CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Request for no parking signs along School Drive Date: April 19, 2021 A request has been made to the Public Works and Safety Committee to install no parking signs along one side of School Drive. The parking restrictions would be on one side of the road only. Currently, there is no parking restrictions on School Drive. The request was for School Drive near Mill Valley School. The main reason for this request was due to the increase parking on School Drive due to "The Local" restaurant and bar. I have attached a map for your review. Please remember, once "No Parking" signs go up they affect all the residents on that road. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. Recommendation for Action by the Committee: • The Committee should listen to all the discussion and make a recommendation. • Again "No Parking" signs go up they affect all people on that road. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. • It is important to make sure all residents along School Drive are aware of these potential parking restrictions. • A defined "No Parking" limit needs to be determined. Also "No Parking" signs should only be on one side of the street. The City of Muskego does not have a particular side of the road for no parking. Mr. Nowak wrote the following: "My wife Amanda can see to Moorland easily. This has brought up an issue. Multiple times we have seen close calls with traffic/pedestrians. There is a path on Moorland but nothing going east from Moorland to Hidden Creek Ct. This section seems to get used a large amount by kids/pedestrians walking, bikes, etc. We believe this to be due to the park entrance at the east end of Hidden Creek Ct. We think a path needs to go in between Moorland and Hidden Creek Ct. to minimize issues between traffic and people. The road is just wide enough for two vehicles so when people/pets and such are involved it gets sketchy plus the sharp turn. I will include a pic. What will be done? Even my own family has been scared walking to Moorland and we know it's an issue." I have attached an aerial picture of the area of concern. The police reports show 4 accidents in the vicinity in the last 5 years, but none involved pedestrians. Here are a couple of options below to start the Committee's discussion. Option 1: Construct a 550-foot multi -use path on the east side of the road. This would be the safest, but most expensive. This path is not on the City of Muskego's Future Trail Recommendation Plan. Option 2: Add a paved shoulder 3 to 5 feet along the east side of the road. The width would vary on the topography of the land, ditch slope, drainage flow in ditches. Option 3: Some type of warning signage. Here is an example below that could be modified. I X-ING I Option 4: Do nothing. Option 5: Other ideas? Unfortunately, we are unable to attend the upcoming meeting however we want to let it be known that we support options 1, 2, and 3 in Scott Kroeger's letter dated June 13, 2022. We (Arthur and Elfriede Sprague) bike the area of Hidden Creek Court to Durham Place and cross Moreland Road to Candlewood Lane often and agree with Mr. Kroeger's assessment of the concern. Both crossings are dangerous, especially the Candlewood crossing as cars are rounding a portion of the road and there is foliage on the northwest corner that hinders the view corridor. This portion of Durham Place leads into a largely residential area and is used as a short cut to Bushys/Tess Corners and Janesville Road. At times, it is heavily traveled by cars. As this is a residential area, there are many bikers, dog walkers, children and pedestrians using the road. The corner of concern has deep shoulders/culverts and blind corners. Some type of safety measures would be greatly appreciated. When the road was last reworked, we sent a letter to the city requesting cross walks and signage be included across Moreland Rd at Durham Place / Candlewood Lane. However, this request was rejected, obviously. It was suggested that we instead use the crosswalk at Janesville Rd. or use the roundabout. However, if crossing Moreland from the east to west, one still needs to cross an extremely busy road to get to the path or roundabout. It has not helped that the path has been in disrepair for the last year and is basically unusable. In speaking with other residents, they have also expressed similar concerns. The request and committee definitely need to define the limits on Hillendale Drive since that was not mentioned in the request. The parking restrictions would be on both sides of the road. Currently, there are no parking restrictions on Hillendale Drive. One of the main reasons for this request was due to the increase parking on Hillendale Drive due to "The Local" restaurant and bar. This tends to occur more on the weekends. Please remember, once "No Parking" signs go up they affect the residents, Mill Valley School, and businesses on that road. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. Recommendation for Action by the Committee: • The Committee should listen to all the discussion and make a recommendation. • Again "No Parking" signs go up they affect all people on that road. City staff recommends "No Parking" signs should only be on one side of the street and not both if this is the path the committee chooses. The City of Muskego does not have a particular side of the road for no parking. 9 CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Request to put speed bumps on Hardtke Drive Date: July 26, 2022 Background information A request was made to put speed bumps on Hardtke Drive from Martin Drive to Muskego Drive due to speeding concern. This portion of Hardtke Drive is approximately 530 feet long, 25 mph speed limit, with stop signs at the beginning and end of this street. I have attached an aerial. Due to Covid, the City of Muskego park system has been well visited especially at Idle Isle. It did not take long for City Staff watching cameras at the entrance into Idle Isle that there were multiple users entering and exiting Idle Isle (bike riders, cars, pedestrians, boaters, etc.). Furthermore, it is the main boat launch for Little Muskego Lake and the location for the Water Bugs show. The decision was made by City Staff to put in temporary speed bumps at the entrance for the last two years during summer. This is the only location in the City of Muskego that has temporary speed bumps. For the last 5 years, City staff has refrained from the use of any speed bumps. Reasons why: The City of Muskego has a limited road program budget each year so it does not make sense to introduced holes into our pavement from anchoring the speed bumps to the pavement Speed bumps have a potential hazard to vehicles and motorcycles at night if the area does not have street lights Snowplowing I spoke with one of the residents who brought this request. I suggested to this resident that since this is a speeding concern that they should definitely reach out to the police. The police are able to monitor the street for speeding, perform a speed study, and have the power to write tickets for speeding.
