1. Call to Order: The meeting was called to order by President Christenson
2. Roll Call: Also present were D. Carter, R. Jankowski, P. Merz, P.
at 7:02 P.M..

Rammer was absent.
3. Statement of Public Notice: Given on December 10, 1997.
4. Approval of Minutes: Minutes of the November 19, 1997 meeting were
approved on motion C. Schwalbach second P. Merz.
5. Next Meeting Scheduled: January 28,1997.
6. Treasurer's Report: C. Stewart moved R. Jankowski seconded motion to
approve expenses to date of $21,608.81. Motion carried. C. Stewart moved R.
Jankowski seconded motion to approve Federated System expenses to date of
$1,430.52. Motion carried.
7. Communications: Received a Christmas letter from former board
member Jane Roberson. Distributecl agenda for joint meeting with Committee of
the Whole.
a. Guest Comments: Fred Washa gave a preview of his presentation
to the COW. Jerry Boisits, Presiden1:-elect of the Chamber of Commerce, gave his
views on the Civic Center development.
8. Old Business
a. FOL: Ray says that the Art Fair is ready to go. Showed sample of
new Friends letterhead and envelopes. Friends gave $1,300 for reading programs.
b. Trust Fund: Received a $25 donation in memory of Chris Povich.
c. Librarian's Report: Read and placed on file. Motion to adjourn
and reconvene after joint COW mee1:ing B. Yahr second C. Schwalbach. Motion
carried.
d. WCFLS: Reconvened at 9:48 P.M. Received a letter from the
Division for Library and Community Learning about WCFLS and crossover
borrowing. The letter said that WCFILS could not take any action against any
member library without DLCL approval.
e. Automation: January 15 target date for new library cards and
auto-checkout.
9. New Business
a. Crossover borrowing: See WCFLS above.
b. Libraries and Technlology: No report.
c. Building Program: COW approved a 40,000 square foot stand-
alone library at the Janesville Road :site. Discussed size and location of meeting
rooms.
d. Other Matters: None.

LIBRARIAN’S REPORT
Novemt)er/December, 1997
Jane and Charlene are the next staff members to get new computer equipment. Training was held
this week. My printer memory was upgraded.
Judy went to a “Soaring to Excellence” workshop for public service workers.
Charlene and I attended APL at Mukwonago, and a special meeting on circulation practices.
Renewals will be counted as circulations, and we are to trace all persons back to their communities
of origin. Previously, for example, we counted city, library, and school district employees as
“Muskego,” because we figured they worked for the benefit of our citizens regardless of where they
slept at night. Three of our staff live in New Elerlin; one lives in Racine County, and three live in
Milwaukee County. At the present time, the latter group will be counted as “Milwaukee” by the
computer, but no money will change hands.
We are finished barcoding magazines, and alre working on barcoding reference. We are still working
out hardware bugs and readying the library cards for the January switch. A number of questions
have arisen, so we will probably have NSC staff come down once more for training. Supplies (e.g.
additional library cards, barcodes and continuous feed overdue mailers) have been ordered and
received. Donna is learning to make additions and changes, and Charlene is working in the
reference section adding what is not on the system.
Penny attended the Mock Newbery-Caldecott program, where county children’s librarians make their .s hoices for the year’s best books. The formal awards will be given at ALA in January.
We received a memorial to the Trust Fund to honor Chris Povlich.
The FOL purchased the books for the young people’s reading groups, 480 paperback books for
$1,331 .OO. The large Christmas wreath is aleio a gift from the FOL. Their new stationery is done, and
looks very sharp.
The students in Mrs. Gooding’s classes at Muskego Elementary School all made bookmarks in honor
of National Children’s Book Week, which the:y donated to us to give out to customers.
I was just notified that I will be teaching “Children’s Literature” at UW-M this coming semester.

On November 251h, Charlene. Linda and I sat down with Jerry Olson, Charlie Kurt, and Gregg
Baum from Durrant. We revised the building size from 31.505 to 29.315 sq. ft. to help cut costs.
I do not know if you have had the opporturlity to study the proposed project budget dated
November Sh. According to Durrant $20(1,000 needs to come off of the $5,724,003. As you
may have noticed, the money for moving Une library has already been removed from the budget.
Having planned the last move, and having seen our staff, Library Board, and volunteers lift
weight far beyond what was safe, I am appalled, and I feel our BoardlBuilding Committee should
protest. 0 I have enclosed a summary of the spaceslseating as revised, and a list of changes to the
Building Program Statement which the staff and I have discussed. Charlie Kurt has provided us
with a floor plan for a facility of a similar size so that our staff can better visualize size
relationships.
The architects met with the Mayor regarding the pros and cons of the three librarylcommunity
center site layouts which you’ve seen. It is apparent that a joint meeting between the
architects, Council, and Library BoardlBuilding Committee will need to be held. See the
enclosed agenda. I hope you can attend, despite the timing.

The Summary refines the Sumlnary of August 20, 1996 and gets US closer to the

absolute minimum.
