1. Call to Order: Vice-president D. Dominski called the meeting to order at 7:03 P.M.
2. Roll Call: Also present were J. De Vito-Scalzo, C. Gore, K. Huebner, R. Jankowski, R. Melcher, S.
Snyder, and Director H. San huber. S. Oneson, R. r~ammer and T. Uttke were absent.
3. Pledge of Allegiance: recited.
4. Statement of Public Notice: Given in accordance with the open meeting law on May 17, 2006.
5. Approval of Minutes: S. Snyder moved to approve minutes of the April 26, 2006 meeting and R.
Melcher seconded.
6. Next Meeting Scheduled June 28, 2006.
7. Treasurer's Report: S. Snyder moved R. Janl<ows~:i seconded motion to approve payment of May
expenses of $60,058.02. Motion carried. S. Snyder moved R Jankowski seconded motion to approve
payment of WCFLS May expenses of $192.27. Motion Garried.
8. Communications
a. Communications: None.
b. Guest Comments: None.
c. Comment Forms: Patron comment forms WE3re circulated.
d. Library Board Changes: Kim Huebner has been appointed to the board as a replacement for
departing member Tadd Uttke.
9. Old Business
a. FOL: The wine tasting was a great success. The Frie,nds raised over $8,600 at this event.
Many positive comments were received and it was a lot of fun.
b. Trust Fund: $42,796.86 at last report.
c. Librarian's Report: Read and placed 011 file!. A staff member is resigning. The position will be
filled. The Librarian III position was elirninatEld in favcr of the Assistant Director position.
Librarian III was a union position and Assistant Director is management. New bookmark with
upcoming events was circulated. New Berlin library i~j featured in the latest edition of
American Libraril3s. Book Page was circulated.
d. WCFLS: The governance options final report is due in September. Consultants will present
findings and public can comment at three sessions in June. State Statute 272 was signed. It
will allow intermunicipal reimbursement plans. WLA is collecting email addresses for the
Speak Up campaign. They will notify people about library issues in the legislature. BadgerNet
conversion is in progress.
10. New Business
a. Pending Fine Disputes: None.
b. Automation/Technology: Any report will be included in the Librarian's report.
c. Nominating Committee: R. Jankowski and R. Melcher were appointed.
d. Programming Survey: Areas of interest werE! books and hobbies.

LIBRARIAN'S REPOR~T
April/May' :2006
. We are happy for' Debbie Mortensen, who willi be leaving us soon for a full-
time job. There have bl~en no objection~s to 'filliing her position. The former
Librarian III position has been eliminated in favor of the new Assistant Director
job. We are accepting Iresumes through JUl1le ~5th.
If the freeze of standards recommendled in the Act 150 Committee's report
is ratified by the coun!}' board, and 50% of the member libraries serving 80% of
the county's population, another council resiolllJtion, cancelling the hiring of a
part-time Librarian I will go into effect. Our' Ibmud will be asked to vote soon.
The Friends of the Library have p,aid for the new library laptop purchased
by the city's IS Department.
Following the fun and success of the 3rd annual wine tasting, the library
has been freshened by new displays. These~ rémge from The Da Vinci Code and
Miracles Made Possib/E~ to pre-publicity for "Murder & Mayhem, the Sequel."
Plans are underway for bestselling author Sara Pal'etsky to appear.

