CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Discussion on Ryan Drive Trail Date: January 18, 2022 The Parks and Conservation Committee on October 18, 2021 voted to send a resident's request to discuss a possible trail along Ryan Drive to the Public Works and Safety Committee. I have attached a quick concept plan showing a trail along Ryan Drive (refer to attached drawing). Please remember this is very conceptual. The request was to extend the trail from Groveway Lane to North Cape Road, approximately 1.2 miles. Over the last couple of years, the focus of the Common Council has been on road improvements rather than additional trails which is why we have not constructed a new trail since 2019. Trails tend to be controversial subjects with strong support for and strong support against. For example, a new trail was put on Baylane Drive during the road reconstruction but a new trail was not put on Hillendale Drive during the road reconstruction. Furthermore, trails can be very expensive due to topography, storm water, and potential right of way purchases. If the committee wants to move forward with a trail, the project can be placed on a Capital Project for 2023. At that time, City staff would provide a cost for an RFP and potential construction cost for the Ryan Drive Trail. Common Council would vote on this Capital Project. The City of Muskego will have plenty of right of way at the cul-de sac for garbage and recycle pickup, snow removal, etc. There is no need for the City of Muskego to hold onto this land. City of Muskego policy says the Public Works and Safety Committee needs to determine if the City should receive compensation for the property to be vacated. For this case, City staff recommends zero compensation for this property. The Madsyon Court development is not dependent on this vacation nor does the developer gain any financial advantage for doing this. However, if the City of Muskego would allow the vacation of a right of way and this would give a developer an increase in the number of lots, City staff would recommend compensation. Recommendation for Action by the Committee: The Public Works and Safety Committee approve zero compensation for the vacation of the HRIN ROW. The parking restrictions would be on one side of the road only. Currently, there is no parking restrictions on School Drive. The request was for School Drive near Mill Valley School. The main reason for this request was due to the increase parking on School Drive due to "The Local" restaurant and bar. I have attached a map for your review. Please remember, once "No Parking" signs go up they affect all the residents on that road. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. Recommendation for Action by the Committee: • The Committee should listen to all the discussion and make a recommendation. • Again "No Parking" signs go up they affect all people on that road. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. • It is important to make sure all residents along School Drive are aware of these potential parking restrictions. • A defined "No Parking" limit needs to be determined. Also "No Parking" signs should only be on one side of the street. The City of Muskego does not have a particular side of the road for no parking.
