Meeting called to order by Chairman Sapp at 8:10 P.M. Also present,
•Mayor Gottfried, Ald. DeBack, Ald. Foldy, Insp. Gerald Lee, Ald. Dwyer
and Chief Kraus.
Minutes of the previous meeting held on March 18, 1970 were reviewed
and placed on file.
The Police Department Report was received, reviewed and placed on file.
Eleven Tess Corners Rescue call reports were reviewed and approved for
•payment, ten were approved for billing. There were no fire department
reports received.
The request for a street light at S. Denoon Rd., and Pt. Denoon Rd.,
was reviewed. Motion was made by Ald. Foldy, as seconded by Ald. Sapp,
that this request be denied, motion carried.
Chief Kraus has withdrawn his request for permission to attend Marquette
University from Sept. 14th to Dec. llth and Jan llth to May 1st. Chief
Kraus requested permission to attend Marquette University from June 18th
to July 31st from 9:30 A.M., to 1:30 P.M. Motion to approve same was
made by Ald. DeBack, seconded by Ald. Sapp and motion carried.
Inspector Lee's request to review clerical salary as applied to clerks
in the inspector's office and clerks in the City Hall was discussed.
Chairman Sapp moved to defer action until an overall review of the
clerical salary treatment could be made, motion seconded by Ald. DeBack,
• motion carried.
Chief Kraus's request to review salary and rank of personnel on the police
force was discussed. It would consist of 3 leutenants, 2 patrol sgts.,
7 patrolmen, 4 dispatchers and one staff secretary. Ald. Foldy moved
to recommend to the council the reorganization of the structure of the
police department, motion seconded by Ald. DeBack, motion carried.
Chief Kraus recommended to the committee their consideration to adopt
themost recent state statutes regarding snowmobiles. Chairman Sapp
moved to refer to Rules, Laws & Ordinance Committee, motion seconded
by Ald. DeBack, motion carried.
Chief Kraus' request to post proper signs and road striping for Martin
Drive at the Nike Site was reviewed. Ald. Foldy moved to have the
public works department carry out these temporary measures, motion -
seconded by Ald. DeBack and motion carried.
Chief Kraus' original request of October 1, 1969 to consolidate animal
ordinances into one section of the ordinances for easier administration
and enforcement was reviewed. Chairman Sapp requested that the Rules,
Laws and Ordinance Committee follow through on this.
Chief Kraus requested the adoption of an ordinance covering the control
of discharge of explosives in the City of Muskego. Chairman Sapp moved
to defer action until the next meeting at which time Chief Kraus will
present further details, motion seconded by Ald. DeBack, motion carried.
Committee reviewed past requests by Chief Kraus as follows:
9/4/69 - Posting Jensen Field for "No Parking" on Diamond Drive.
9/29/69 - Posting speed limit signs on Woods Road from County Line
through Durham.
4/7/69 - Strip`ing road and posting "Hill" sign on Lannon Drive.
8/20/69 - Recommendation to have Council request that State take
steps to improve Janesville Road from a safety viewpoint.
• Chairman Sapp will investigate the outcome of referrals to other
committees.

Ald. F oldy made an impassioned plea for immediate action to push the
State of Wisconsin to make Janesville Road a safer highway from
the Milwaukee County Line through Tess Corners as two fatalities,
several near fatal accidents and many accidents involving property
damage have occured on this stretch of highway.
Two requests from the Civil Defense Co-ordinator: Telephone service for
the City of Muskego Civil Defense Co-ordinator was reviewed.
The purchase of a radio transmitter to be used by the local group
of ham radio operators for Civil Defense purposes was reviewed. Ald.
DeBack moved to have the Civil Defense Co-ordinator appear before the
Safety Committee and report on the organization and activity of
Civil Defense in Muskego, motion seconded by Ald. Foldy and motion carried.
Chairman Sapp read a communication received from Mr. Ripley of Waukesha
Co. Health Dept., advising the City that the Waukesha Co. Community
Health Code pertaining to regulation of land use and development with
sewage disposal systems in Waukesha County was adopted. Muskego must
appoint a person to administer the code. Chairman Sapp moved Inspector
Lee be appointed by the Common Council, motion seconded by Ald. DeBack,
and motion carried.
Ald. DeBack moved to recommend that the Council advise the State Highway
Commission that posting of CTH Y in the Lake DeNoon area at 40 MPH
be satisfactory, instead of 30 MPH, motion seconded by Ald. Foldy and
motion carried.
Correspondence between Jerry Lee and Attory Buckley regarding zoning
and building code violations by Mr. Estel Ellery, W163 S7935 Bay Lane
P1., was reviewed and placed on file.
Two reports from Chief Kraus directed to Mayor Gottfried were received
and will be discussed at the next meeting.
Ald. DeBack moved for adjournment at 10:55 P.M., motion seconded by
Ald. Foldy and motion carried.
