PSM19700618CITY OF MUSKEGO PUBLIC SAFETY COMMITTEE • MINUTES OF MEETING HELD JUNE 189 1970 Chairman Sapp called the meeting to order at 8:35 P. M. Also present were Aldermen Foldy and Wolmann and Mayor Gottfried. The minutes of the previous meeting of May 21, 1970, were reviewed and placed on file. Mr. George Trepanier, Civil Defense Director, reported on Civil Defense iactivities in Muskego, and will provide six copies of the Civil Defense Program of Action to the Safety Committee. The Police Report for the month of May was received, reviewed and placed on file. The Committee approved the revision of Ordinance #93 regarding snow- mobiles to conform with State Statute 350 and referred same to Rules, Laws & Ordinances. The Committee reviewed Ald. DeBack's request for "no parking" at Union Church Drive and 124th Street. It was the Committee's opinion that this would cause an undue hardship on the owner of the property and referred same back to Ald. DeBack. In reply to Chief Kraus's request at the last meeting, Ald. Sapp reported • as follows: In regard to Chief Kraus's request dated 4-7-69, asking that the Public Safety Committee direct the Highway Supt. to erect two signs indicating a hill on Lannon Drive .and that there be proper striping when repaved, the Public Safety Committee minutes of 4-16-69 indicate that a motion (W/C) was made to have the hill signs erected. No mention was made as to striping as the roadway will be repaved shortly. The Public Works minutes indicate that no action was taken and there is no mention in the minutes that the matter was discussed. In regard to Chief Kraus's request dated 8-20-69 regarding Janesville Road (Highway 24) Traffic Survey, the Public Safety Committee minutes indicate discussion of this matter. Ald. Wollman requested that Ald. O'Connell contact Lt. Kass regarding the request for additional passing lanes along Highway 24 at various intersections and report back at the next meeting. The minutes of 10-8-69 indicate no report from O'Connell, O'Connell was not present at the meeting of 10-22-69, and there was no further action by the Public Safety Committee, however, this matter will be discussed at the next meeting. In regard to Chief Kraus's request dated 9-4-69 for "No Parking" signs on Diamond Dr. at Jensen Recreation, the Public Safety minutes of 10-8-69 indicate that Ald. Burgermeister requested that Ald. Wollman advise the Public Works Committee, to have the necessary signs installed. No action has been taken by Public Works thru 6-17-70. In regard to Chief Kraus's request dated 9-11-69, requesting the Public Safety Committee to recommend to the Common Council and • the Engineering Department, that a flashing yellow beacon be in- stalled West of the intersection of Highway 24 and Durham Drive. The Public Safety Committee minutes of 9-17-69 indicate discussion. A motion was made and carried that the Engineer investigate the cost of such installation. The 10-22-69 Public Safety minutes indicate that Ald. Sapp presented a written estimate from Traffic & Parking Control Co. in the amount of $1,667.56. Motion was made and carried requesting that Public Works Committee consider a non -flashing "School Warning" sign at that location. No action or discussion by Public Works thru 6-17-70. In regard to Chief Kraus's request dated 9-29-69, for Public Safety Committee to direct the City Engineer to post the proper speed signs on Woods Rd. as cars pass from Franklin to Muskego, and also a stop sign on Muskego Drive at Hiawatha. The Public Safety Committee minutes of 10-22-69 indicate a motion to request that the Public Works Committee consider this request. The minutes of 11-4-69 indicate additional discussion by Public Safety. Ald. Burgermeister advised that Attorney Buckley states that any new signs will require Common Council Action. Ald. Burgermeister suggested that all Aldermen search their wards, and advise the Traffic Div- ision of the Police Department, of any areas requiring signs, so that if a Resolution is necessary, all could be included in one Resolution. Since Public Safety has requested that Public Works consider this, a motion was made to defer all action until the Public Works Committee and the Police Department get together and have an opportunity to discuss this matter. A letter from Lt. Kass dated 11-26-69, advises that Woods Road signing as requested, does not require a Resolution as it is already in an Ordinance. He further stated, that if the Committees are willing, when time permits, he will conduct a survey of all streets in Muskego, and make recommendations as to proper posting. No further action has been taken by the Public Safety Committee or the Public Works Committees, thru 6-17-70. A request from the Police Department, regarding a striping program for all major roads in Muskego, was reviewed. Ald. Sapp moved to recommend that the Public Works Committee and the Police Department meet, for the purpose of discussion and consideration for this request. Seconded by Ald. Foldy. Motion Carried. The matter of a 4 way stop at Kipling and Longfellow was discussed. Ald. Foldy moved to recommend passage of a resolution regarding this matter. Seconded by Ald. Sapp. Motion Carried. Ald. Foldy moved that the report on the feasibility of trading vehicles, be deferred until the next meeting. Seconded by Ald. Sapp. Motion carried. A letter from Building Inspector Lee to Mayor Gottfried, regarding • the condition of city hall, was read. A letter from Mayor Gottfried to Mr. Frank Pancratz, regarding the possible purchase of land for the Tess Corners Fire Department Sub -station, was read. A letter from Mayor Gottfried to City Attorney Buckley, regarding the use of the County Courts vs. our Municipal Court was reviewed. The committee will await comments from Mr. Buckley. A letter from Mayor Gottfried to Chief Kraus, relative to sending Mrs. Lasanske, a monthly list of the dogs and cats picked up by the Police Department, was read. A letter to the committee from Building Inspector Lee, regarding his request for reimbursement of expenses incurred during a training session at Madison recently, was reviewed. Ald. Sapp moved to approve the recommendation of the Finance Committee to reimburse Mr. Lee. Seconded by Ald. Foldy. Motion Carried. A letter to the committee from Mr. John Andersen, S63 W15687 College Ave., regarding an ordinance prohibiting barbed wire and electric fences adjacent to residential areas, was read. Ald Sapp moved to refer this .matter to Attorney Buckley for his opinion on this matter. Seconded by Ald. Foldy. Motion Carried. Ald. Foldy moved to adjourn. Seconded by Ald. Sapp. Motion Carried.
