Chairman Whipple called the meeting to order at 5:02 PM.

This meeting was noticed in accordance with open meeting laws on October 15, 2021.
APPROVAL OF MINUTES
Approval of Minutes from the April 12, 2021 Meeting
Mr. Bughman made a motion to Approve the Minutes of April 12, 2021. Ms. Boyer
seconded. Motion was approved unanimously.
Approval of Minutes from the July 12, 2021 Meeting
Mr. Bughman made a motion to Approve the Minutes of July 12, 2021. Mr. Miller
seconded. Motion was approved unanimously.
NEW BUSINESS
Ryan Drive Trail Discussion
Director Kroeger started by saying this request was brought forward by a resident that wants
the City to consider a trail along Ryan Drive. He also gave additional background to the
Committee in regards to Bay Lane Drive (road construction with trail) and Hillendale Drive
(road construction without trail). Trails can be expensive given storm water and potential ROW
purchases. The Committee needs to decide if they want this request to move forward to the
Public Works & Safety Committee.
Resident Pam Swanson (W137S9667 Fairway Ln) began stating the request is for a trail from
North Cape Road all the way to Big Muskego Lake. The main concern is pedestrian safety.
She went onto explain the road is only 22' wide with no shoulder. The area continues to grow

yearly with new housing and additional traffic. Adults and children alike use Ryan Drive
frequently for exercise.
Resident Sam Steffan (S95W13457 St. Andrews Dr) thinks the American Transmission
Company trail should be explored first. He stated contractor vehicles are regularly speeding
which could be remedied with Police Dept enforcement. It also won't last forever as that
subdivision is almost built out. He understands building a trail would be expensive and
suggested rehabbing the road by building up the shoulders 2-3' with new gravel. He said that
idea would be possible on close to 70% of Ryan Drive.
The Committee and Director Kroeger discussed what the next steps would be, possible
location, traffic accidents and cost.
Ms. Erdmann made a motion to send the Ryan Drive Trail request forward to the Public
Works & Safety Committee. Chairman Whipple seconded. Motion was approved 4-1
with Mr. Bughman voting against.
Muskego Icetronauts Snowmobile Club Request for Trail Markings
Ms. Dunn stated this is the club's annual request to the City. No changes.
Ms. Boyer made a motion to Approve the Muskego Icetronauts Snowmobile Club
Request for Trail Markings. Mr. Miller seconded. Motion was approved unanimously.
Parks and Conservation Plan Update
Director Kroeger stated the Parks survey was sent out last week. Responses are already
being returned via mail and online. This will help plan the City and Committee plan for the
future.
Athletic Field Use Policy Update
Ms. Dunn stated this policy was last updated in 2017. Now that Park Arthur has been turfed,
the policy needed to reflect that change and the fees that will be passed onto users. She
highlighted a few other changes as well.
Mr. Bughman made a motion to Approve the Athletic Field Use Policy Update. Mr. Miller
seconded. Motion was approved unanimously.
Beer Garden Update
Director Kroeger presented the memo written by Adam Young. The City will send out an RFP
for the 2022 season that will continue to take place at Veteran's Park. Also considering non-
profit users for one day events.
Mr. Miller made a motion to Approve the 2022 Beer Gardens at Veteran's Park. Ms.
Boyer seconded. Motion was approved unanimously.
Idle Isle Staffing
Ms. Dunn talked about the Park Ranger position that is being requested due to the large
increase in use of Idle Isle. She also explained the Snack Shack was finally up and running in
July and incurred many startup costs, staffing issues and product delays. Next year it will be
open starting in May and should expect to see a much larger profit.

Recommendation to Not Purchase Land East of Park Arthur
Director Kroeger presented his memo on behalf of Planning Manager Trezbiatowski. The
current Comp Plan states the City should look into buying the land to the East to expand Park
Arthur. The land currently has an approved preliminary plat for 108 single family homes. The
City does not have the funds to purchase this land, plus we still have land on the West side of
Park Arthur to develop.
Mr. Bughman made a motion to Not Purchase Land East of Park Arthur. Ms. Boyer
seconded. Motion was approved unanimously.
Update on Park Projects 2021/Update on Park Capital Projects 2022-2026
Director Kroeger presented his memo and video of Park Arthur Fields 1-2-3 and Lake Access
Point #9. The City used MMSD GI funds to update the Lake Access Point. He also reviewed
the Proposed Capital Projects spreadsheet with the Committee.