The new Civil Walr reading group was succe!~sfully launched with the
appearance of Edward Pierce, and will meet on the last Wednesday of the month.
Check out the lobby cases for related materiiah:), and also for a preview of Robert
Birmingham's presentation "The Mystery Gailled A2:talan." Robert Hicks, author
of Widow of the South, will visit with thel group by phone June 28th.
The writers' group, and the other variou!) reading groups are meeting, and
school and preschool tlours have been ~Iive!n.
The county Summer Program plannin!;J s,ession was held. WCFLS staff are
cooperating with MCFLS staff to bring rl~adilr1g rewîards to program participants.
Providers of free passes include the MiI'Waulkel~ Art Museum, Milwaukee Brewers,
Petit Ice Center, Pabst Mansion, and Betty Brin Children's Museum.
I completed "Topics in Library Managl~ment: A Case Story Approach."
This was an on-line course offered through IUVl/-Madison's library school. Topics
included peñormance reviews, hiring (internal vs. .~xternal candidates),
implementing job/duty l::hanges, employee health h)sues, presenting suggestions
for change to management, the use of parapro'fessionals to do professional work,
and staff interactions with the public. A "c3l:;e story" laid out the situation, the
instructor provided Iisb~ of questions for ea(:h of a dozen situations, and students
e-mailed written responses to the various t10pics covered. Considering the
decisions we will be mélking shortly, thil; was all timely offering.
. We received a number of useful gifts thh) month, including the 16-volume
Thomas Register from Precision Screw Thre!ad, and a $100 memorial for Suzanne
Lee Olsen, to be used flJr books in the medic::allhealth areas.

The first half of our WCFLS payment carne in the amount of $25,686. We
also received a $300 grant to purchase matE!riélls for "Baby & Me."
. We have been promoting the "Windows of Opportunity" program at
Muskego Elementary School, which attE~mpts to enlist parents' help in facilitating
brain development in infants and preschool19rsiò.
New Berlin's new library was featuredl in the architectural issue of
American Libraries.
"Renewing" libréllry board members wer4~ mentioned in the Sun. The article
on fines did not incite much comment, but tlhe "prcÞblem behavior" article did. We
had told the reporter that these incidents happened several years ago, we
detailed the steps were taken to correct the pmblems, and emphasized that most
people behave maturely, but the article was somewhat sensational. Staff
members have had to alssure parents that thtin!:~s alie under control here. Sadly,
the wine and cheese event that attracted 450 and r,aised over *$8,500 was not
reviewed, and the articlle on the Robert IBirm in!~hal1ll visit was omitted.

INTERLIBRARY COOPERATION

Library options study: Part 1I10f the consultants' report was sent
back for more detaill, and the due dalte fOlr s,ections three and four was
pushed back, but the final report is s;till e!xpected at the beginning of
September. Listening sessions willibe h,eld in Jlune.
The Governol. signed SB 272 last we4~k. '/Vaukesha County will
receive some $100,000 in funds for Ulse by out-of-county TNRs. We will be
coding the municipalities of 11,000 11I0n.-resident cardholders. The new law
does not cover Milwaukee County.
We received the final report of the Act 15i() Committee yesterday. I
am waiting for the fl:>rm that needs t() bE~ si~lned by the library board, after
the vote to support freezing the standards is tal<en_ Scott Williams, a
reporter for the MJS, seems to have read a diffe!rent report. His article
claims that, "Anothl~r push is under way to raisle property taxes in
Waukesha County."
We are awaiting clarification andJolr BI procedure from DLCTL
regarding a recent Attorney Generar's opiniion that seems to say public
libraries cannot turn back any budgE~t balance remaining at the end of the
year. Since the locullibrary board is; said in thE~ statutes to have "exclusive
control" of all library funds, the ruling WêlS not êl particular surprise.
However, if that is so, how must the monley be !;pent-and under what
timeframe?
WCFLS will be taking part in the "Speak Up for Your Library"
campaign. Local libraries will be coillecting e-mail addresses from people
who volunteer to be! contacted whenever there is an important library
advocacy issue. If !3Upport for a Iibr.ary bill or iusue is needed, list
members will be e-mailed, and asked to' l3end their opinions to their
legislators. WCFLS provides the cal-ds ê:nncl the labor to keep up the list.
The Badgerm~t installations héive benun. Any outages we will have
are expected to be uhort, and as mm:h éil3 possiible, will happen before open
hours. The computer catalog will be! dOlwn on Memorial Day for re-
indexing.
