wallner and Pienkos,
Police Chief Kraus, Mr. and Mrs. Michael Bryant and Mr. Fred Smith.
Mr. Smith, who resides at the corner of Hawthorne and Byron, came to
the meeting to discuss the problem of youngsters riding trail bikes
on private property on Byron Road. Mr. Bryant, W126 S6325 Lowell PI.
40 also added that similar problems exist on the corner of Emerson and
Lowell, including the large vacant lot owned by Sun Oil Co. located
in New Berlin, just northeast of Muskego. The committee advised the
concerned citizens to call the Police Dept. when problems occur and
they will attempt to apprehend violators.
Mr. Bryant spoke with the committee about the traffic problem at
the intersection of Emerson and Lowell. Mr. Bryant requested con-
sideration for a 4-way stop sign at the intersection of Lowell and
Emerson plus a stop sign on the northeast corner of Hawthorne.
Committee will consider this request after viewing the intersection
and area at the next meeting.

Chief Kraus asked that the committee refer to the Rules, Laws &
Ordinance Committee an ordinance which would regulate the operating
• of motor vehicles on premises held out to the public for the use
of private vehicles. Area in question is specifically the Parkland
Mall property.
Ald. Wallner moved, seconded by Ald. Pienkos, to recommend to the Rules,
Laws & Ordinance Committee an ordinance to create a "No Parking" zone
on the east side of Park Drive from Janesville Road north to the end
of school property. Motion carried.
Ald. Ford's request for a traffic survey of Silver Drive was discussed.
The problem is parking of cars and collection of refuse in the area.
Committee will contact owner and see if he intends to build in the
near future. If so, problem may solve itself. If building in the
near future is not anticipated other actions will be taken.
Ald. Pienkos moved, seconded by Ald. Wallner, to request the State of
Wisconsin to create "No Parking" zones on both sides of Janesville Rd.
from Lannon Dr, to Parkland Dr, This is to prevent parking on the
shadow lane on Janesville Rd. Motion carried.
Chief Kraus informed committee that water patrolmen are unable to
get liability insurance for themselves while on duty. Ald Colburn
•suggested that the city provide the necessary insurance for water
patrolmen and accept responsibility for physical damage while on
duty. Ald. Pienkos moved, seconded by Ald. Schaumberg, that the
Finance Committee consider this request. Motion carried.
Chief Kraus brought to the committee a request to add one additional
fulltime police officer to the department effective August 1, 1976.
He explained that the cadet who is presently working for the city
will receive his associate degree shortly and it would be beneficial
to the city to employ him as a police officer. Chief Kraus indicated
that there had been no additional personnel added to the police
department since 1974 and since a request will be made in the 1977
budget for additional personnel it would be advantageous to the city
to take advantage of the training which the cadet has received
while working for the city. Ald. Pienkos moved to refer the matter
to the Finance Committee and recommend that they consider transferring
$3,888.00 from the Contingency Fund to Account #520.0111, Police
Dept. Salaries, in order that the request can be granted. Seconded
by Ald. Schaumberg, motion carried.

Ald. Colburn appeared before the committee to request that the
committee recommend to the Common Council they urge the State
Department of Transportation to install multi -way stop signs
with red flashing signals at the intersections of S.T.H. 24 and
Lannon Drive and S.T.H. 24 and Tess Corners Drive. The committee
• recommended that the Council adopt a resolution urging that the
State have said controls installed.
Ald. Colburn requested "No Parking" signs on the south side of
Briargate Lane between Lannon Drive and Parkland Drive. The Police
Department will conduct a study and present their findings at its
next meeting.
Ald. Wallner requested that the Police Department prepare a study
of Lake Denoon Road for the purpose of placing "No Parking' signs
near said road. The possibility of three signs was discussed.
The committee received and placed on file the Building Inspection
Reports for the month of May, 1976.

carried. The meeting adjourned at 8:37 P.M.