Parks Updates, 2022 Capital Budget Projects

Please note the following Parks items:
New Pay Stations (2022 Capital Budget) at Idle Isle will be installed in mid -May and will be fully
operational by Memorial Day weekend. The new vendor that was selected has a robust
maintenance schedule as part of our service contract so we expect very minimal problems with
these new machines.
2. Two new piers will be installed at Idle Isle Boat Launch to replace the old piers. These piers will be
arriving and installed by mid -June.
3. Finance & Council approved the new Beer Garden format where vendors and local non -profits now
have the opportunity to complete an application and have a beer garden event based on dates
available on our calendar. Fee will remain the $400 per day flat rate.
4. Turf project at Park Arthur fields 1-2-3 is nearing its final completion. A few remaining punch list
items are being finished up and games will be beginning the week of May 2 should weather
cooperate. We currently have 10 weekend tournaments scheduled with the potential for a few
more later in the season. This incredibly wet spring has impacted use there but we are hopeful for
use this fall for leagues and tournaments.
5. New split rain fence and gates for the service drive (2022 Capital Budget) at Park Arthur have been
installed already. These will help with keeping people off the grass areas and not being able to
drive through the park when there are large events happening.
6. New surfacing of many of the skateboard ramps at Moorland Park has been completed. (2022
Capital Budget)
7. 2022 Capital Budget Projects that are to be completed this summer:
a. Shade and Seating Structure at Lions Park near the Pickleball Courts. Everything is ordered
just waiting on delivery in May with install happening soon after.
b. Dumpster enclosures at Idle Isle, Park Arthur, Bluhm and Old Town Hall will be constructed.
This will include removing the old structure, putting in a concrete base and building the new
wood enclosure.
c. Security Cameras will be installed at Denoon, Idle Isle, Sand Hill, and Manchester Park.
These cameras will join the 38 cameras already installed at our parks. These cameras are
instrumental in catching acts of vandalism, after hour park activities, and unauthorized
users.
d. New bathroom stall partitions will be installed at Kurth, Bluhm, Idle Isle, Veterans, Lions,
Park Arthur, and the Old Town Hall. These will be done around use of these facilities.

Subject: Veterans Memorial Playground Replacement 2023/American Legion Donation

In 2023, the City of Muskego plans on replacing the Veterans Memorial Playground. It currently is
one of our oldest playground and most used park. It will be a significant cost due to the size of the
playground and the necessary improvements.
The American Legion has generously decided to raise funds (Goal of $20,000) to help provide
additional seating with shade around the new playground. The American Legion and City Staff had
several meetings to discuss this goal. They have already started raising funds. The seating and
shade will be similar to what is getting installed at Lions Park.

Re: Conservation Coordinator Update
Highlights of recent conservation, lakes, and forestry projects:
• Staff worked with a contractor last fall to plant 50 park trees, 8 library trees and replace 23
street trees on Janesville Road utilizing MMSD Green Infrastructure funding.
A unique wetland plant community spanning the northern portion of Badertscher Preserve
and the southern portion of Ridges Conservation Site received some needed management
attention this past winter. In the city's first conservation plan (authored by Applied Ecological
Services, 2000) this area was described as one of the highest quality sedge meadow sites
found within Muskego. The area also has "fen" wetland characteristics because of many
spring seeps with high pH groundwater. Unfortunately, the site was becoming rather heavily
invaded by nonnative glossy buckthorn, which was impacting the uncommon native plants
that grow there. Staff and contractors worked over the winter to remove the buckthorn and
chemically treat the cut stumps over a seven -acre area. Follow-up work will include more
invasive plant control, monitoring to see how the native plants recover, and potentially re-
introduction of appropriate native species.
• Prescribed burn season was a bit disappointing as the weather was not conducive to getting
as many burns completed as planned. However, we did conduct burns at Badertscher
Preserve, Engel Conservation Area, Kelsey Drive, Luther Parker Cemetery, and Kurth Park.
Prairies, oak woodlands, oak savannas, and many wetlands require frequent fire to maintain
their plant communities.
• Although many of our conservation sites contain decent assemblages of native species
special efforts have been made in some sites to introduce seed of many specialist plant
species that are missing or exist in low numbers. These planting sites were marked with a
GPS (global positioning system) application so that their establishment can be tracked.
• A park tour was conducted a couple of years ago. I suggest we plan a tour at one of our
conservation sites (Likely Badertscher Preserve or Engel Conservation Area) for the Parks &

Conservation Board in July. I would be happy to lead a short interpretive hike to showcase
the land management and view the many colorful plants that are profusely blooming at that
time of vear.
