• MINUTES OF MEETING HELD JULY 9, 1970
Chairman Sapp called the meeting to order at 8:45 P.M. Also present
were Aldermen Dwyer, Burgenneister, Wollman, DeBack and Foldy, Mayor
Gottfried and Plumbing Inspector Robb.
Minutes of the meeting held on June 18, 1970, were reviewed and
placed on file.
' The Police Report for the month of June was reviewed and placed on file.
Twenty two (22) Rescue Squad Reports were approved for payment and
billing.
FOUR (4) Rescue Squad Reports were approved for payment only.
Civil Defense Operation Survival Plans as revised in 1969 were
received and distributed to committee members for study. Plans will
be reviewed at the next meeting.
Mr. Ripley and Mr. Morris of the Waukesha County Health Department
• were invited to review how the city and county can cooperate to
enforce the new Waukesha County Sanitary Code. After a lengthy
discussion the following items were agreed upon.
1. Cases referred to the Building or Plumbing Inspector will be
studied as they are covered by the Plumbing Code. When the case
involves more than a. Plumbing Code violation the case will be referred,
in writing, to the County Health Dept. with a copy to the citizen
involved and the Mayor's Office. From that point on it will be the
County Health Department's responsibility.
2. Cases referred directly to the County Health Dept. will be
handled by them. Before inspecting, the County will check with the
Plumbing Inspector to see if he is aware of the case and what action,
if any, he has taken. Then the County will proceed. Results of
the County's action will be forwarded, in writing, to the citizen
involved with a copy to the Plumbing Inspector and the Mayor's Office.
It was further agreed that where cases are uncovered in areas that
will be sewered within a year or two, drastic action would be the
last resort.
• Ald. Foldy reviewed the progress being made in improving the safety
on Highway 24 from the Milwaukee County line west. On June 18, 1970,
as a result of verbal discussion and letters to Representative John
Shabaz, Mr. Redman, Chairman of the State Highway Commission, two of
his commissioners, Mr. Banaszak, Head of the Waukesha District and
Representative Shabaz met with Mayor Gottfried, Ald. Wollman, Ald.
Sapp, Traffic Lieutenant Kass, Ald. Foldy, Mr. and Mrs. Aumann,
Mr. Larson and Mrs. Wickert of the First Ward, to review and inspect
problem areas on east Highway 24.
As a result of this meeting, on July 7, 1970, Mayor Gottfried, Ald.
Wollman and Ald. Foldy were invited to meet with Mr. Banazak in
Waukesha. Mr. Banazak made the following statements:
-1. Highway 24 will be resurfaced from Milwaukee County Line west to
Big Bend in 1971.
2. The Highway will be widened from its present 22 foot width to
48 foot width from the County line to a point between College Avenue
intersection and Tess Corners.

3. The balance of the highway to Big Bend will be widened to 24 foot
width from its present 22 feet.
4. The College Avenue intersection will be moved slightly west
and improved.
S. The hill on College Avenue west of its intersection with Highway 24
will be cut down for improved visibility of the intersection.
6. Durham Road intersection will be improved including turning
islands.
7. Martin Drive intersection will be improved.
Interim measures will be carried out this year. They are, turning lanes
to be installed at Lowell Place and Poe's Place intersections.
They also recommended a street light be placed by Muskego at the Lowell
Place intersection even though it is in New Berlin.
The Committee is awaiting further word from Chief Kraus regarding
the Explosive Ordinance.
Ald. Sapp moved that Mayor Gottfried write to the members of the
Electrical Licensing Board requesting that examinations for licenses
be held in the near future to take care of the number of requests
for examinations now pending. Seconded by Ald. Foldy. Motion carried
unanimously.
Chairman Sapp set a special meeting of the Safety Committee for
July 29, 1970, at 7:00 P.M. for the purpose of reviewing street
name changes recommended by the Police Department.
Request from the Library Board to have the Police Dept. serve notice
and pick up overdue library books was referred back to Ald. Narlock
of the Library Board along with recommendations. Moved by Ald. DeBack,
seconded by Ald. Sapp and carried.
The study comparing the use of County Court with use of present
municipal court was reviewed and placed on file for future reference.
Report of feasibility of trading squad cars at one-year intervals was
reviewed and placed on file.
The request from Mr. Anderson, College Ave., for an ordinance prohibiting
barbed and electtrified fences in populated areas and Mr. Buckley's
opinion on this matter was reviewed. Mayor Gottfried will forward
copy of Mr. Buckley's opinion to Mr. Anderson.
Ald. Sapp moved to change the Snowmobile Ordinance to conform with
the State Statutes on snowmobiles. Seconded by Ald. DeBack, motion
carried. This motion does not include the paragraph referring to
"drainage ditches".
Ald. DeBack moved to adjourn. Seconded by Ald. Sapp. Motion carried.
The meeting adjourned at 11:30 P.M.
