PSM19671204PUBLIC SAFETY COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD DECEMBER 4, 1967 Chairman Linck called the meeting to order at 7:00 P.M. Present were Mayor Gottfried, Alderman Lentini, Alderman Narlock, City Clerk Bette Bowyer and Police Chief Kraus. Alderman Narlock read the minutes of the previous meeting. Moved by Alderman Lentini to accept the minutes as read, seconded by Alderman Linck. Motion carried. Police Chief Kraus reviewed police department radio communications and the rental and maintenance of squad cars. Alderman Lentini moved to recommend to the Finance Committee the approval of the police vehicle exchange proposal and maintenance program of Wisconsin Car Rental, Inc. Seconded by Alderman Narlock. Motion carried. Police Chief Kraus reviewed the problem of supplying gasoline to the police department. It was indicated that the squad cars would consume approximately 18,000 gallons annually. Alderman Narlock • moved to recommend to the Finance Committee that approval be granted to Police Chief Kraus to advertise for bids to supply this gasoline. Seconded by Alderman Lentini. Motion carried. Police Chief Kraus reviewed problems at the police station. It was indicated that the hot air oil burning furnace was in poor condition. There was some question as to the feasibility of repairing this unit. Police Chief Kraus and City Clerk Mrs. Bowyer reviewed Section 4, covering sick leave of Ordinance #86. Each indicated dissatisfaction with the provision allowing paid sick leave only after three consecutive days of illness. A discussion followed. Alderman Narlock moved to recommend to the Finance Committee an amendment to Ordinance #86, providing sick leave pay for each day of illness, with sick leave days to be accumulated to a maximum total accrual not to exceed 80 days. Seconded by Alderman Lentini. Motion carried. Blue Cross coverage during an exmployee's probationary period was reviewed. It was disclosed that the previous 90 day probationary period was now reduced to 30 days. It was also learned that two new employees, Police Chief Kraus and Mr. Krase of the Dept. of Public Works had to pay the total Blue Cross premium for a 90 day probationary period. Reimbursement for 60 days of the premium payment was considered. • The situation at the Schultz Rifle Range was reviewed and it was decided that a more complete investigation was in order. Police Chief Kraus indicated that Humane Officer Kelly had resigned his position. On a temporary basis, Assistant Humane Officer Duane Whitehouse, has been assigned his duties by Police Chief Kraus.
