lbm19950424MINUTES OF JOINT MEETING HELD APRIL 24, 1995 COMMON COUNCIL AND LIBRARY BOARD - CITY OF MUSKEGO The meeting was called to order by Mayor De Angelis at 7:Ol PM. Also present were Aldermen D'Acquisto, Misko, Patterson, Library Board Members Christenson, Carter, Jankowski, Stewart, Rasmussen, Salentine, Sanders and Suhr, City Clerk Marenda, N. Berken and Rammer, Building Committee Member T.Berken and Library Director Sanhuber. Absent was J. Roberson. April 13, 1995. Carter moved to approve agenda. Stewart Public notice was made in accordance with Open Meeting Law on seconded, carried. A sketch prepared by the Planning Director was distributed showing a 30,000 signle floor building can fit on the triangular area south of City Hall. A Building History/Time Line was also distributed. Don Carter, Chairman of the Long Range Planning Committee presented facts and figures, and noted three architects have been selected from the 13 who presented proposals. Final sq. ft. space has been determined according to state interviews will be May 15th. He reported the need for a 30,000 basement, meeting rooms, elev.stor and parking spots. Rasmussen stated his constituents ask why the proposed project, what is to be achieved, and w:hat is the goal. Carter reviewed increase in users and publications, growth of collection, lack of space to provide services the citizens demand. Director Sanhuber cited population inc:rease, no quiet space, not enough books on tape and video, computer for public use, meeting rooms, and having only 35 seats for 19,000+ population is difficult. Holly responded that it was looked at in 1992. The State put together a discussion about combined school/public libraries as to funding, staffing, salaries, etc. A copy will be provided. Patterson stated he has been in favor of a joint library, but there are problems with separating students and public on school days, and security problems. Rasmussen requested a meeting with the School Board. Sanders felt a 20 year projection was too far out. He requested hard costs for what this building could cost. Patterson didn't feel 20 years is unreasonable. It's already going on 10 years since the addition. Mayor summarized the discussion. The concensus is the building provided in this facility for the long term. Build close to or should have a basement. We want to be proactive in space attached to City Hall for sharing of services. Haven't heard it should go east of the police station. Explore one more time the possible shared facility with a school. Give direction to the architect combining and/or sharing facility with City Hall expansion of City Hall and Library in future. Try to see if is preferred and let architect make the design. Possible without requiring the sprinkling of City Hall. Security of City Hall elevator is sufficient for ADA access to the Library using elevator should be looked at. Don gave an update on the library building and plans Looking for Council input on building 1oc:ation preferences, whether meeting rooms should should be included in our pkns and will they approve the project Mayor gave background on how the library building project funds were determined. Aldermen asked questions and asked for data on the project. Two locations were specified, Northeast of library and South of City Hall. There was concern about cost of project and how to get public acceptance. Holly will provide space needs study and building project statement to aldermen Parking was mentioned as a concern, especially bus or van space We will meet with council and school board to discuss shared library. This has been were concerns about a 20 year projection and how reasonable that was examined in the past and determined as being unworkable at that time. There Documentation to be provided should support our projections. The Mayor gave an overview of possible impact fees for the buildlng project and summarized council concerns as follows: There should be a basement. It should be built on city prJperty. Explore a shared facility with the school board. It should be close to city hall to share facilities. Design with a possible expansion of either/both buildings.
